FINANCIAL STATEMENT: Estimated cost is $57,000; sufficient funds are available in the Library
Capital Improvement Project budget.
DESCRIPTION: As part of the Dublin Public Library Project, cabling for the
· computer and voice network systems needs to be installed along with cabling for television service. These
components are an integral aspect of the overall building development.
The scope of work for the Cabling Project addresses program needs for library staff and public use as well
as the capacity for future needs. The project includes the following key elements:
1) Data/Voice cabling and outlets at 85 locations throughout the building
2) The capacity to provide 244 data and 84 telephone connections
3) Television cable connections in five loCations
Equipment installed at the completion of the Library Phase I will include- 24 staff computer work stations,
45 public reference computers, 8 networked public printers, 3 self-checkout machines and an estimated 25
telephone units serving the staff and public. All of this equipment is connected to the cable system.
PROCESS:
The Request for Proposals (RFP) has been prepared to solicit proposals from vendors to install cabling.
The RFP will be circulated on May 8, 2002 and proposals are due to the City of Dublin on May 22, 2002.
Once the vendors are ranked according to the responses and references checked, Staff will return to the
City Council for the award of the contract. It is anticipated that the award of the contract will be at the
June 4, 2002 City Council meeting.
RECOMMENDATION:
It is recommended that the City Council authorize City Staff to distribute the Request for Proposals
(Attachment 1).

Notice to Bidders
Notice is hereby given that sealed bids, subject to the conditions named herein and in the
Specifications therefore for the City of Dublin Library Cabling Project Contract addressed to the
City of Dublin will be received at the City Clerk's Office, 100 Civic Plaza, 2nd floor, Dublin, CA
94568, up to Wednesday, May 22, 2002 at 2:00pm, at which time they will be publicly opened
and read.
A complete set of bid documents is available at City Offices, 100 Civic Plaza, City Managers
Office, Dublin CA 94568. There will be a five-dollar ($5) non-refundable charge for each bid
package. Checks and money orders must be made payable to the City of Dublin.

Project Specifications
1.0 General Information
1.1 City Objective
In Fiscal Year 2001-2002, the City of Dublin will be constructing the Dublin Library
adjacent to the Civic Center. As part of the construction, the City will be providing
computer network data and voice cabling to approximately 85 locations within the
building. The majority of the locations will require either two (2) Category-5E computer
network data connections and two (2) Category-5 telephone voice connections, or three
(3) Category-5E computer network data connections and one (1) Category-5 telephone
voice connections. Fiber optic cable is also required to connect the two (2) computer
rooms within the building. Additionally, five (5) cable television locations must be
cabled with AT&T provided coaxial cable. The City of Dublin is seeking proposals for
completion of the cabling as outlined in this Request for Bids.
1.2 Proposal Instructions
In order to receive consideration, all bid proposals shall be made in accordance with the
following instructions:
1.2.1 Proposals shall be made upon the forms provided therefore, properly
executed and with all items filled out; the signature of all persons signing
shall be in long hand.
1.2.2 Blank spaces in the forms must be properly filled in, and the phraseology
thereof must not be changed. Additions must not be made to the items
mentioned therein. Any unauthorized conditions; limitations or
provisions attached to a proposal may cause its rejection. Alterations by
erasures or interlineations must be explained or noted in the proposal
over the signature of the vendor.
1.2.3 No FAXED proposals will be considered. No proposal received after the
time fixed for receiving them will be considered. Late proposals will not
be opened.
1.3 Proposal Format
1.3.1 Signature: Bid proposal must bear'the bidder's legal name and be signed
by a representative authorized to bind the bidder.
1.3.2 Bid Forms. Each vendor shall fill out completely and accurately the
proposal forms supplied with this invitation to respond to the Bid. Failure
to use the forms provided will invalidate the proposal. Failure to answer
any of the questions or provide any of the information requested in the
bid specifications may subject the entire proposal to rejection.
1,3.3 Valid Period. Include a statement that the terms of the proposal will
remain valid for 60 days.

1.3.4 Qualifications. Firms relevant experience, responsiveness, ability to
perform and anticipated manpower allocation. Provide three (3)
references of agencies where similar work has been performed in the
past. In each case briefly describe the project scope and indicate a
contact person and phone number.
1.3.5 Identify the personnel to be involved in the project and their background.
1.3.6 If available list manufacturer's systems application warranties for
products used in project.
1.3.7 Complete information for products proposed as equals must be submitted
to Steve Pappa, Information Systems Manager the for review at least
seven (7) calendar days before the time specified for opening bids. To be
considered, proposals concerning products proposed as equals must
include sufficient information to permit the City to determine whether
the products proPosed as equals will satisfy the same performance
requirements as products listed by manufacturer's name, brand or model
number. Such performance requirements may include, but are not
limited to, size, strength, function, appearance, ease of maintenance and
repair, and useful life requirements. Proposals concerning products
proposed as equals that are submitted less than seven (7) days before the
time specified for opening bids will not be considered. Failure to bid
products specified by manufacturer name, brand name or model number
where the technical specifications or Project plans specify that a
particular product is necessary to match others in use, or where no
proposal concerning products proposed as equals has been submitted in
accordance with this provision may render a bid non-responsive.
1.4 Meetings and Deadlines.
1.4.1 Due to the unique nature of the building layout and project, all vendors
are encouraged to attend the pre-bid walkthrough. 'It is the vendor's
responsibility to determine length of cable runs through vendor's own
measurements or estimations. Hard-hats are required to be worn during
the walkthrough, prospective bidders must supply their own. The pre-bid
meeting will take place on:

1.4.2 Due Date for Response

1.5 Bid Clarification. Upon receipt of your proposal, you may be called for
additional information and/or detailed discussion of the proposal.
1.6 Addenda or bulletins. Any addenda or bulletins issued by the City during the
time of the bidding performing a part of the documents provided to the bidder for
the preparation of his bid shall be covered in the bid and shall be made a part of
the contract.
1.7 Withdrawal of bids. Any bidder may withdraw a bid, either personally or by a
written request, at any time prior to the scheduled deadline for receipt or written
bids.
1.8 Economy or preparation. The proposals should be prepared simply and
economically, provided a straightforward, concise description of the bidder's
capabilities to satisfy the requirements of these specifications. The bidder shall
be responsible for costs incurred in the proposal preparation and delivery.
1.9 City Right to Accept or Reject Proposals. The City of Dublin reserves the right
to accept or reject any proposals, and all subsequent material, either verbal or
written, exclusive of an executed written contract. This invitation to respond to
the Bid in no way obligates the City of Dublin to any company, supplier,
manufacturer, or respondent to the RFP.
1.10 Award and Execution of the Contract
1.10.1 The award of the contract, if it is awarded, will be to the lowest
responsible bidder whose proposal complies with all the requirements
prescribed.
1.10.2 Bonds. Contractor shall provide at the time of the bid opening, and at
their own expense, a surety bond in the amount equal to at least ten
percent (10%) of the contract price as the bid bond (Attachment #2).
Contractor shall also provide, at the time of the execution of the
agreement or contract for work, and at their own expense, a separate
surety bond in an amount equal to at least one hundred percent (100%) of
the contract price as security for the payment of all persons performing
labor and furnishing materials in connection with said agreement
(Attachment #3). Contractor shall also provide, at the time of the
execution of the agreement or contract for work, and at their own
expense, a separate surety bond in the amount of one hundred percent
(100%) of the amount payable by the terms of the Project contract to
guarantee the faithful performance of the Project work (Attachment #4),
Prior to issuance of the final Project payment, the successful bidder must
submit a warranty or maintenance bond (Attachment #5). The warranty
or maintenance bond must be in the amount of ten percent (10%) of the
final Project contract amount and guaranty the Project work against
defects in materials, equipment, workmanship, or needed repair for one
(1) year from the City's acceptance of the Project work. Sureties on each
of said bonds shall be satisfactory to the City Attorney. It is the
responsibility of the vendor to demonstrate how they will best meet the
City of Dublin's requirements.

1.11 Errors and Omissions. The City of Dublin shall not be held responsible for
' errors, omissions, oversights brought to the attention of the City of Dublin
subsequent to the due date of this proposal which alter or modify the information
which form the basis for evaluation of the submitted bid response, shall remain
the responsibility of the vendor. Additionally, any errors, omissions, or
oversights of a material nature may constitute grounds for rejection of the
submitted proposal.
1.12 Contractors Liability and Worker's Compensation Insurance. Per the agreement
with the City, the Contractor shall at her/her own cost and expense procure and
maintain satisfactory public liability and casualty insurance to adequately protect
the contractor and the City in damages for personal injury, including death,
which may arise from operations under the contract, whether such operations are
by the contractor or subcontractor, or anyone directly or indirectly employed.
The City of Dublin shall be named as an additional insured.
Contractor shall at his/her own cost and expense procure and maintain adequate
workers' compensation insurance in an amount satisfactory to the City and
sufficient to protect the contractor or subcontractor as well as the City form any
claims under the Workers' Compensation Law, it being expressly understood and
agreed that ail persons employed directly or indirectly in connection with said
work by the Contractor or any subcontractor will be considered to be the
employees of the Contractor and not employees of the City.
1.13 Business License Requirement. Per the agreement with the City, the Contractor
shall at her/her own cost and expense procure a City of Dublin Business License.
Information on obtaining a City of Dublin Business License may be obtained
from the Finance Department, 100 Civic Plaza, Dublin, CA 94568 or by calling
(925) 833-6640. Note that a Business License is not required to submit a bid on
the cabling work for the Dublin Library and is only required when firms and
individuals conduct business within the Dublin city limits.
1.14 Materials and Appliances. Unless otherwise stipulated, the contractor shall
provide and pay for all materials, labor, tools, equipment, transportation and
other facilities necessary for the performance and completion of the work. All
specific handling equipment charges shall be paid by the Contractor.
1.15 Building Repairs. The Contractor shall be liable and responsible for any building
repairs required due to work being completed. That may include, but is not
limited to ceiling tiles and damage to walls or floors or other amenities within the
Dublin Library.
1.16 Beginning of Work and Tinge of Completion. Contractor shall retum the signed

contract (Attachment #6), payment, performance and labor bonds, and insure
certification within seven (7~ calendar days after the receipt of contract form the
City. Contractor shall commence the work within five (5) calendar days of the
date of the Notice to Proceed and shall diligently prosecute the work to final
completion. The continuous prosecution of work by contractor shall be subject
only to Excusable Delays as defined in the Agreement. Work shall be completed
within twenty-four (24) calendar days following receipt from the City. Work

completed on the weekends or city holidays must be approved in advance. It is
anticipated that work could commence as early as the week of June 17, 2002, but
no later than September 1, 2002.
1.17 Pre-Construction Conference. A pre-construction conference and site walk thru
will be held at the Dublin Library, 100 Civic Plaza, Dublin, CA on Monday, May
13, 2002 at 10am for the purpose of discussing with the scope of the work,
contract drawings, specificatio, ns, existing conditions, materials to be ordered,
equipment to be used, and all essential matters pertaining to the execution of a
satisfactory completion of the project as required. The contractor's
representatives at this conference shall include all major superintendents for the
work and may include major subcontractors. Contractor is responsible for taking
measurements in order to bid the required amount of cable as accurately as
possible.
1.18 Field Conditions.
1.18.1 Data. Specifications call for the use of Category 5 Enhanced (CATSE)
data cable. Cabling will be installed in existing 'Walker' ducts 'and
conduit. Plenum rated cable is not required. Cable shall be terminated in
Contractor provided CAT5E rated RJ-45 modular data jacks in a flush
mounted 4-plex faceplate of white or off-white color. Data jacks shall be
of a common color, different from the color of the voice jack(s) in the
same faceplate, in order to easily differentiate data jacks from voice jacks
throughout the facility. Data jack shall meet or exceed Panduit
standards. Faceplates shall be labeled with identifiers for each jack.
Labels shall be produced with a label maker and shall not be hand
written.
1.18.2 'Voice. Specifications call for the use of Category 5 (CATS) voice cable.
Cabling will be installed in existing 'Walker' ducts and conduit. Plenum
rated cable is not required. Cable shall be terminated in Contractor
provided CAT5 rated R J-45 modular jacks in a flush-mounted 4-plex
faceplate of white or off-white color. Voice jacks shall be of a common
color, different from the color of the data jacks in the same faceplate, in
order to easily differentiate voice jacks from data jacks throughout the
facility. Voice jack shall meet or exceed Panduit standards. Faceplates
shall be labeled with identifiers for each jack. Labels shall be produced
with a label maker and shall not.be hand written. Each faceplate shall
have the voice jacks mounted in the top positions and the data jacks
mounted in the bottom positions. For faceplates with one (1) voice jack
and three (3) data jacks, the voice jack shall be mounted in the top left
position. All cabling is in accordance with all ELMTIA 568 standards
for Category 5. -
1.18.3 As it pertains to the aforementioned data and voice cabling, any cable
that is not run through conduit or 'Walker' ducts shall be plenum rated.
1.19 The vendor shall represent and warrant that he has sufficiently informed himself
in all matters affecting the performance of the work. Furnishing of the labor,
supplies, material and equipment called for in the specifications and that she has

'checked the proposal for errors and omissions; that the prices stated in the
proposal are current and as intended and are complete and correct in terms of
prices, labor, supplies, materials, and equipment required by the proposal
documents.
1.20 Prevailing Wage
1.20.1 The wage rates determined by the Director of Industrial Relations
entitled "General Prevailing Wage Rates" refer to expirations dates. If
the published wage rate does not refer to a predetermined wage rate to be
paid after the expiration date, said published rate of wage shall be in
effect for the life of this contract. If the published wage rate refers to a
predetermined wage rate to become effective upon expiration of the
published wage rate and the predetermined wage rate is on file with the
Department of Industrial Relations, such predetermined wage rate shall
become effective on the date following the expiration date and shall
apply to this contract in the same manner as if it had been published in
said publication. If the predetermined wage rates, Which expiration dates
occur during the life of this contract, each successive predetermined
wage rate shall apply to this contract on the date following the expiration
date of the previous wage rate. If the last of such predetermined wage
rates expires during the life of this contract, such wage rate shall apply to'
the balance of the contract. General Prevailing Wage Rates are on file in
the office of the City Clerk.
1.20.2 Labor Nondiscrimination.
1.20.2.1Attention is directed to the following Notice that is required by
Chapter 5, Title 2, California Administrative Code:
NOTICE OF REQUIREMENT FOR NONDISCRIMINATION
PROGRAM (GOVERNMENT CODE, SECTION 12990)
Your attention is called to the "Nondiscrimination Clause." Set
forth herein, which is applicable to all nonexempt state contracts
and subcontracts, and to the "Standard California
Nondiscrimination Construction Contract Specifications" set
forth herein. The Specifications are applicable to all nonexempt
state construction contracts and subcontracts of $5,000 or more.
NONDISCRIMINATION CLAUSE
1. During the performance of this contract, contract and is
subcontractors shall not unlawfully discriminate against
any employee or applicant for employment because of
race, religion, color, national origin, ancestry, physical
handicap, medical condition, marital status, age (over
40) or sex. Contractors and subcontractors shall insure
that the evaluation and treatment of their employees and
applicants for employment are free of such
discrimination. Contractors and subcontractors shall

comply with the provisions of the Fair Employment and
House Act (Government Code, Section 12990 et seq.)
and the applicable regulations promulgated thereunder
(California Administrative Code, Title 2, Section 7285.0
et seq.).
2. The applicable regulations of the Fair Employment and
Housing Commission implementing Government Code,
Section 12990, set forth in Chapter 5 of Division 4 of
Tire 2 of the California Administrative Code are
incorporated into this contract by reference and made a
part hereof as obligations under this clause to labor
organizations with which they have a collective
bargaining or other agreement.
3. This contractor shall include the nondiscrimination and
compliance provisions of this clause in all subcontracts
to perform work under the contract.
1.21 Subcontracting. A sheet for the purposes of listing the subcontractors, as
required by the Subletting and Subcontracting Fair Practices Act, is included in
the bid packet.
1.22 Guaranty. Contractor guarantees all of the Work for one year from the date the
City accepts the Work. Upon receiving written notice of a need for repairs which
are directly attributable to defective materials or workmanship the Contractor
must make good any defects arising or discovered in any part of the Work by
diligently making the necessary repairs within seven (7) days from the date of
notice from the City. If the Contractor fails to make good any defects in the
Work in accordance with this provision, in addition to any other available
remedy under the contract or at law or equity, the City may make good or have
made good such defects in the Work and deduct the cost from amounts that may
be due or become due the Contractor, and/or call on the Contractor's
maintenance bond for the cost of making good such defects and for the Owner's
reasonable legal costs, if any, of recovering against the bond.
2.0 Specifications and Proposal Forms
2.1 Scope of Work. Plans and Contract documents may be secured from the office
of the City Manager, 100 Civic Plaza, 2~a Floor, Dublin, CA 94568, 925-833-
6650. There will be a five-dollar ($5) non-refundable charge for each bid
package. Checks and money orders must be made payable to the City of Dublin.
2.1.1 It is the intent of the City to have a single bidder responsible for the
provision of all items identified in the specifications. Although it is
recognized that a successful bidder may utilize subcontractors for a
portion of the work, they shall be clearly identified on the "Bidders List
of Subcontractors Form." The bidder is specifically advised that any
person, firm, or other party to whom it is proposed by the successful
bidder to award a subcontract must be acceptable to the City and shall be
bound by all terms and condition of the bid.

2.2 Specifications.
2.2.1 General. A set of drawings will be distributed with each bid package.
These plans detail the termination locations of the cable the City is
seeking in the project. The materials and labor required to implement
these plans are detailed on the attached forms. Using the plans provided
by the City each bidder is required to provide cost and other details as
requested on the following forms:
1) Bid proposal summary
2) Materials Cost Detail
3) Labor and Installation Cost Detail
4) Bidder List of Subcontractors, if applicable
2.2.2 Overview~ The City of Dublin is constructing the Dublin Library
adjacent to the Civic Center. As part of the construction, the City will be
providing computer network data and voice cabling to approximately 85
locations within the building. The majority of the locations will require
either two (2) Category-5E computer network data connections and two
(2) Category-5 telephone voice connections, or three (3) Category-5E
computer network data connections and one (!) Category-5 telephone
voice connections. Data cable will terminate in nearest location: Tele
Room 113 or Telecom Room 157. The data termination locations, Tele
· Room 113 and Telecom Room 157, will be connected by 6-strand fiber
optic cable. Voice cables will terminate in Tele Room 113, the location
of the SBC-Pacific Bell Minimum Point of Entry (MPOE). Cable
television coaxial cable will be installed to five (5) locations, refer to
Attachment # 1 for installation specifications.
2.2.3 Details. At Contractor's discretion, and in coordination with the City's
General Contractor, the cabling may be installed in either one or two
phases corresponding to the general construction work at the Library.
Contractor shall coordinate work with the City's General Contractor to
ensure an efficient installation schedule. Cabling shall be installed in
spaces as conduit is in place. Cable contractor shall return and terminate
locations as build-out space is finished. These tasks may be undertaken
in either one or two phases.
2.2.3.1 Contractor shall install Chatsworth or equivalent steel
seismically braced equipment rack with a depth of 36" to support
patch panels and hubs in rooms 113 and 157.
2.2.3.2 Contractor shall install 11 O-style punch down blocks room 113
within reasonable proximity to the SBC-Pacific Bell MPOE.
2.2.3.3 Contractor shall install six (6) Category-5E 24-port modular to
110 patch-panels in rooms 113 and 157. All patch panels will be
labeled with machine generated labels with each cable's
location.
2.2.3.4 Contractor shall install one (1) Belden or equivalent 12-strand
fiber optic cable from room 113 to room 157.

2.2.3.5 Contractor shall install three (3) Category-5E, three pair, non-
plenum rated Belden #1500, MPP/CMP/PCC cable and one (1)
Category 5, single pair, non-plenum rated Belden #7854A to a
four-jack wall plate in fifty-six (56) locations. Contractor shall
install four (4) Category-5E, four pair non-plenum rated Belden
#1500, MPP/CMP/PCC cable to a four-jack wall plate in
fourteen (14) locations. Contractor shall install two (2) Category-
5E, two pair, non-plenum rated Belden #1500, MPP/CMP/PCC
cable and two (2) Category 5, two pair, non-plenum rated Belden
#7854A to a four-jack wall plate in four (4) locations. Contractor
shall install four (4) Category-5E, four pair, non-plenum rated
Belden #1500, MPP/CMP/PCC cable 'and four (4) Category 5,
four pair, non-plenum rated Belden #7854A to an 8-jack wall
plate in three (3) locations. Contractor shall install one (1)
Category-5, single pair, non-plenum rated Belden #7854A,
MPP/CMP/PCC Cable to a single-jack wall plate in eight (8)
locations.
2.2.3.5.1 In each location, data cables will terminate in either
Room 113 or 157 whichever is closest.
2.2.3.5.2 Voice cables will terminate in Room 113.
2.2.3.5.3 Data/voice jacks will be terminated in location
faceplates based on the following counts and
configurations:
2.2.3.5.3.1 For locations with two (2) data jacks and
two (2) voice jacks, the top two faceplate
positions shall be voice jacks and the bottom
· two positions shall be data jacks.
2.2.3.5.3.2 For locations with three (3) data jacks and
one (1) voice jack, the top left faceplate
position, shall be a voice jack and the top
right and bottom two positions shall be data
jacks.
2.2.3.5.3.3 Voice jacks shall be white in color.
2.2.3.5.3.4 Data jacks shall be either red or blue. Data
cables with a red data jack shall be
terminated in Room 113. Data cables with a
blue data jack shall be terminated in Room
157.
2.2.3.5.3.5 Each jack will be labeled with its
corresponding patch panel or punch down
block location with machine generated
labels. Each jack shall be labeled with the
appropriate computer or voice icon.
2.2.3.5.3.6 Contractor will route, dress and terminate
the station cable to the patch panels in
accordance with all EIA/TIA 568A
standards for Category 5E.

2.2.3.6 Rooms 113 and 157.
2.2.3.6.1 Contractor will install 12-strand Beldenor
equivalent fiber optic cable from Room 113 to
Room 157.
2.2.3.6.2 Contractor shall terminate both ends of fiber in
rack-mounted fiber termination panels.
2.2.3.6.3 Contractor shall provide and install a
Chatsworth or compatible 19" equipment rack in
both Rooms 113 and 157. Racks shall be
sufficiently seismically fastened to the floor and

2.2.3.6.4 Telephone Room 113. All punch down blocks
will be labeled with each voice cable's location.
2.3 · Station Cable Testing.
2.3.1, Certify that all station cable meets or exceeds the EIA/TIA 568A
standard for Category 5E. Contractor will perform Category 5E
certification for all data cable and Category 5 certification of all voice
cable. The scanner will produce the following test results at 100mhz:
1. Line Mapping
2. DC Loop Resistance
3. Near End Crosstalk
4. Length
5. Attenuation
6. Impedance
7. Power Sum NEXT
8. Power Sum ACR
9. EL-FEXT
10. Power Sum. EL-FEXT
Should any test fail, the trouble will be located and repaired or the cable
replaced. Upon completion of repairs the cable will be retested and the
results documented. A complete set of test results will be turned over at
the completion of the project.
