Improvements - Overlay:
Improvements - Slurry Seal:
The low bid of $548,506.99 is within the total improvements budget of $610,969.
Pavement failure repair and crack sealing on proposed slurry seal streets have been
included with the Overlay Program as a cost savings measure.
The Annual Street Overlay Program is funded by Traffic Congestion Relief
Program (TCRP), Gas Tax and Measure B Local Streets & Roads funds. The
pavement failure repairs for slurry seal streets are funded by Gas Tax.
DESCRIPTION: On March 20,2007, the City Council authorized Staff to solicit bids
for Contract No. 07-06,2006-2007 Annual Street Overlay Program.

The Annual Street Overlay project consists of removing and replacing failed asphalt concrete (AC)
pavement to a minimum depth of 3 inches on residential streets and 6 inches on collector/arterial streets,
resurfacing the street with a minimum 1-1/2-inch overlay of AC, and re-striping pavement markings.
Major cracks will also be sealed prior to resurfacing in order to prevent the cracks from reflecting through
the new AC overlay.
The 2006-2007 Annual Street Overlay Program will repair and overlay the following streets:

Ashford Way to Carlow Way
Due to the pavement condition on Longford Way, the portion between Ashford Way and Carlow Way will
be reconstructed by removing and replacing 4 inches of the AC pavement.
In addition, pavement failure repair and crack sealing on proposed slurry seal streets have been included
with the Overlay Program as a cost savings measure to coordinate similar work. The 2006-2007 Annual
Slurry Seal Program improvements will begin later in the summer. Vehicle detector loops will be replaced
on Regional Street and Stagecoach Road as part of the resurfacing work on those streets.
A total of five bids were received (Attachment 2), with the low bid of $548,506.99 submitted by EI
Camino Paving, Incorporated. Staff has reviewed the bids and determined that the low bid contractor has
satisfactorily performed similar proj ects.
Staff recommends that the City Council adopt the resolution awarding Contract No. 07-06, 2006-2007

OF THE CITY OF DUBLIN

AWARDING CONTRACT NO. 07-06,
2006-2007 ANNUAL STREET OVERLAY PROGRAM
TO EL CAMINO PAVING, INC.
WHEREAS, the City of Dublin did, on May 1, 2007, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 07-06,2006-2007 Annual Street Overlay Program, authorized by the City Council on March
20, 2007, which Plans, Specifications, and Modifications are hereby expressly referred to for a description
of said work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 07-06 to the lowest responsible bidder therefor, to wit,
EI Camino Paving, Inc., at a bid of Five Hundred Forty-Eight Thousand, Five Hundred Six Dollars
and Ninety-Nine Cents ($548,506.99), the particulars of which bid are on file in the Office of the Public
Works Director.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the Agreement.
PASSED, APPROVED AND ADOPTED this 15th day of May, 2007, by the following vote:
