SUBJECT: Use of City Seal on Child Care Links Certificates of Recognition

RECOMMENDATION:/~ ~ Grant use of the City Seal to Child Care Links for inclusion on the
Certificates of Recognition for Child Care Providers in Dublin.
FINANCIAL STATEMENT: None
DESCRIPTION: In April 2002, the City Council adopted a policy that the Seal of the
City of Dublin shall not be used to support, promote or sponsor any event, program or endeavor that is not
an exclusive activity to the City without approval from the City Council. Use of the City Seal in
conjunction with such activities is to be considered on a case-by-case basis and on such criteria as the City
Council determines appropriate.
The City recently received an email request from Child Care Links regarding the possibility of printing the
City's Seal on certificates of recognition that will be distributed to child care providers in Dublin. In May,
Child Care Links will be sending out over 700 certificates to child care providers throughout the Tri-
Valley. Providers will receive a "recognition packet" including a certificate with their respective city's
seal and the Child Care Links seal.
Child Care Links is a non-profit organization that provides resources for child care providers and referral
services for families in the Th-Valley. The organization receives funding from the three Tri-Valley cities
(Dublin, Pleasanton and Livermore), as well as the County of Alameda. Child Care Links has also
requested use of the seals of the other cities for the certificates.
RECOMMENDATION: Grant use of the City Seal to Child Care Links for inclusion on the
Certificates of Recognition for Child Care Providers in Dublin.

Dear Paul:
I am writing to request the use of the Dublin city seal. At past provider recognition banquets
Dublin child care providers have received a certificate of recognition from the city of Dublin and
Child Care Links which carried the seals of each. This year, due to budget constraints, we are
sending out "recognition packets" in lieu of the banquet. These packets contain a certificate of
recognition, a letter from Child Care Links' Executive Director and a small book for child care
professionals.
We have had an enormous response from child care centers that want their staffrecognized.
Consequently, we could have nearly 700 certificates to prepare. This is a lot of seals, both from
each city and our agency.
In order to keep costs down, I am requesting to use a "digital" seal or .jpeg picture of the Dublin
seal on the certificates for Dublin child care providers (along with Livermore and Pleasanton).
We plan to use a digital image instead of a seal for the Child Care Links logo as well. This
drastically reduces both cost and the amount of work involved.
The mailings need to go out by April 30, so I would appreciate a response as soon as possible.
