SUBJECT: Award of Bid -Contract No. 09-01, Energy Efficient Window
Treatments (Project # 93924)

RECOMMENDATION: Adopt the Resolution awarding Contract No. 09-01, Energy Efficient
~~ ~ Window Treatments, to Solar Control Glass Tinting Company.
FINANCIAL STATEMENT: Sufficient funds have been appropriated in the adopted Budget,
based on the low bid submitted by Solar Control Glass Tinting Company as shown below:

DESCRIPTION: The Fiscal Year 2008-2009 Capital Improvement Program (CIP)
includes a project (Project #93924) to install energy efficient film on the exterior windows of the Dublin
Civic Center and on the exterior doors at the Senior Center. The installation of the window film would
improve the energy efficiency of the Civic Center, and it would generate an estimated annual cost savings
in PG&E bills of $10,283 for the City. In addition, the window film will reduce the City's carbon
footprint by reducing greenhouse gas emissions by approximately 18 tons each year, which is a result of
an estimated reduction in energy usage annually of 73,766 kilowatt hours. The project will also increase
employee comfort by reducing the glare and heat caused by summer weather.
Window film has been previously installed and is effective in some locations at the Civic Center. This
project would complete the installation for the remainder of the building. This project will also fund the
installation of window film on the exterior doors at the Senior Center to reduce glare in the activity rooms
of the facility. The glare through the doors is a problem for those that suffer from macular degeneration.
One bid was received for this project. The single bid was received from Solar Control- Glass Tinting
Company in the amount of $94,360. Staff has reviewed the bidder's proposal and is familiar with the
bidder's work.
RECOMMENDATION: Staff recommends that the City Council adopt the resolution
awarding Contract No. 09-01, Energy Efficient Window Treatments, to -Solar Control Glass Tinting
Company.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT N0.09-01
ENERGY EFFICIENT WINDOW TREATMENTS
TO SOLAR CONTROL GLASS TINTING COMPANY
WHEREAS, the City of Dublin did, on February 5, 2009, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 09-01, Energy Efficient Window Treatments, which Plans, Specifications, and Modifications
are hereby expressly referred to for a description of said work and for all particulars relative to the
proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has reviewed the bids to
determine the lowest bid that was responsive to the requirements of the bid documents;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 09-01, Energy Efficient Window Film, to the lowest responsible bidder
therefore, to wit, Solar Control Glass Tinting Company, with a bid of Ninety Four Thousand Three
Hundred Sixty Dollars and Zero Cents ($94,360.00), the particulars of which are on file in the office of
the Public Works Director.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement.
