Establishment of Sister City Relationship between the City of
Dublin and Jinhua City, Zhejiang Province, the People's
Republic of China

RECOMMENDATION:
1)
Adopt Resolution approving Letter of Intent on the
Establishment ofa Friendly Exchange Relationship with
Jinhua City, Zhejiang Province, the People's Republic of
China.
Authorize Use of Senior Center Van to Tour Sister
City Representatives

FINANCIAL STATEMENT:
None at this time.
DESCRIPTION: The Dublin Sister City Association has requested that the City of
Dublin consider establishing a Sister City relationship with the City of Jinhua City, Zhejiang Province, the
People's Republic of China. The purpose of this Sister City relationship would be to enhance mutual
understanding and friendship between American and Chinese people.
The Sister City Association has proposed a Letter of Intent to establish this Sister City relationship for
Council consideration.
The Sister City Association has also indicated that there are plans for representatives of Jinhua City to be
visiting the City of Dublin at the end of September 2006. The City could provide a tour of businesses,
new development and municipal facilities to the representatives. The Parks and Community Services
Department has indicated that the Senior Center van could be available for that tour. If the Council is
interested in forming this Sister City relationship, Staff would also request authorization to use the van for
the purpose of touring the representatives from Jinhua City.
It's Staffs recommendation that the City Council adopt the Resolution approving the Letter of Intent on
establishing a friendly exchange relationship with the City of Jinhua City, Zhejiang Province, the People's
Republic of China, and to authorize the use of the Senior Center van for the purpose of touring
representatives of Jinhua City.

APPROVING LETTER OF INTENT ON THE ESTABLISHMENT OF
FRIENDLY EXCHANGE RELATIONSHIP (SISTER CITY)
WHEREAS, the City of Dublin, United States of America, and Jinhua City, Zhejiang Province, the
People's Republic of China, acting in accordance with the principles of the Joint Communique on the
Establishment of Diplomatic Relations between the People's Republic of China and the United States of
America, wish to enhance mutual understanding and friendship between the American and Chinese People,
consolidate and develop friendly cooperation between the two cities; and
WHEREAS, the City of Dublin, United States of America, and Jinhua City, Zhejiang Province, the
People's Republic of China, through friendly consultations, have created a Letter of Intent (attached) on
the establishment of a friendly exchange relationship (Sister City); and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby authorize the Mayor to execute the Letter ofIntent on the Establishment of Friendly Exchange
Relationship (Sister City) on behalf of the City of Dublin, California.

LETTER OF INTENT ON THE ESTABLISHMENT OF FRIENDLY
EXCHANGE RELATIONSHIP (SISTER CITY)

City of Dublin, California, the United States of America and Jinhua City, Zhejiang Province, the People's
Republic of China;
Acting in accordance with the principles of the Joint Communique on the Establishment of Diplomatic
Relations Between the People's Republic of China and the United States of America;
Wishing to enhance mutual understanding and friendship between the American and Chinese People,
consolidate and develop friendly cooperation between the two cities;
Have reached Letter of Intent, through friendly consultations, on the establishment of friendly exchange
relationship (Sister City).
1. The two cities will carry out, in accordance with the principles of equality and mutual benefit,
exchange and cooperation in various forms in the fields of economy, trade, science and
technology, culture, education etc. to promote friendship, common prosperity and development.
This cooperation and exchange will be carried out within the available of resources of the cities
and Sister City associations.
2. Regular contacts shall be maintained between the two cities and the Dublin Sister City Association
to facilitate consultations on the exchanges and cooperation as well as matters of common
concern.
3. Visits shall not exceed one per year. The length of each visit shall be as mutually agreed upon.
4. To enhance the relations between the two cities, Dublin Sister City Association and Jinhua
Municipal Foreign and Overseas Chinese Affairs Office are assigned as the liaison offices of the
cities.
5. This Letter of Intent, done in duplicate in the Chinese and English languages, both text being
authentic, shall enter into force on the date of its signature and expire in 5 years of its signature, or
sooner upon request by either party.
