HomeMy WebLinkAboutItem 4.11 Personnel System CITY CLERK File # 0700-20 AGENDA STATEMENT CITY COUNCIL MEETING DATE: February 15, 2000 SUBJECT: Amendments to Personnel System Report Prepared by Paul McCreary, Recreation Supervisor ATTACHMENTS: o Resolution Amending Classification Plan Resolution Amending Salary Plan for Part-Time Personnel RECOMMENDATION:/~Adopt Resolutions FINANCIAL STATEMENT: None DESCRIPTION: Staff is proposing amendments to two existing part-time job descriptions as well as amendments to several existing salary ranges. All affected positions are temporary, part-time positions in the Parks and Community Services Department. Amendments to Classification Plan The usage of the City's facilities in the evenings and on the weekends has increased significantly since the Building Attendant classification was developed and has created a need for more experienced building attendants with a greater level of responsibility. Therefore Staff has developed a Building Attendant I/II classification series. In general, a Building Attendant II would be' the lead attendant for evening and weekend shifts. The Building Attendant II would be responsible for training new Building Attendants on facility and rental procedures, as well as monitoring adherence to building rules and party limitations. The Aquatic Coordinator classification was adopted by the City in January 1988 when the City took over operation of the Dublin Swim Center. In 1998 the City adopted a new full-time Recreation Technician classification, which replaced the Aquatics Coordinator position at the Swim Center. Therefore, Staff is recommending that this classification be removed from the City's classification plan. Additionally Staff is recommending that the Sports League Director classification be removed from the City's classification plan as this classification is no longer used. Amendments to Salary Plan On an annual basis, Staff conducts a salary survey to determine current market ranges for part-time positions in the Parks and Community Services Department. This year's survey included ten local agencies with similar classifications. RESOLUTION NO. - 2000 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN FOR PART-TIME PERSONNEL 5' WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add and delete job descriptions from the Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to remove the job description for the position of Aquatics Coordinator and Sports League Director and to include a job description for the position of Building Attendant I/II (EXHIBIT A). BE IT FURTHER RESOLVED that this document shall become part of the official Classification Plan for the City of Dublin; and that the changes cOntained herein shall be effective February 15, 2000: PASSED, APPROVED AND ADOPTED this 15th day of February, 2000. AYES: NOES: ABSENT: ABSTAIN: ATTEST: Mayor City Clerk G:\COUNCILk215resoptclass.doc ATTACHMENT 1 Date Adopted: 2/15/2000 Date Revised: Title: FLSA: Building Attendant I/II Non-Exempt (Part-Time) General Purpose: Under general supervision, overseeS the proper use of a community recreational facility; performs a variety of custodial tasks; and assists the public and staff in their use of the facility. Duties include supervising, setting up and cleaning community recreational facilities during use by private parties and community groups. Building Attendant I classification performs set-up and take-down duties, opens and closes for daytime rentals and weekend leisure classes. The Building Attendant II classification is distinguished from the Building Attendant I level in that it has some training responsibilities of new attendants, functionally supervises Building Attendant I employees, and closes the building after rentals and weekday leisure classes. Distinguishing Characteristics: The Building Attendant I/II classification is flexibly staffed as defined in the City's Classification 'Plan. After gaining the experience and knowledge to. perform the full range of journey level tasks and fulfilling any special requirements for the journey level, the employee could reasonably expect to progress to the higher level based upon the judgment of management and approval by the City Manager. Essential Duties and Responsibilities: Building Attendant I/II Opens and closes facilities as scheduled for use. Sets up furniture or equipment for activities scheduled and sees that it is in proper condition and is replaced after use. A Monitors activities of facility users for appropriate and safe conduct. Cleans up after facility users and sets up for subsequent activities. Sweeps and mops floors as required. Keeps restrooms and kitchen clean and well stocked with paper towels, tissues, etc. Empties garbage throughout the facility as necessary. Secures the facility upon leaving. Other duties as assigned. Building Attendant II Makes written reports of damage to equipment or facility. Trains attendant staff on facility and rental procedures. Lead attendant for evening rentals and weekday evening shifts. Responsible for monitoring adherence to building rules and party limitations. Minimum Qualifications: Knowledge and Abilities: Ability to do heavy physical work including the lifting and moving of tables and chairs. Ability to follow written and oral instructions. Ability to deal effectively and courteously with the public. Must be available to work nights, weekends and holidays. Physical Standards: The physical standards described are representative of those that must be met by employees to successfully perform the essential functions of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. An employee is regularly required to sit for long periods of time; talk or hear, in person, in meetings and by telephone; use hands and fingers to handle, feel or operate standard office equipment; and reach with hands and arms. The employee is frequently required to bend, twist, lift, walk; stand; and set-up and move equipment weighing up to 50 pounds. While performing duties, the employee is regularly required to use written and oral communication skills; read and interpret information and room layout specifications; and interact with City employees and the public. Training and Experience: Building Attendant I Completion of grade 10 or above. Must be 15 years or older. Some experience in heavy cleaning or custodial work. Building Attendant II Completion of grade 10 or above. Must be 17 years or older. Some experience in heavy cleaning or custodial work. Possession of a valid California Class C drivers' license and Certificate of Automobile Insurance for Personal Liability. Licenses; Certificates; Special Requirements: Required: School work permit, if applicable. Desirable: Certification in Standard First Aid and CPR. RESOLUTION NO. - 2000 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN FOR PART-TIME PERSONNEL WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 122-93 and subsequent resolutions which comprise the Salary Plan for Part-Time Personnel; and WHEREAS, competitive salary provisions which will attract and retain quality employees are important to the organization; and WHEREAS, it is desirable to update salary provisions for part-time employees in the City's personnel system.
