RECOMMENDATION:
FINANCIAL STATEMENT:
Funding had been included in the Fiscal Year 2005-2006 budget to
cover the costs associated with the addition of the proposed new
classification and respective salary range values.
DESCRIPTION: The City's personnel system is governed by several documents.
Each document addresses a specific set of issues. The Staff report identifies proposed changes to the
City's current personnel system. As discussed below, these proposed adjustments are based on the need to
modify or add new joh classifications to the City's Classification Plan.
CLASSIFICATION PLAN AMENDMENT
Pursuant to the City's Personnel System Rules, ajob description must be adopted for each classification in
the organization. The job description typical1y includes key elements, knowledge, skills, abilities and
rcquircmcnts ofthc position. The job descriptions make up the City's Classification Plan.
As part of the Fiscal Year 2005-2006 Budget the City Manager rccommended and the City Council
approved the addition of several new classifications. After the adoption of the Fiscal Year 2005-2006
Budget, the City Manager requested that the Personnel Office work with specific Department Heads to
development each new classification pursuant to the scope of duties. Attached to the Resolution
(Attachment I) is Exhibits A is the newly developed job descriptions for the classification of Senior Plan
Chccker.
SALARY PLAN AMENDMENT
Included in the City's personnel system are resolutions that address salary ranges for part-time and full-
time personneL The attached Resoh¡\ion is a pTÜposed amendment to the City Salary Plan (Attachment 2)
for full-time personnel. Oncc thc job dcscription was developed, the City's Personnel Officer took the
position to market for development of the appropriate salary range and alignment within thc City's
existing Salary Plan. The resolution also identifies classitications that are exempt from the Federal Labor
Standards Act (FLSA) ovcrtime provision and those that are not. The Salary Plan Resolution (Attachment
2) would establish the following monthly salary range for the new position of Senior Plan Checkcr $5,650
- $7,062.
Staff recommends that the City Council review the proposed modifications to the City's Classification and
Salary Plans and adopt the resolutions.

AMENDING THE CLASSIFICA nON PLAN
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 30-84 and subscqucnt rcsolutions which comprise the Classification Plan; and
WHEREAS, it is necessary to periodically revise job descriptions in the Classification Plan to
reflect current responsibilities and laws.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions
shall be further amcndcd to add the following position:
Senior Plan Checker (Exhibit A)
BE IT FURTHER RESOLVED that this document shall become a part ofthc official
Classitication Plan for the City of Dublin; and that thc changes contained herein shall be effective July 5,
2005.

SENIOR PLAN CHECKER

SALARY:
$5,650 - $7,062 per month
General Purpose:
Under general direction of thc Building Ofllcial, thc Senior Plan Checker performs supervisory and
technical functions in the checking of building plans and related documcnts submitted to the BuiJding
Division of the City's Community Development Department, and performs related duties as assigned.
Distinguishing Characteristics:
The Senior Plan Checker is distinguished from the Building Official classification in that the latler is
responsible for the administration and supervision of the entire building Division operation, including
buiJding inspection, plan checking and plan check engineering functions.
Essential Duties and Responsibilities:
The follovvi:ng duties are normal for this classification. The omission of specific statements of duties does
not exclude them from the position if the work is similar, related or a logical assignment to this class.
Supervises assigned buiJding permit Staff, which may inc1ude technical, clerical and temporary employees;
May assume the responsibility for supervision of all Division functions in the absence of the Building
Official;
Assigns, prioritizes and review the work of assigned building permit Staff;
Work with subordinate staff to detemline training needs;
Performs perfoIII1anc:c evaluations of Division Staff as needed;
Ensures that pemrits are processed in an accurate and timely manner~
Provides input and assists in the establishment and/or improvement of proccdurcs, policies and budgetary
matters;
Assists in Ibe preparation and administration ofthe Division's budgct;
Provides for continuous improvement for building permit operations;
Verifies that permit application and plans meet the minimum requirement or an applicable Codes, State amI
local regulations.

Effectively apply codes and related regulations in completing plan checking in an accurate and timely
manner;
May be required to perform complex building and accessibility inspections of structures during construction
to ensure conformance to City and State Codes, approval plans, calculations and specifications, using
appropriate safety prccautions_

Training and Experience:
Any combina.tion equivalent to education and experience!: is likely to provide the required knowledge and
abilities. A typical way to obtain the knowledge and abilities would be:
Edueation:
Equivalent to the completion of the 12"' grade. Equivalent to possession of an AA Or AS
degree in civil engineering, structural engineering, building inspection technology or a
related field is preferred. Applicable expcricnce may aubstitute for the education on a
year-for-year basis.
Exnerience:
Thrcc yca.. of plan checking experience. Lead or superviaory experience is preferred. A
background in building inspection is preferred. Journey-level buiJding inspection
experience (with ICC Combination Inspection Certification) may be substitutcd for up to
two years of the plan checking experience.

Licenses; Certificates; Special Requirements:
Possession and maintenance of the Plans ExaII1Îner Certificate issued by the International Code Council
required within six months of appointment.
Posscssion of a valid California Class C drivers' license and Certificate of Automobile Insurance for
Personal Liability.

AMENDING THE SALARY PLAN
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Rcsolution No. 64-97 and subsequent resolutions which comprise the Salary Plan.
NOW, THEREFORE, BE IT RESOLVED that the following positions shall be covered under
Article T, Section A of the Salary Plan:

; and
BE IT FURTHER RESOLVED that said positions shal1 be paid within the following monthly
salary range with the exclusion of any Performance Pay Adjustment granted in accordance with the
adopted Personnel Rules:

BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan
