FINANCIAL STATEMENT:
Sufficient funds are budgeted in the Street Maintenance Operating
Budget to cover the cost of curb painting and sign posting.
DESCRIPTION: The City received a request from the owner of Kahler's at 6117
Dougherty Road to prohibit on-street parking on Dougherty Road and on Houston Place in the vicinity of
Kahler's between the hours of7:00 p.m. and 6:00 a.m. (Attachment 2). Mr. Kahler made this request in an
effort to prevent vehicles from parking in this area for extended periods of time, including people who
park at this location to store their vehicles, BART riders, and others. The Traffic Safety Committee (TSC)
and Public Works Staff reviewed this request and determined that parking restrictions in commercial areas
are typically implemented during daytime hours where parking utilization can be maximized based on
demand. For example, current parking restrictions in Dublin are in effect during daytime hours and lifted
overnight. As a result, the TSC suggested an alternative measure to Mr. Kahler's request by proposing a
3-hour parking zone on Dougherty Road in front of Kahler's during daytime business hours. This measure
will prevent BART riders from parking in this area where parking spaces are most needed to support
adjacent businesses
Mr. Kahler accepted the TSC proposal to provide a 3-hour parking zone on Dougherty Road in front of his
business and requested that this restriction be made effective between the hours of 8:00 a.m. and 5:00

p.m., except on Saturday, Sunday and holidays. City Staff reviewed this request and feels that it is
reasonable.
The space available for the proposed 3-hour parking zone on Dougherty Road in front of Kahler's is 68
feet, as measured by Staff (Attachment 3). Staff contacted the owner of Quality Tune-Up at 6053 and
6055 Dougherty Road, located immediately south of Kahler's, to see if there was any interest in
establishing the same parking restriction in front of this business, as it shares an uninterrupted stretch of
street curb with Kahler's along Dougherty Road. The owner of Quality Tune-Up was not interested in
restricting on-street parking in front of this business, but was not opposed to the proposed parking
restriction in front of Kahler's.
If approved by the City Council, the proposed 3-hour parking zone will be implemented by painting the
68- foot curb green and erecting signs posting the days and hours of the parking restriction. When
Dougherty Road is ultimately widened to six lanes, which is anticipated within the next ten years, it is
expected that on-street parking will be prohibited on both sides of Dougherty Road in order to
accommodate six lanes of travel within the available right-of-way. When this widening is implemented in
the future, the 3-hour parking restriction at this location will likely be removed. The item would be
deleted from the City's Traffic Code and replaced with a "No Parking" designation.
Staff recommends that the City Council adopt the Resolution approving the establishment of 68 feet of
3-hour parking zone at 6117 Dougherty Road.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING 3-HOUR PARKING ZONE
ON DOUGHERTY ROAD
Pursuant to the provisions of Section 6.04.270 of the City of Dublin Municipal Code, the City
Council ofthe City of Dublin does hereby RESOLVE as follows:
Section 1: A sixty-eight (68) foot 3-hour parking zone (8:00 a.m. to 5:00 p.m., Saturday,
Sunday, and Holidays Excepted), indicated by green curb and sign posting, shall be established on the
easterly curbline of Dougherty Road, from a point 17 feet south of the southerly curb line of Houston
Place, south a distance of 68 feet, fronting the property at 6117 Dougherty Road.
Section 2: Said limited parking zone shall be incorporated into Section 6.32.055 Three Hour
Parking, 8:00 a.m. to 5:00 p.m., Saturday, Sunday, and Holidays Excepted of the City of Dublin Traffic
Code.
PASSED, APPROVED AND ADOPTED this 19th day of September, 2006.

We have a problem and propose a cure for what has become a severe and unsightly
situation at the corner of Dougherty Road and Houston Place. The problem is abandoned
cars, trucks, trailers and now hazardous waste. Some of these vehicles are from a repair
shop located on Dougherty Road, some are from BART riders, some from businesses that
use their vehicles for advertising purposes and others from valley residents that just need
a place to store their trucks, trailers or motor homes. There are currently vehicles parked
that have not moved for over 6 weeks. This creates an unsightly and dirty street as the
street sweeper cannot properly complete its task. These unattended vehicles consume
available parking for the residents of the apartment complex to the north and my business
property located at the corner of Dougherty and Houston. The third page contains a
picture of a battery next to a pylon in a gutter located at the lot behind us. This battery is
from a car left unattended for over one month. It was left in the gutter after the new
battery was installed in the vehicle. I saw two people transport a battery to the vehicle
one afternoon but did not realize the old battery was dumped curbside until I drove down
Houston at the end of the business day. We are an Alameda County Green Business and
dumped hazardous waste is just not acceptable.
My proposed cure:
Install no parking signs for the hours of 7PM to 6Ai\1. These would be most effective if
placed along Dougherty from Sierra to Houston and also at least down the first 200 feet
of Houston. The remainder of Houston could be posted no parking over 72 hours in
addition to the no parking vehicles over 20 feet signs that are currently in place.
As I wrote this letter three of the vehicles pictured have been red tagged by the Dublin
Police Department. Also one has been removed. This has been an ongoing problem for
the Police Department. Feel free to contact me at any time to discuss this matter.
