'!5 FINANCIAL STATEMENT: FY 2007-2008 Construction Budget: Low Bid: $70,000 $28,900 There are sufficient monies in the budget to complete this maintenance contract. DESCRIPTION: This Capital Improvement Program Maintenance Project would clean and seal the vertical face, including hairline concrete cracks, of the concrete barrier/soundwall located along portions of the east side of San Ramon Road. This project was originally bid in May of Fiscal Year 2006-2007, with the result that only one bid was received in the amount of $120,000. Based on subsequent discussions with other planholders, it was Staffs opinion that this was not a good representative bid. The City Council subsequently rejected the bid and directed Staff to re-bid the project at a later date. Staff investigated other maintenance solutions and found an alternate product that will seal the wall without having to individually repair the hairline cracks in the concrete. This alternate product is an COPY TO: Bidders Page 1 of2 ITEM NO. ~ ,{f G:\CIP\SR Road Concrete SoundwaIl\agst award of bid. doc elastomeric coating that is flexible and can span and penetrate the cracks, thus greatly reducing the required project labor. With the decision to use this alternate product, modifications were made to the specifications and the project re-bid. There were six bids received, with the low bid of $28,900.00 being submitted by Quality Painting & Construction. Since the low bid was substantially lower than most of the other bidders, Staff verified the validity of the bid to ensure that the low bidder completely understood the scope of the project and had successfully performed other similar projects. Over the course of several discussions with the low bidder, Staff was informed that the low bidder had visited the site three times during preparation of the bid, and confirmed that the contractor recognizes this project is a prevailing wage contract, is confident regarding the project quantities, and is familiar with the required traffic control and clean water requirements. Staff also confirmed that the contractor has a valid, current California State Contractor's License, and has checked references, with satisfactory results. As a result, Staff is convinced that the low bidder completely understands the scope of the project and has successfully performed other similar projects. It is therefore recommended that the City Council adopt the Resolution awarding the bid for Contract No. 07-08A, San Ramon Road Concrete Soundwall Sealing (CIP No. 94601), to Quality Painting & Construction as the lowest responsible bidder. Page 2 of2 '13 RESOLUTION NO. - 07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********************** AWARDING BID FOR CONTRACT NO. 07-08A, SAN RAMON ROAD CONCRETE SOUNDW ALL SEALING WHEREAS, the City of Dublin did, on August 21, 2007, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 07-08, San Ramon Road Concrete Soundwall Maintenance, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Public Works Director, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract 07 -08A, San Ramon Road Concrete Soundwall Sealing, to the lowest responsible bidder, Quality Painting & Construction, with a bid of Twenty-Eight Thousand, Nine Hundred Dollars and No Cents ($28,900.00), the particulars of which bid are on file in the Office of the Public Works Director. BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement.
