Thompson, Public Works Director ATTACHMENTS: Resolution Accepting Improvements for Central Parkway, Keegan Street (Collector B) and Dublin Boulevard, and approving regulatory traffic control devices within the installed improvements Map of Streets RECOMMENDATION: dopt Resolution Accepting Improvements and Regulatory Traffic ontrol Devices on Central Parkway, Keegan Street (Collector B) and Dublin Boulevard FINANCIAL STATEMENT: The City will incur sweeping and other street maintenance costs for public street improvements within this tract after the fronting Tract Developer (Toll Brothers) has completed street improvements. Street lighting maintenance costs for public street lighting will be paid by the Dublin Ranch Street Light Maintenance Assessment District. Maintenance of street-side landscaping along Central Parkway and Dublin Boulevard, will be paid by the Dublin Ranch Homeowners Association and/or individual property owners. A maintenance bond in the amount of $1,002,250 has been provided to the City to guarantee against defects for offsite street improvements for Central Parkway, Keegan Street (Collector B) and Dublin Boulevard. Although the improvements are complete, the through roadways will not be open to the public until the first residential occupancy. DESCRIPTION: On March 21, 2000, the City Council approved an Improvement Agreement and Right-of-Entry with Chang Su O Lin (Jennifer Lin), Frederic Lin and Kevin Lin for Central Parkway, Keegan Street (Collector B) and Dublin Boulevard, which are part of the proposed Dublin Ranch Area G development. ' G:\DEVELOP\DUBL1N RANCI-BAREAS F-G-I-BAGSTACPT CENTRAL KEEGAN DUBLIN.DOC required that certain infrastructure improvements be constructed by the developer to facilitate further development of the 1 O-parcel subdivision of Tract 7148 in Dublin Ranch, Areas F, G and H. The Lins provided security in the form of a Letter of Credit from the Bank of America in the amoUnt of $6,013,50i~ to secure a faithful performance and labor and materials for the three public streets. The improvements constructed consisted of Central Parkway from Tassajara Road east to Keegan S~treet (in Dublin Ranch Area G), Keegan Street (Collector B) between Central Parkway and the extension of Dublin Boulevard, and Dublin Boulevard from that point west to Tassajara Road. This created a "loop road" to enable development of Area G. It is appropriate at this time to allow a reduction in the amoUnt of.the security to 25% of improvement cost less materials cost for the one-year guarantee period. The Developer has now provided a maintenance Letter of Credit in the amount of $1,002,250 for offsite improvements, which is 25% (less materials cost) of the original security required. This amount is sufficient to cover the one-year maintenance guarantee period. The improvements that were constructed pursuant to the Improvement Agreement have been completed to the satisfaction of the Public Works Director and are ready to be accepted. The following regulatory traffic improvements are proposed to be accepted and approved as part of this development and added to the City of Dublin Traffic Code: 1). Dublin Boulevard and Central Parkway shall be designated as Through Streets. Through Streets are typically collectors or other major streets. Keegan Street (Collector B), which intersects Dublin Boulevard and Central Parkway, is controlled by stop signs at those two arterials. 2). All-way stop intersections shall be designated at Central Parkway and Keegan Street (Collector B), and at Dublin Boulevard and Keegan Street (Collector B). Although the required street improvements are complete Under the Improvement Agreement, it is not proposed to open these streets to the public Until the first residence is occupied within Area G of Dublin Ranch. Staff recommends that the CoUncil adopt the Resolution accepting improvements and regulatory traffic control devices at Central Parkway, Keegan Street (Collector B) and Dublin Boulevard. 2 RESOLUTION NO. - O1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ACCEPTING IMPROVEMENTS ON CENTRAL PARKWAY, KEEGAN STREET AND DUBLIN BOULEVARD AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES WITHIN THE INSTALLED IMPROVEMENTS WHEREAS, on March 21, 2000, the Council approved an Improvement Agreement and Right of Entry for Central Parkway, Keegan Street (Collector B) and Dublin Boulevard with Chang Su O Lin (Jennifer Lin), Frederic Lin and Kevin Lin; and WHEREAS, the Lins provided security in the form of a Letter of Credit from the Bank of America in the amOunt of $6,013,500 to secure the improvements to be constructed, consisting of Central Parkway from Tassajara Road east to Collector B (in Dublin Ranch Area G), Keegan Street (Collector B) south to the extension of Dublin Boulevard, and Dublin Boulevard from that point west to Tassajara Road ("Loop Road"); and WHEREAS, the improvements to be constructed pursuant to the Improvement Agreement have been completed to the satisfaction of the Public Works Director and are ready to be accepted; and WHEREAS, it is appropriate to reduce the amount of the security to 25% of improvement cost less material cost for the one-year guarantee period required by the Improvement Agreement; and WHEREAS, the Developer has submitted a maintenance Letter of Credit in the amount of security agreed to 25% of improvement cost less material cost ($1,002,250) for the one-year guarantee period by the Improvement Agreement; NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Dublin hereby resolves: That the improvements constructed pursuant to the Improvement Agreement and Right of Entry for Central Parkway, Keegan Street and Dublin Boulevard are hereby accepted; That the traffic regulatory devices installed by the deVeloper are hereby included in the City of Dublin Traffic Code, which regulatory devices are as follows: Central Parkway and Dublin Boulevard are designated as "Through Streets." (Traffic Code Chapter 6.08), Bo All-way stop intersections are designated at Keegan Street and Dublin Boulevard and at Central Parkway and Keegan Street (Traffic Code Section 6.16.010); The maintenance bond in the sum of $1,002,250 to secure the Lins' (accountee's) obligations to maintain the improvements constructed pursuant to the Improvement Agreement and Right of Entry for Central Parkway, Keegan Street (Collector B) and Dublin Boulevard for a one-year period is hereby accepted.
