Open public hearing Receive staff report and public comment Close public hearing Deliberate Adopt "Resolution Approving Appropriation of Block Grant Funding" FINANCIAL STATEMENT: The 2001 allocation of grant funds is $20,I95, subject to a $2,244 match. DESCRIPTION: The United States Department of Justice, thrOugh the Bureau of Justice Assistance, administers the Local Law Enforcement Block Grants Program.: This program allocates funds to each local jurisdiction based upon the number of Part I crimes reported in that jurisdiction during the preceding three years. The purpose of the program is to provide funding to encourage communities to establish or expand activities that reduce crime and improve public safety. The funds may be used for a variety of activities, including: additional personnel, equipment purchases, or any expenditure that acts to increase cooperation between community residents and law enforcement personnel. During Fiscal Year 2001-2002, the City qualified for Block Grant funding in the amount of $20,195. These funds have not yet been expended. GRANT REQUIREMENT FOR ADVISORY BOARD: In accordance with the requirements of the grant program, the City's Block Grant Advisory Board must meet and prepare a recommendation regarding the expenditure of the grant funds. Prior to any expenditure, the Advisory Board's recommendation must be considered by the City Council at a public hearing. The City then has a maximum of two (2) years to expend the funds. Per the grant requirements, the Advisory Board includes representatives of groups with a recognized interest in criminal justice, crime prevention, and substance abuse prevention and treatment. To achieve this requirement, the City's Block Grant Advisory Board consists of the following members: · Bob Aloe, Deputy District Attorney, Livermore/Pleasanton/Dublin Municipal Court H/cc-forms/agdastmt. doc COPIES TO: ITEM NO. · Christine Schengel, Chief of Criminal Division, Livermore/Pleasanton/Dublin Municipal Court · Anne Stevens, Dublin Unified School District · Rhonda Goodman, Neighborhood Watch Representative ADVISORY BOARD RECOMMENDATIONS: On August 8, 2001, the Advisory Board convened as required by the grant process. The Advisory Board's recommendation is as follows (see attached minutes): The Advisory Board unanimously recommends that 100% of the proceeds of the Law Enforcement Block Grant be used to partially offset the salary of the Crime Trends Officer, Currently, a State Supplemental Law Enforcement Grant and City General Fund monies support the Crime Trends Officer position (this position was previously called "Bicycle Officer"). As specific crime trends (such as stolen vehicles, burglaries, etc.) throughout the City are identified, the Crime Trends Officer's enforcement efforts will be focused in these areas. STAFF RECOMMENDATION: Staff recommends that the City Council accept the recommendation of the Advisory Board and adopt the attached resolution approving appropriation of the 2001 Block Grant funding to partially offset the salary of the Crime Trends Officer. These funds will be expended in Fiscal Year 2002-2003. RESOLU;ION NO - 01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVAL OF APPROPRIATION FOR 2001 BLOCK GRANT FUNDS WHEREAS, the City Council authorized Staffto apply for the Federal Local Law Enforcement Block Grant Program; and WHEREAS, the United States Department of Justice, through the Bureau of Justice Assistance, awarded a 2001 grant in the amount of $20,195 to the City of Dublin; and WHEREAS, Dublin Police Services, in accordance with the Block Grant application instructions, convened an advisory Board to review the application and make non-binding recommendations for the use of the funds; and WHEREAS, the Advisory Board's recommendation unanimously recommended that 100% of the proceeds from the Law Enforcement Block Grant be used to partially offset the salary of the Crime Trends Officer; and WHEREAS, the City Council held a public hearing on August 21, 2001; and WHEREAS, a Staff Report was submitted recommending that the City Council approve the expenditure of the Block Grant funds for the Crime Trends Officer; and WHEREAS, the City Council did hear and exercise their independent judgment and considered all reports, recommendations, and testimony hereinabove set forth. NOW, THEREFORE, BE IT RESOLVED that the Block Grant funds are. hereby appropriated to fund a portion of the salary of the Dublin Police Services Crime Trends Officer for Fiscal Year 2001- 2002. ~ PASSED, APPROVED AND ADOPTED this 21 st day of August, 2001. AYES: NOES: ABSENT: ABSTAIN: ATTEST: City Clerk K2/G/8-21-01/reso-pd-grant.doc (Item 6.1) Mayor ATTACHMENT 1 Police Services Department MEMORANDUM DATE: TO: FROM: SUBJECT: August 8, 2001 John Hardester, Lieutenant Rebecca Gandsey, Deputy Sheriff LAW ENFORCEMENT BLOCK GRANT ADVISORY BOARD MEETING The meeting was held on August 8, 2001 at 1000 hours. The grant application process was discussed and I informed the board members that a grant provided by the U.S. Department of Justice, Local Law Enforcement Block Grants Program, had been awarded to the City of Dublin in the amount of $20,195. I advised the board members that the grant provided funds which could be used in a variety of activities ranging from additional equipment, Crime Prevention Programs, and increasing personnel. I told the board' that the money from an additional grant was partly funding an additional "Deputy Sheriff" position. I told the board Dublin Police Services was recommending that the two grants be combined to fund the Deputy Sheriff position and the City of Dublin would pay any residual amount. I recommended to the board that the additional position would staff our "Crime Trends" position. After discussing the different options, the Board unanimously voted to support the recommendation that the grant funding be applied toward the cost of the Crime Trends Officer position.
