FINANCIAL STATEMENT:
There is no financial impact to City funding.
DESCRIPTION: On December 16, 2003, the City Council adopted a resolution of
intention to foml Underground Utility District 2003-01, Dougherty Road from Sierra Lane to Dublin
Boulevard and Dublin Boulevard from Dublin Court to Dougherty Road, adding Scarlett Court from
Duhlin Boulevard to a Point 700 Feet South of Dublin Boulevard. This District encompasses the area that
is included in a proposed widening ofthe intersection of Dublin Boulevard/Dougherty Road in connection
with the Dougherty Road Improvements - Houston Place to 1-580 project. The ordinance establishing the
District was adopted on February 3, 2004
The resolution of intention established certain completion dates which, at the time, were reasonable for
the anticipated construction time frame for the Dougherty Road Improvements project. The project has
incurred delays, including the winter storms of2005-2006 and unanticipated utility conflicts, and it is now
necessary to extend the dates for completion of the utility undergrounding work. It is recommended that
the dates he extended for 6 months, based on information received from PG&E.
The original date for property owners to be ready for underground services was March 31, 2006, and
removal of overhead utility lines was to take place by JWle 30, 2006. The proposed resolution changes

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

EXTENDING COMPLETION DATES FOR
UNDERGROUND UTILITY DISTRICT 2003-01
WHEREAS, on December 16, 2003, the City Council adopted Resolution No. 238-03, a
resolution of intention to form Underground Utility DIstrict 2003-01, Dougherty Road from Sierra Lane
to Dublm Boulevard and Duhlin Boulevard from Dublin Court to Dougherty Road, and Scarlett Court
from Dublin Boulevard to a POInt 700 Feet South or Duhlin Boulevard; and
WHEREAS, said Resolution included completion dates for undergrounding of services to
individual propertIes and removal or overhead utility lines; and
WHEREAS, delays have occurred during the process of underground the existing overhead
utilities and tbe removal of overhead utility facilities;
NOW, THEREFORE, BE IT RESOLVED that tbe completion dates specified in Resolution
238-03 are revised as follows:
Property owners shall he ready to receive underground services by September 29,2006.
Overhead utility distri.buhon facilities shall he removed by December 29,2006
