HomeMy WebLinkAboutItem 4.04 AwardBidStreetOverlay CITY CLERK AGENDA STATEMENT CITY COUNCIL MEETING DATE: May 18, 2004 SUBJECT: Award of Bid - Contract No. 04-06, 2003-2004 Annual Street Overlay Program Report Prepared by: Melissa Morton, Public Works Director ATTACHMENTS: '1) Resolution of Award 2) Bid Results 3) Location Map of Overlay Streets RECOMMENDATION: Adopt resolution awarding Contract No. 04-06 - 2003-2004 Annual Street Overlay Program, to Redgwick Construction Company FINANCIAL STATEMENT: FY 2003-2004 2003-2004 Annual Street Overlay: Budget Low Bid Salaries/Inspections/Miscellaneous $ 28,100 Improvements - Overlay $357,000 $319,381.54 TOTAL: $385,100 The Annual Street Overlay Program is funded by Gas Tax ($133,100), Measure B Local Streets & Roads ($245,000), and General Fund ($7,000) in the form of reimbursement received from FCI Constructors, Inc., to repair portions of Amador Plaza Road damaged during the construction of the 1-580/1-680 Interchange Improvements. The amount of $357}000 was budgeted for improvements and is sufficient to fund the low bid of $319,381.54 plus a 10% contingency. DESCRIPTION: On April 20, 2004, the City Council authorized Staff to solicit bids for Contract No. 04-06, 2003-2004 Annual Street Overlay Program. The Annual Street Overlay project consists of removing and replacing failed asphalt concrete (AC) pavement to a minimum depth of 3 inches on residential streets and 4 inches on collector/arterial streets, resurfacing the street with a minimum 1-1/2-inch overlay of AC, and re-striping pavement markings. Major cracks will also be sealed prior to resurfacing in order to prevent the cracks from reflecting through the new AC overlay. COPIES TO: Redgwick Construction Co. [ ~ ~t. Additional notifications will also be provided by the contractor prior to the beginning of work. The 2003-2004 Annual Street Overlay project will repair and overlay the following streets: Birch Court Oxbow Court Corto Court Peppertree Road, from Shannon Avenue to Ladera Drive Ladera Drive Regio Drive Langrnuir Court Rosita Court Los Ranchitos Court Serena Court Amador Plaza Road, from Amador Valley Boulevard to 200' North of St. Patrick Way During the construction of the 1-580/1-680 Interchange Improvement Project, the contractor, FCI Constructors, Inc., damaged portions of the pavement on Amador Plaza Road between Dublin Boulevard and St. Patrick Way. As a result, FCI agreed to pay the City $7,000 to include the pavement repair and overlay of Amador Plaza Road in the City's 2003-2004 Annual Street Overlay Program. A total of seven bids were received (Attachment 2), with the low bid of $319,381.54 submitted by Redgwick Construction Company. Staffhas revieWed the bids and determined that the low bid contractor has satisfactorily performed similar projects. Staff recommends that the City Council adopt the resolution awarding Contract No. 04-06, 2003-2004 Annual Street Overlay Program, to Redgwick Construction Company. Page2 %~x RESOLUTION NO. - 04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT NO. 04-06, 2003-2004 ANNUAL STREET OVERLAY PROGRAM TO REDGWICK CONSTRUCTION COMPANY WHEREAS, the City of Dublin did, on May 6, 2004, publicly open, examine, and declare all 'sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 04-06, 2003-2004 Annual Street Overlay Program, authorized by the City Council on April 20, 2004, which Plans, Specifications, and Modifications are hereby eXpresSly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Public Works Director, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 04-06 to the lowest responsible bidder therefor, to wit, Redgwick Construction Company, at a bid of Three Hundred Nineteen Thousand, Three Hundred Eighty One Dollars and Fifty Four Cents ($319,381.54), the particulars of which bid are on file in the Office of the Public Works Director.
