Since the adoption of the 2000-2001 Budget, the City has worked with DSRSD to add a recycled pipeline to the project at an additional cost of $458,459, for which the City will be reimbursed by DSRSD. A portion of the work ($294,250) which was anticipated to be included in the right-of-way cost will actually be accomplished through this construction contract. A transfer of the $294,250 from the Right-of-Way Budget to the Construction Budget will still result in a need for an additional appropriation of $94,799 to the Construction Budget. DESCRIPTION: On December 5, 2000, the City Council authorized Staff to solicit bids for Contract No. 00-16, Dublin Boulevard Widening - Dougherty Road to Scarlett Drive. This project wil~l widen Dublin Boulevard to six lanes from west of Dougherty Road to Scarlett Drive. A traffic signal wilt be installed at the intersection of Dublin Boulevard and Scarlett Drive. The north side of Dublin Boulevard was previously built to its ultimate width during the extension of the roadway in 1993 and currently handles two lanes of traffic, one in each direction. This phase of the widening will complete the roadway and provide three lanes of traffic in each direction with a landscaped median. In conjunction with the project, DSRSD has requested that the City include installation of DSRSD's recycled water line in the City's contract. The inclusion of the construction of the District's project with the City' s project will result in a total cost savings and minimize inconvenience to the public. DSRSD's project has been incorporated in the City's project plans, specifications and bid proposal. DSRSD will reimburse the City for the full cost of its portion of the project. A total of 8 bids were received (see Attachment 2). The low bidder is McGuire & Hester with a bid of $1,493,338.50. Staff has reviewed the bids and determined that the low bid contractor has satisfactorily performed similar projects for other cities. (DSRSD concurs with the responsiveness or qualifications of the low bidder. Staff recommends that the City Council adopt the resolution awarding Contract No. 00-16 to McGuire & Hester and approve a budget change appropriating an additional $553,258 to this project. This change will be funded by a $458,459 reimbursement from DSRSD and $94,799 in Traffic Impact Fees. Page 2 RESOLUTION NO. - 01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT NO. 00-16 DUBLIN BOULEVARD WIDENING DOUGHERTY ROAD TO SCARLETT DRIVE TO McGUIRE & HESTER WHEREAS, the City of Dublin did, on January 25, 2001, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 00-16, Dublin Boulevard Widening - Dougherty Road to Scarlett Drive, authorized by the City Council on December 5, 2000, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids include the installation of a recycled water line as requested by Dublin San Ramon Special District; and WHEREAS, Dublin San Ramon Special District has reviewed the bids and found them to be in good order; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 00-16 to the lowest responsible bidder therefor, to wit, McGuire & Hester, at a bid of One Million Four Hundred Ninety Three Thousand Three Hundred Thirty Eight Dollars and Fifty Cents ($1,493,338.50), the particulars of which bid are on file in the Office of the City Engineer. Main (20CK594) Award of COnstruction Contract Dear Ferdinand: The District has reviewed the bid submitted by McGuire Hester for the installation of the recycled water main on Dublin Boulevard, as part of the Dublin Boulevard Widening Project,-and found them in good order. We concur with the City's intent to award the construction Contract to McGuire Hester. In accordance with the Agreement between DSRSD.and the City of Dublin, approved by the District Board of Directors on January 16, 2001, the District will reimburse the City for the installation of District facilities. We comply with the City' s standard practice of including a 10% contingency to the construction contract amount at award of the construction contract; however, the implementation 0fthe contingency amount is subject to District approval. Additionally, we will reimburse the City for administration at a rate of 7.5% of the final contract cost. Therefore, the approved amounts are as follows: $387,703 + 38,770 + 31,986 $458,459 Original Contract Amount for Recycled Water Pipeline 10% Contingency Subject to District Approval for Implementation 7.5% Administrative Cost (Of which 10% is subject to District Approval for Implementation) TOTAL Thank you for your cooperation.
