and approving regulatory traffic control devices installed for Tract
6979, Tassajara Meadows I
FINANCIAL STATEMENT: A Maintenance Bond has been provided to the City accepting the
work as complete and approving regulatory devices installed as tract
improvements guaranteeing against defects as required per contract
documents. The City will assume the maintenance responsibility for
certain public improvements along Tassajara Road, Casterson Drive
and Creekview Drive. Street light maintenance costs shall be paid
by the Citywide Street Light Maintenance Assessment District°
DESCRIPTION: Tract 6979, known as Tassajara Meadows ! (Casterson Property) is
located in the Eastern Dublin Area Specific Plan Area, and bounded on the east side by Tassajara Road,
on the north by Tract 7075 (Greenbriar) and on the west by Tassajara Creek. In November 1998, the City
Council approved Final Map 6979 that divided the project into 109 single-family residential lots, common
area parcels, and landscape frontage parcels on Tassajara Road.
The developer, Mission Peak Homes, Inc., has completed the project site improvements. The Developer
has complied with all of the conditions of approval and development agreement and has completed all
off-site improvements associated with the agreements previously approved by the City Council. The
Developer has also completed all project frontage improvements on Tassajara Road, consisting of a
northbound left-turn lane on Tassajara Road at Casterson Drive, a southbound right-turn lane on Tassajara
Road at Casterson Drive, streetlights, sidewalk, curb, gutter, drainage and landscaping improvements in
all public and private streets within the project. In addition, all public improvements have been completed
on Casterson Drive between Tassajara Road and Creekview Drive, and on Creekview Drive within and
through the project area to Gleason Drive.

All required fees, bonds, dedications and insurance certificates were submitted, approved, and complied
with as required by the Conditions of Approval for the project and Tract Developer Agreement for the
development. The Developer is now requesting that the City Council accept these public improvements~
At the time the contract for tract improvements was executed, the subdivider was required to provide
performance bonds in the amount of $1,256,628 for onsite improvements and $266,846 for Tassajara
Road improvements, for a total of $1,523,474. As the work is now completed, and in accordance with
authority contained in Section 66499.7 of the Government Code, the performance security requirement
can be reduced fo an amount necessary to guarantee maintenance of the work for a one- year period
following acceptance of work. The subdivider will provide a new maintenance bond in the mount of
$314,157 for onsite improvements and $66,712 for Tassajara Road improvements, for a total of $380,869,
which is 25% of the original bonds required and sufficient to cover the one-year maintenance guarantee
period.
Staff recommends that the City Council adopt the resolution accepting improvements and maintenance
bond and approving regulatory traffic control devices installed for Tract 6979, Tassajara Meadows I.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTING IMPROVEMENTS, TRACT 6979 (TASSAJARA MEADOWS I)
AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES
INSTALLED AS TRACT 6979 IMPROVEMENTS
WHEREAS, thc owner-subdivider of the aforesaid Tract previously entered into a contract with
the City of Dublin to improve Tassajara Road, Casterson Drive and Creekview Drive of said Tract in
accordance with plans and specifications on file with the City Engineer, said Tract identified as follows:
a) Subdivider: Mission Peak Homes, Inc.
b) Tract Location: Tassajara Road
c) Tract Size: 109 Single-Family Lots
d) Resolution Approving Final Map: No. 151-98, City Council of Dublin
e) City Streets Affected: Tassajara Road, Casterson Drive and Creekview
Drive ,
WHEREAS, said improvements have been completed in accordance with said plans and
speCifications, and any approved modifications thereof, to the satisfaction of said City Engineer of the
City of Dublin; and
WHEREAS, the developer has installed certain traffic regulatory devices as a part of the Tract
improvements; and
WHEREAS, as a condition of said contract, subdivider is required to guarantee the improvements
and to maintain the completed work for a period of one year following acceptance of the work by the said
City of Dublin; and
WHEREAS, as improvements are now completed, the original performance bond security
requirement can be reduced, in accordance with the authority contained in Section 66499.7 of the
Government Code of the State of California, to an amount found necessary to guarantee maintenance
of the completed work for the aforesaid one-year period;
NOW, THEREFORE, BE IT RESOLVED that:
1. The improvements completed on Tassajara Road, Casterson Drive and Creekview Drive of
the said Tract be, and they are hereby approved and accepted subject to the aforesaid one-
year guarantee.
2. The traffic regulatory devices installed by the de;celoper are hereby included in the City of
Dublin Traffic Code, which regulatory devices are as follows:
A. Stop signs on Casterson Drive at Tassajara Road and at Creekview Drive, and on
Lorimar Loop at Gleason Drive (Traffic Code Chapter 6.16.020), Lorimar Loop at
Casterson Drive and Preciado Drive at Haro Loop.
B. No Parking signs along the west side of Tassajara Road along the project frontage
(Traffic Code 6.28.010), the North, East, West curbs of Haro Loop, and West, South,
East curbs of Lorimar Loop. No parking signs are located on the West side of
Creekview Drive at designated locations where the street narrows to 42.5'.
C. Casterson Drive and Creekview Drive are designated as "Through Streets" (Traffic
Code Chapter 6.08); Haro Loop, Lorimar Loop, Preciado Drive, Guerrero Court,
Garces Court, Damphier Court, Doak Court, Gali Court, Alacan Court, Alagro Court,
Ferrelo Court, Perez Court, Bandini Court, Neve Court, Onate Court, Duran Court,
Munoz Court, Cardena Court, Sola Court and Francia Court are designated "Private
Streets".
3. The aforesaid original performance bond security requirement be reduced from the amount
of $1,256,628 for onsite improvements and $266,846 for Tassajara Road improvements,
for a total of $1,523,474, to revised security requirements as maintenance guaranty (25%
of improvement cost) in the amount of $314,157 for offsite improvements and $66,712
for Tassajara Road imProvementsm for a total of $380,869, which is 25% of the original
bonds. The replacement maintenance bond security has been submitted to the City for the
aforesaid one-year period.
4. The said original performance bonds in the amount of $1,256,628 for onsite improvements
and $266,846 for Tassajara Road improvements, for a total of $1,523,474, posted in
connection with the work involved in the construction of onsite/offsite improvements be
hereby released and said maintenance bonds are hereby accepted.
