As approved in the 2002-2007 Capital Improvement Program, construction of the first of the three projects, the 4.8-acre Neighborhood Park in Area G will begin in Fiscal Year 2002-2003 and be complete in Fiscal Year 2003-2004. The Parks and Community Services Commission approved a conceptual park design for this park in 1999 (Attachment 1). The purpose of the conceptual design was to test the site programmatically and determine if the park site proposed by the developers was adequate to meet the Neighborhood Park Standards as identified in the Parks and Recreation Master Plan. As the park site does adequately meet these requirements and development has begun in the area Staffrec°mmends that the design and construction of the park be initiated. In order to solicit the services of a landscape architectural team to design the park and prepare construction documents, it is recommended that a Request for Proposals be issued. Attachment 2 is the Request for Proposals prepared by Staff. RECOMMENDATION: It is the recommendation of Staff that the City Council take the following action; 1. Professional Design Services for Planning and Design of Dublin Ranch Area G Park Closing Date For Submittal of Proposals August 30, 2002 Contact Person Rosemary Alex Parks & Facilities Development Coordinator City of Dublin 100 Civic Plaza Dublin, CA 94568 Phone: 925-833-6646 Background: The City of Dublin is experiencing major growth, which will more than double the size and population of the City within the next 20 years. In order to provide services for the new population, a new 4.8 acre park is to be built 'in the Dublin Ranch Development. The park site is currently undeveloped and will soon be surrounded by medium to high-density residential development. A conceptual plan of the site was prepared in 1999. The purpose of the conceptual park design was to determine if the park site proposed by the developers was adequate to meet the Neighborhood Park Standards as identified in the Parks and Recreation Master Plan. The budget for construction is approximately $1 million. Scope of I~ork: The proposed project entails the design of the neighborhood park site. The park may include similar elements as outlined under the Neighborhood Park Standards in the City of Dublin's Parks and Recreation Master Plan. The project is located on Keegan Street between Dublin Blvd. and Central Parkway in Eastern Dublin. It is the City's intent to have the park under construction bY the summer of 2003. Work to be undertaken as part of this project includes, but is not limited to: · Review of the Parks and Recreation Master Plan and other related planning documents. · Evaluation and understanding of surrounding land uses. · Pre-design consultation with City Staff. · Preparation of preliminary design alternatives for the site. · Preparation of concept design plan for the site. · Preparation of Design Development Plan for the site. Attachment # 2 · Workshop with community group. ~ · Parks and community Services Commission and City Council presentations of design alternatives, conceptual design and design development. · Preparation of construction documents, including specifications and topographic survey. · Preparation of a detailed cost estimate for the proposed project. Selection Process: Five copies of your proposal should be submitted to the office of the Parks and Community Services Department by 4:30 p.m., August 30, 2002. Proposals may be hand delivered or mailed to 100 Civic Plaza, Dublin, California, 94568. Proposals must be received by the aforementioned date and time, postmarks will not be accepted. The following information should be provided as part of your proposal: · A brief narrative describing the firm's approach to accomplishing the project. (Limit to three pages). · A summary of the firm's background and capabilities, including information on the firm's history and areas of specialization, or particular expertise. (Limit to two pages). · Identification and background of the individual(s) who will do the actual design work and who will work with the City on a regular basis. · An organization chart should be included as well as resumes for each individual. · Identification and background of any other consultants who are proposed to assist in the development of this project. · A statement of qualifications including a list of relevant projects that the firm has completed which are similar to the project described above. Submittals should include reference names and current phone numbers. (Minimum of five references). · Proposed project schedule. · Consultant fee schedule. · Statement of professional liability coverage. Following a review of the proposals, the City will conduct interviews w/th qualified firms. The City will notify selected consultants two weeks after the proposal submittal date to set up interviews. In addition to meeting the local residents' recreational needs, the neighborhood parkis also a '5rillage green". These parks should be designed to reflect the unique character of each neighborhood. Neighborhood parks are developed to provide space for improvement in relaxation, play and informal recreation activities in a specific neighborhood or cluster of residential units. The park improvements are oriented toward the individual recreational needs ofthe neighborhood in whichit is located. Facilities should be designedto include practice fields and not for ones competitive use, which traditionallybring more traffic into a neighborhood. Development Criteria: ' 1.5 acre minimum per 1,000 person, 5 to 7 acres minimum. Service Area: Service area defined by major arterials or topography. sTANDARDS Adjacent to neighborhood boundaries or open space area, visible from neighborhood cntl'y. 121 - Site Characteristics: Major percentage of the site should be level to accommodate active recreation uses. Natural or visual qualities to enhance the charaexer. Access/Location: Minimum of 2 public street frontages. On collector or residential sueets; no major arterials. Park Design: Central green/social center for neighborhood. Reflect character of setting - natural features or architectural'style of homes. Play Area: Tot lot for children 2-4 years. Apparatus play area adjacent to tot lot. ParenTs seating area. Potential Sports Facilities: Turf fields graded and maintained for practice softball/baseball (minimum 250' outfield) and soccer (minimum 180). Tennis courts. Volleyball courts, Outdoor basketball courts. Picnic Facilities: Tables and secluded space for informal family picnics up to 6-8 people. Barbecue facilities in family-sized picmc areas. Natural Areas: Open space meadow for informal sports, games and passive activities. Parking: Off-street parking for 10-20 cars where minimum street frontages are not provided. Lockable parking for 6-10 bicycles. Lighting: Provide lighting for security purposes not for night-use activities. Avoid penetration of unwanted light into adjacent neighborhood. DUBLIN PARKS 56
