PA 02-074 Status Report for an Urgency Ordinance for
the area located along Dublin Boulevard, extending westerly
of Donlon Way approximately 400-feet and easterly of San Ramon
Road approximately 950-feet, and extending approximately 625-
feet north and 700-feet south of such stretch of Dublin Boulevard,

RECOMMENDATION:
Receive report and issue this agenda statement as a written report
describing the measures taken to alleviate the urgency condition
within the Historic Area.
FINANCIAL STATEMENT: None at this time
BACKGROUND:
One October 7, 2003, the City Council adopted an urgency ordinance moratorium for the Historic Area (as
shown on the Attachment). Specifically, the moratorium prohibited the issuance or approval any building
permits or land use permits that would result in the construction or initiation of specific uses on any parcel
located in the Historic Area. According to State law regulating urgency ordinances, the City Council is
required to issue a written report ten days prior to the expiration of the interim ordinance, or any
extension,, describing the measures taken to alleviate the condition which led to the adoption of the
urgency ordinance. The interim ordinance will expire November 21, 2003, this agenda statement serves
as the written report.
Written Report
Currently Staff is in the process of executing a contract, which will facilitate the completion of the studies
necessary for Specific Plan of the Historical Area. To alleviate the condition that led to the adoption of the
urgency ordinance, Staff is in the process of authorizing the historic consultant to expand the geographic
range of the historic resources identification. The results of the historic resources identification will

provide Staff information relevant to the historical context of the area, which, in mm, will lay the
groundwork for the direction of the Specific Plan.
The expansion of the geographic range of the historic resources identification will be in addition to the
fifteen properties that have been surveyed within the Donlon Way area west of San Ramon Road. The
expansion consists of six additional parcels, two on the northeast and two on the southeast comer of
Dublin Boulevard and San Ramon Road, and two additional parcels to the west of Donlon Way.
The work necessary to document the history of these four parcels will necessitate further research,
including the construction of chains of title at the Alameda County Assessor's Office and permit record
searches at the Alameda County Department of Public Works and the Dublin Building Department.
At the conclusion of the historic resources identification process, Staff will present the consultant's
findings to the Heritage and Cultural Art Commission as well as the City Council. The Consultant will
then prepare descriptive design guidelines for rehabilitation and new construction within the area. Upon
completion and acceptance of the design guidelines, Staff will begin working on the preparation of
Specific Plan for the area.
