Adopt Resolution accepting grant from Office of Traffic Safety to purchase equipment necessary to enhance the existing Traffic Safety Program. FINANCIAL STATEMENT: This grant in the amount of $35,000 allows Police Services to purchase radar equipment, biCycle helmets and other items necessary to support an enhanced traffic safety program. Of the total grant, $34,000 is expected to be spent in Fiscal Year 2000-2001. DESCRIPTION: The State of Califomia, Office of Traffic Safety (OTS) has awarded grant funding to the City of Dublin in the amount of $35,000. This funding will allow Dublin Police Services (DPS) to purchase equipment necessary to implement an enhanced traffic safety program. This program would address some of the emerging traffic issues in the City. The program would focus on reducing speed-related collisions through increased speed enforcement and public education. The main goal of this portion of the program is to reduce speed related collisions by 10%. With the funding, DPS would purchase four radar units and a speed trailer to be utilized in educating the public about traffic issues. Specific speed zones would be identified and targeted for enforcement based on collision data and citizen complaints. One additional radar unit would be utilized by Public Works to conduct speed studies and set safe speed limits throughout the City. The second portion of this program would implement an enhanced bicycle safety program. This program would educate children on bicycle and helmet safety and traffic laws relating to bicycle riding. The goal of this portion of the program would be to reduce bicycle collisions and injuries. Bicycle rodeOs and safety classes would be conducted throughout the community to educate children and their parents. DPS staff would also check that children's helmets fit and are being worn properly. A portion of the grant funding would be used to purchase bicycle helmets for children who are not able to purchase helmets themselves. COPIES TO: ITEM NO. RECOMMENDATION: This grant will assist Dublin Police Services in achieving the City Council's high priority objective of reducing vehicular collisions by 10% at maj or intersections in the City. Staff recommends that the City Council adopt the resolution accepting the Office of Traffic Safety grant in the amount of $35,000. RESOLUTION NO - 00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ACCEPTANCE OF OFFICE OF TRAFFIC SAFETY GRANT "TRAFFIC SAFETY RADAR ENFORCEMENT AND. BICYCLE SAFETY PROGRAM" WHEREAS, the State of California; Business, Transportation and Housing Agency; Office of Traffic Safety has grant funds available for law enforcement agencies to address traffic safety issues throughout the state; WHEREAS, the City Council authorized Staff to apply for an Office of Traffic Safety Grant; and WHEREAS, the Office of Traffic Safety awarded a 1999 grant in the amount of $35,000 to the City of Dublin; and WHEREAS, on June 21, 2000, the City Council received a staff report recommending acceptance of the funding; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby accepts the Office of Traffic Safety grant in the amount of $35,000 to address traffic safety issues in the city.
