DESCRIPTION: In 2003, the first wildflower planting took plac~along the Iron
Horse Trail at the request of the City Council. The success of the planting led to the project's
incorporation into the City of Dublin's Capital Improvement Program on alternating fiscal years.
The proposed project is similar to the 2005 work, which seeded approximately 6 acres in a thirty-foot
wide area along one side of the Trail, from its intersection with 1-580 north to the City limit. The current
project will seed twenty-foot strips of land within the same limits for a total of 5 acres. In most areas, the
Trail follows a flood channel or other barrier which precludes seeding on both sides. The reduction in the

width of the planting area is due to budgeting constraints. It is proposed to prepare the soil and apply the
seed before the winter rains start. A contingent amount for watering by MCE has been included in the
cost estimate in the event that there are dry periods after the first rains begin.
The soil preparation by discing is being done through the City's maintenance contract with MCE. It was
anticipated that the cost of hydro seeding would be below $20,000, thus informal quotations were pursued
rather than bidding this work as a formal, advertised bid.
Discing is scheduled to occur in early October 2007, rather than in late November 2007, in order to allay
concerns expressed by the Police Department. It has been agreed to mow the weeds and to disc ahead of
schedule, thus removing a hiding place along the trail for potential assailants. The early discing will not
have an impact on the project's budget or success rate.
Hydroseeding is a process by which seed and fertilizer is mixed with a binder and sprayed onto bare soil.
The binder protects and holds the mixture together until the seeds can germinate. This process helps the
seeds from being washed away by rains and keeps the birds from eating the seeds.
It is expected that the seeds will flower in the spring, stay for about a month to six weeks, and then die and
drop seeds for the next growing season.
It should be noted that if dry spells occur after seeding, it will be necessary to water the seed mixture to
ensure proper germination and growth, and provision for this is included in the budget.
Staff solicited quotes from five vendors. Four quotes were received, shown as follows, with the lowest
responsible bid being submitted by Golden Valley Nursery:

4. Pacheco Brothers Gardening, Inc.

Freedlun Hydroseeding, Inc., was removed from consideration due to the hydro seeding vehicle exceeding
the size specified for trail use in the Request for Quotation.
Staff recommends that the City Council award the bid to Golden Valley Nursery, as the lowest responsible
bidder, and authorize the City Manager to issue a purchase order in the amount of$17,955.
