SUBJECT: Acceptance of Improvements for Tract 6963, "The Laurels", Dublin
Ranch Phase I, Neighborhood M-2 (Standard Pacific Corporation)

RECOMMENDATION: Adopt the Resolution accepting the improvements and approving the
/~r~'~ traffic control devices installed for Tract 6963, "The Laurels",
Dublin Ranch Phase I, Neighborhood M-2
FINANCIAL EMENT: Standard Pacific Corporation has provided a Maintenance Bond in
the amount of $121,080 to guarantee against defects for one year.
Once these improvements have been accepted, the City will incur
maintenance and street sweeping costs for City street improvements
on Tassajara Road. All internal streets are private with maintenance
to be performed by a Neighborhood Homeowners Association.
Street light maintenance costs will be paid by the Street Lighting
Maintenance Assessment District 99-1. Maintenance o£1andscaping
along Tassajara Road frontage and within the common and open
space areas will be performed by the Community and Neighborhood
Homeowners Associations of Dublin Ranch.
DESCRIPTION: The Dublin Ranch Phase I, Neighborhood M-2 (Tract 6963) is
located in the Eastern Dublin Specific Plan area, generally bounded by North Dublin Ranch Drive, South
Dublin Ranch Drive, Tassajara Road and an Open Space Corridor. Tract 6963 consists of 45 residential
lots, as well as six parcels for open space, private recreation, landscaping and common areas. The project
included the widening of Tassajara Road along the tract frontage and installation of a northbound right-
turn lane on Tassajara Road at North Dublin Ranch Drive. The internal streets, utilities and landscaping
are private and will be maintained by the Homeowners Association. Subdivision improvements have
been constructed pursuant to the Tract Developer Agreement and to the satisfaction of the City Engineer,
and should now be accepted by the City for permanent maintenance.
The following regulatory traffic control devices will be accepted and approved as part of this project and
added to the City of Dublin Traffic Code:

A. Bellevue Circle and Springvale Drive are designated as "Private Streets."
B. No Parking Restriction on the south side of North Dublin Ranch Drive between Tassajara '
Road and easterly tract boundary (Traffic Code Section 6.28.010).
C. No Parking Restriction on the north side of South Dublin Ranch Drive between Tassajara
Road and easterly tract boundary (Traffic Code Section 6.28.010).
At the time the City and Standard Pacific Corporation executed the contract for tract improvements, the
developer provided a Performance Bond in the amount of $484,319 and a Labor and Materials Bond in
the amount of $242,160 to guarantee performance of the work. Now that the work is complete, the bonds
may be released in accordance with the authority contained in §66499.7 of the Government Code, and
replaced with a Maintenance Bond in the amount necessary to guarantee the work for a one-year period
following acceptance. The developer has provided a Maintenance Bond in the amount of $121,080,
which is 25% of the original Performance Bond amount, and which is sufficient to guarantee the
improvements for a one-year period after acceptance.
Staff recommends that the City Council adopt the Resolution accepting the improvements and approving
the regulatory traffic control devices installed for Tract 6963, "The Laurels", Dublin Ranch Phase 1,
Neighborhood M-2.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTANCE OF IMPROVEMENTS FOR TRACT 6963
(DUBLIN RANCH PHASE 1, NEIGHBORHOOD M-2) '
AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES
WHEREAS, the subdivider of Tract 6963, filed on July 12, 1999, in Book 245 of Maps at Pages
81 - 84, previously entered into an agreement with the City of Dublin to improve said Tract in accordance
with plans and specifications on file with the City Engineer, said Tract identified as follows:
a) Subdivider: Standard Pacific Corporation
b) Tract Location: Southeast corner of North Dublin Ranch Drive and
Tassajara Road
c) Tract Size: 45 Single-Family Lots
d) Resolution Approving Agreement: 64-99, City of Dublin City Council
e) City Streets Affected: Tassajara Road
WHEREAS, improvements associated with Tract 6963 are complete in accordance with said plans
and specifications, and any approved modifications thereto, to the satisfaction of the City Engineer; and
WHEREAS, the developer has installed certain regulatory traffic control devices as a part of the
Tract improvements; and
WHEREAS, the original Performance Bond and Labor and Materials Bond can be released in
accordance with the authority contained in §66499.7 of the Government Code of the State of California,
and replaced with a Maintenance Bond to guarantee maintenance of the completed work for a one-year
period following acceptance;
NOW, THEREFORE, BE IT RESOLVED that:
1. The improvements completed within said Tract are hereby approved and accepted subject
to a one-year guarantee period; and
2. The traffic regulatory devices installed by the developer are hereby included in the City of
Dublin Traffic Code, said regulatory devices to include the following:
a) Bellevue Circle and Springvale Drive are designated as "Private Streets."
b) "No Parking Anytime" restriction on the south side of North Dublin Ranch
Drive between Tassaj ara Road and easterly tract boundary;
c) "No Parking Anytime" restriction on the north side of South Dublin Ranch
Drive between Tassajara Road and easterly tract boundary; and

3. The original Performance Bond issued by American Insurance Company (Bond No.
111-3343-9361) in the amount of $484,319.00 be released; and
4. The original Labor and Materials Bond issued by American Insurance COmpany (Bond No.
111-3343-9361) in the amount of $242,160.00 be released; and
5. The submitted Maintenance Bond issued by American Insurance Company (Bond No.
111-3343-9361-M) in the amount of $121,080.00 be accepted as security for the aforesaid
one-year maintenance period, said period to commence on this date and terminate on the
18th day of February, 2004.
