This project is funded through Category 2 Eastern Dublin Traffic
Impact Fees (TIF). A budget change in the amount of $7,500.00
from Category 2 TIFs is necessary to fully fund the improvements,
which also includes a 10% contingency ($3,864) for potential extra
work not included in the contract.
DESCRIPTION: On March 16, 2004, the City Council authorized Staff to solicit bids
for Contract No. 04-02, Traffic Signal Upgrade - Dublin Boulevard and Scarlett Drive. On April 6th,
Staff received and opened bids for the Contract.
In Spring 2002, the City installed the Dublin Boulevard/Scarlett Drive traffic signal system as part of
Contract No. 00-16, Dublin Boulevard Widening - Dougherty Road to Scarlett Drive. The current
configuration of Scarlett Drive between Dublin Boulevard and Scarlett Court is two traffic lanes (one
northbound and one southbound) along the west side of the Zone 7 Water Agency's Chabot Channel. To
accommodate the new commercial developments east of the existing channel, it was necessary to widen
Scarlett Drive fi'om two lanes to four. The new configuration of Scarlett Drive will include two

southbound lanes on the west side of the channel and two northbound lanes on the east side. The new
northbound lanes have already been constructed as part of development projects, but remain closed to
through traffic.
This project would modify the traffic signal system at Dublin Boulevard and Scarlett Drive to incorporate
the new Scarlett Drive northbound lanes along the east side of the Chabot Channel. New traffic signal
components will be added and the existing pavement striping modified in order to reconfigure the Dublin
BOulevard / Scarlett Drive intersection.
A total of five (5) bids were received (Attachment 2). The low bidder is Steiny and Company, Inc., with a
bid of $38,636.00. Staff has reviewed the bids and determined that the low bid contractor has
satisfactorily performed similar jobs.
Due to additional pavement striping and marking required on Scarlett Drive, the low bid received in the
amount of $38,636.00 exceeded the $35,000 improvements budget. A budget change in the amount of
$7,500.00 from Category 2 Eastern Dublin TIF is required to fully fund the improvements under this
contract. This budget change for improvements also includes a 10% contingency ($3,864) for potential
extra work not included in the contract.
Construction is estimated to start in May 2004, with 'completion anticipated in Summer 2004. Upon
completion of the traffic signal upgrade and pavement striping/signing modifications, northbound traffic
will be switched to the new Scarlett Drive lane configuration.
Staff recommends that the City Council approve a budget change in the amount of $7,500 from Category
2 Traffic Impact Fees and adopt the resolution awarding Contract No. 04-02, Traffic Signal Upgrade -
Dublin BouleVard and Scarlett Drive, to Steiny and Company, Inc.

RESOLUTION NO. -04
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. 04-02
TRAFFIC SIGNAL UPGRADE - DUBLIN BOULEVARD AND SCARLETT DRIVE
TO STEINY AND COMPANY, INC.
WHEREAS, the City of Dublin did, on April 6, 2004, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 04-02, Traffic Signal Upgrade - Dublin Boulevard and Scarlett Drive, authorized by the City
Council on March 16, 2004, which Plans, Specifications, and Modifications are hereby expressly referred
to for a description of said work and for all particulars relative to the proceedings under the request for
bids; and
WHEREAS, said bids were submitted to the Director of Public Works, who has recommended
that the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 04-02 to the lowest responsible bidder therefor, to wit, Steiny
and Company, Inc., at a bid of Thirty-Eight Thousand, Six Hundred Thirty-Six Dollars and No Cents
($38,636.00), the particulars of which bid are on file in the Office of the Director of Public Works.
PASSED, APPROVED AND ADOPTED this 20th day of April, 2004.
