- RECOMMENDATION: Adopt resolution approving the amendment to the existing
Lf~/C/~greement with Omni-Means to increase the not-to-exceed amount
for FY 2000-01 to $195,000.
FINANCIAL STATEMENT:
The majority of the work performed for the City by the Omni-Means
consultant deals with private development review, and the cost of
this work is paid by developers.
The addition to this contract is offset by reductions in work
performed by other consultants and no change in budget is
necessary.
DESCRIPTION: Under the existing contract with Omni-Means, this consultant
provides general traffic engineering services to the City based on the adopted rate schedule for
FY 2000-01. Types of services performed consist primarily of preparation of traffic studies associated
with private development projects in eastern and downtown Dublin. Developers pay for the costs of these
services. In addition, Omni-Means recently completed a traffic speed survey study to update the City's
speed surveys for the purpose of continuing radar enforcement on City streets and the traffic study for the
Downtown Specific Plan Studies.
Omni-Means has been providing engineering services to the City of Dublin under an existing contract for
FY 2000o01 that has a not-to-exceed amount of $70,000. City Staff has projected the remaining charges
for the rest of the fiscal year to be approximately $125,000, based on the remaining work to complete the
on-going traffic studies, the cost to conduct the Cisco Systems traffic study, and a cost contingency for
additional traffic studies within this fiscal year. !t is, therefore, estimated that the total charges for this
fiscal year will be approximately $195,000. Developers will reimburse the City for the cost of this work,
including overhead costs.

Staff recommends that the City Council adopt the resolution approving the amendment to the existing
agreement with Omni-Means to increase the not-to-exceed amount for FY 2000-01 to $195,000.

APPROVING AMENDMENT TO CONTRACT
WITH OMNI-MEANS
FOR FY2000-01
WHEREAS, the City Council of the City of Dublin approved an agreement for traffic engineering
services with Omni-Means, on June 11, 1997; and
WHEREAS, the term of said agreement was extended to June 30, 2001; and
WHEREAS, said agreement contained a not-to-exceed amount for fiscal year 2000-01 of $70,000;
and
WHEREAS, said services are primarily for private development traffic study preparation and costs
are charged to developers; and
WHEREAS, City anticipates that, due to the current workload, the total projected charges for the
fiscal year will exceed said not-to-exceed amount of $70,000; and
. WHEREAS, City desires to amend said agreement to increase the not-to-exceed amount to $195,000
under the existing terms of said agreement;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
approve the amendment to the agreement with Omni-Means, which is attached hereto as "Exhibit A."

AMENDMENT TO AGREEMENT
BETWEEN CITY OF DUBLIN AND OMNI-MEANS
FOR TRAFFIC ENGINEERING SERVICES
WHEREAS, the City of Dublin (hereinafter referred to as "CITY") and Omni-Means (hereinafter
referred to as "CONSULTANT"), entered into a one-year agreement on June 11, 1997, to provide engineering
services to CITY; and
WHEREAS, the City Council approved an extension of term until June 30, 2001; and
WHEREAS, the City' s current workload requires an increase in the not-to-exceed amount;
NOW, THEREFORE, the parties hereto agree as follows:
Increase of Not-to-Exceed Amount
The not-to-exceed amount for fiscal year 2000-2001 shall be revised to $195,000.

AMENDMENT TO AGREEMENT
BETWEEN CITY OF DUBLIN AND OMNI MEANS
~ FOR TRAFFIC ENGINEERING SERVICES
WHEREAS, the-City of Dublin enereinafter referred to as "CITY") and Omni-Means Caereinafter
re~erred to as "CONSULTANT"), enmred into a one-year agreement on June 11, 1997, to provide engineering
services to CITY; and
WHEREAS, the City Council approved an extension of term until June 30, 2001; and
WHEREAS,' Consultant has requested an adjustment of rams for Fiscal Year 2000-2001;
NOW, THEREFORE, the paxties hereto agree as follows:
Adjustment of Rates
The rates charged to the City of Dublin shall be as indicated in the letter from Omni-Means dated February
14, 2000; i.e., Consultant $145.00 per hour; Traffic Engineer 3 $100.00 per hour; Project Manager 2 $100 per hour;
and Technician 3 $65.00 per hour. Other rates shall be as indicated on the original 1999 ram schedule.
The not-to-exceed limit for Fiscal Year 2000-2001 shall be $70,000.
