Adopt Resolutions.
Funding had been included in the Fiscal Year 2001-2002 budget t°
cover the costs associated with the addition of the Assistant City
Manager classification.
DESCRIPTION: The City's personnel system is governed by several documents:
Each document addresses a specific set of issues° The Staff report identifies proposed changes to the
City's current personnel system. As discussed below, these proposed adjustments are based on the need
to revise the job classification for the position of Assistant City Manager.
CLASSIFICATION PLAN AMENDMENT
Pursuant to the City's Personnel System Rules, a job description must be adopted for each classification
in the organization. The job description typically includes key elements, knowledge, skills, abilities and
requirements of the position. The job descriptions make up the City's Classification Plan.
As part of the Fiscal Year 2001-2002 Budget the City Manager recommended and the City Council
approved the addition of an Assistant City Manager position. After the adoption of the Fiscal Year 2001-
2002 Budget, the City Manager requested that the Personnel Officer revise the existing Assistant City
Manager job classification pursuant to a revised scope of duties. Attached to the Resolution (Attachment
1) is Exhibit A, which is the revised job classification for the Assistant City Manager position.
Staff recommends that the City Council adopt the attached resolution amending the Classification Plan.
SALARY PLAN AMENDMENT
Included in the City's personnel system are resolutions that address salary ranges for part-time and full-
time personnel. The attached Resolution is a proposed amendment to the City Salary Plan (Attachment 2)
for full-time personnel. Once a jOb description is developed, the City's Personnel Officer surveys the
market for comparable positions for development of the appropriate salary range and alignment within the

City's existing Salary Plan. The resolution also identifies positions that are exempt from the Federal
Labor Standards Act (FLSA) overtime provision and those that are not.
Since this position would provide administrative direction to multiple Department Heads under the
general direction of the City Manager, it is recommended that the salary range for this position be
benchmarked 7.5% above the salary range for the City's Administrative Services Director, which is
currently $8,020 - $10,025/mo. The Salary Plan resolution (Attachment 2) would establish the following
monthly salary range for the new position of Assistant City Manager:

Staff recommends that the City Council adopt the attached resolution amending the Salary Plan.
BENEFIT PLAN AMENDMENT
It is also proposed that this position be provided an auto allowance as is provided to other Management
Staff in the amount of $190/mo. The Resolution in Attachment 3 would add the position of Assistant City
Manager to the list of management positions that receive an auto allowance in the City's Benefit Plan.
Staff recommends that the City Council review the proposed modifications to the City's Classification,
Salary, and Benefit Plans and adopt the resolutions.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and
WHEREAS, it is necessary to periodically add and/or modify job descriptions in the Classification
Plan.
NOW, THEREFORE, BE IT RESOLVED that .Resolution No. 30-84 and subsequent resolutions
shall be further amended to include the following revised job description:
Assistant City Manager
(Exhibits A}.
BE IT FURTHER RESOLVED that this document shall become a part of the official
Classification Plan for the City of Dublin; and that the changes contained herein shall be effective August
21, 2001.

General Purpose:
Under general direction of the City Manager assists in directing, Planning, organizing and
administering the activities of several City Departments and multiple City functions
assigned by the City Manager; coordinates Department activities; provides highly
responsible and complex administrative assistance and support to the City Manager.
Works with individual Department Heads on the development and implementation of
programs and projects; coach and mentor assigned Staff to enhance skill levels for
achievement of optimum results. Prepares and presents concise, effective and convincing
public presentations; negotiates win-win solutions to difficult problems/issues. Serves as
Acting City Manager in the absences of the City Manager; and performs related work as
required.
Distinguishing Characteristics:
This is an Executive Management position which serves as the City's Manager's
principal assistant. This position will have full responsibility for the oversight and
management of multiple City Departments and functions. This position reports to and
receives direction from the City Manager.
Essential Duties and Responsibilities:
The following duties are normal for this classification. The Omission of specific
statements of duties does not exclude them from the position if the work is similar,
related or a logical assignment to this class.
Serve as the principle assistant to the City Manager. Assist City Manager in day-m-day
administration and coordination of City Operating Departments by assuming delegated
authority for controlling routine operations of assigned Operating Departments. Assist
and participate in the development, implementation and monitoring of the City's Goals
and Objectives Program.
EXHIBIT A
Provide direction and coaching to assigned Operating Departments regarding
Departmental issues and resolution of personnel, budgetary and administrative issues.
Assume oversight responsibility for City Council agenda preparation as it relates to
activities performed by assigned Departments including preparation and review of reports
to the City Council.
Provide Administrative oversight for administration of the Central Services function
including human resources, labor relations, waste management, cable television, disaster
preparedness and review of state and federal legislation.
Develop, conduct, direct and coordinate major complex projects and studies with
citywide imPlications.
Provide administrative oversight of Capital Projects performed by assigned Departments.
Attend all City Council meetings, and City Commission, Committee and Task Force
meetings when necessary.
Assist in the coordination and preparation of the Annual Operating Budget and Capital
Improvement Program.
Represent the City's interest with residents, community-based organizations, and outside
agencies.
Responsible for the selection, supervision, training and evaluation of assigned Staff.
Conduct studies on difficult operational and administrative problems, and prepare reports
with practical solutions for review by the City Manager.
Respond to citizen complaints and requests for information.
Work with City Manager and/or Operating Departments in developing long-range
strategies and plans to accommodate the growth of the community and the City
organizatiOn~
Serve as Acting City Manager as assigned.
Perform other duties as assigned.

Physical Standards:
The physical standard described are representative of those that must be met by
employees to successfully perform the essential functions of this class. Reasonable

Training and Experience:
Any combination equivalent to education and experience is likely to provide the required
knowledge and abilities. A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent to a Bachelor's degree form an accredited college or university with major
coursework in Public Administration, Business Administrative or a related field, a
Masters degree is preferred; and
Experience:
Six years of increasingly responsible experience in administrative management preferably
in municipal government.
Licenses; Certificates; Special Requirements:
Possession of a valid Califomia Class C drivers' license and Certificate of Automobile
Insurance for Personal Liability.

WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 64-97 and subsequent resolutions which comprise the Salary Plan.
NOW, THEREFORE, BE IT RESOLVED that the following positions shall be covered under
Article I, Section A of the Salary Plan:

BE IT FURTHER RESOLVED that said position shall be paid an hourly rate within the following
monthly salary range with the excluSion of any Performance Pay Adjustment granted in accordance with
the adopted Personnel Rules:

RESOLUTION NO. XX- 01
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE BENEFIT PLAN

WHEREAS, the Personnel System Rules require the City Council to adopt a Benefit Plan; and
WHEREAS, the Benefit Plan prescribes the current benefits provided to regular employees by the
City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
amend Resolution No. 109-91 and subsequent amendments to add the position of Assistant City Manager
to the list of Management positions eligible for car allowance and monthly reimbursement as provided in
Section 12 as follows:
Section 12. Car Allowance and Mileage Reimbursement: The following position shall be eligible to
receive the designated monthly allowance. The receipt of the car allowance pursuant to this section shall
be full compensation for all operating costs excluding tolls, parking fees and out of area travel.
