* Pavement repairs for slurry seal streets have been included in this contract as a cost-savings
measure and are funded through the Gas Tax in the Annual Slurry Seal Program. The budget
amount is approximate and the remainder of funds will be used for the Annual Slurry Seal project.
The FY 2002-2003 Annual Overlay budget includes funding from the General Fund ($28,760),
Measure B Local Streets & Roads Fund ($219,000), Gas Tax ($312,740) and Traffic Congestion
Relief Program (TCRP) funds ($99,000). However, it is anticipated that the TCRP funds available
for this project will be less than budgeted due to State budget cuts.
The low bid of $386,860.70 for the 2002-2003 Annual Street Overlay is $243,879.70 less than the
original amount budgeted for improvements, which is $630,740. Due to the current construction
climate for asphalt concrete (AC) work, bids were lower than anticipated, even though oil and gas
prices have increased substantially this year. As a result, Staff will work with the low bidder to
include additional streets in the project area for pavement repair and overlay, as allowed, with a
revised budget accounting for the reduced TCRP funds.

DESCRIPTION: On April 1, 2003, the City Council authorized Staff to solicit bids
for Contract No. 03-06, 2002-2003 Annual Street Overlay Project.
The Am~ual Street Overlay project consists of removing and replacing failed asphalt concrete pavement to
a minimum depth of 4 inches, resurfacing the street with a 1-1/2-inch overlay of asphalt concrete, and re-
striping pavement markings. Major cracks will be sealed prior to resurfacing in order to prevent the
cracks from reflecting through the new overlay. Pavement fabric will be placed on major arterial and
collector streets such as Village Parkway to control cracks and further pavement base failure.
Pavement repair for slurry seal streets is also included in this Overlay contract as this type of work is not
normally performed by contractors specializing in slurry seal. A reduced cost to the City is achieved by
incorporating the repairs with the Overlay project. The annual slurry seal project will follow shortly after
completion of the overlay project.
Notices have been sent out to advise residents and schools of the work to be performed.
The 2002-2003 overlay project will repair and overlay the following streets:

Firethom Way Elgin Lane (southernmost leg only)
Portion of San Ramon Road Bike Path 200' north of Vomac Road
This contract will also repair the pavement for the following streets in preparation for the Annual Slurry
Seal Program:
Amarillo Road Tory Way
Rolling Hills Drive Ann Arbor Way
Mansfield Avenue Eden Street
Emerald Avenue Hemlock Street
Burton Street Ebensburg Lane
Betlen Drive (Hansen Drive to Las Palmas Court)
San Ramon Road (North City Limit to Silvergate Drive)
A total of eleven bids were received (Attachment 2). The low bidder is Top Grade Construction with a
bid of $368,860.70. Staff has reviewed the bids and determined that the low bid contractor has
satisfactorily performed similar jobs.
Staff recommends that the City Council adopt the resolution awarding Contract No. 03-06, 2002-2003
Annual Street Overlay Project, to Top Grade Construction.

AWARDING CONTRACT NO. 03-06
2002-2003 ANNUAL STREET OVERLAY PROJECT
TO TOP GRADE CONSTRUCTION
WHEREAS, the City of Dublin did, on April 22, 2003, publicly open, examine, and
declare all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract No. 03-06, 2002-2003 Annual Street Overlay Project, authorized by the City
Council on April 1, 2003, which Plans, Specifications, and Modifications are hereby expressly referred
to for a description of said work and for all particulars relative to the proceedings under the request for
bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE .IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 03-06 to the lowest responsible bidder therefor, to wit, Top
Grade Construction, at a bid of Three Hundred Eighty-Six Thousand, Eight Hundred Sixty Dollars and
Seventy Cents ($386,860.70), the particulars of ~vhich bid are on file in the Office of the City Engineer.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the Agreement.
PASSED, APPROVED AND ADOPTED this 6th day of May, 2003.
