FINANCIAL STATEMENT: The 2002 allocation of grant funds is $19,652, subject to a $2,184
match.
DESCRIPTION: The United States Department of Justice, through the Bureau of
Justice Assistance, administers the Local Law Enforcement Block Grant Program. This program allocates
funds to each local jurisdiction based upon the number of Part I crimes reported in that jurisdiction during
the preceding three years. The purpose of the program is to provide funding to encourage communities to
establish or expand activities that reduce crime and improve public safety. The funds may be used for a
variety of activities, including: additional personnel, equipment purchases, or any expenditure that acts to
increase cooperation between community residents and law enforcement personnel. During Fiscal Year
2002-2003, the City has qualified for Block Grant funding in the amount of $19,652. These funds have
not yet been expended.
GRANT REQUIREMENT FOR ADVISORY BOARD:
In accordance with the requirements of the grant program, the City's Block Grant Advisory Board must
meet and prepare a recommendation regarding allocation of the grant funds. Prior to any expenditure, the
Advisory Board's recommendation must be considered by the City Council at a public hearing. The City
then has a maximum of two (2) years to expend the funds.
Per the grant requirements, the Advisory Board includes representatives of groups with a recognized
interest in criminal justice, crime prevention, and substance abuse prevention and treatment. To achieve
this requirement, the City's Block Grant Advisory Board consists of the following members:

ADVISORY BOARD RECOMMENDATIONS:
On July 29, 2002, the Advisory Board convened as required by the grant process. The Advisory Board's
recommendation is as follows (see attached minutes):
The Advisory Board unanimously recommends that 100% of the proceeds of the Law Enforcement
Block Grant be used to partially offset the salary of the Crime Trends/Bicycle Officer.
Currently, a State Supplemental Law Enforcement Grant and City General Fund monies support the
Crime Trends/Bicycle Officer position. As specific crime trends (such as stolen vehicles, burglaries, etc.)
throughout the City are identified, the Crime Trends/Bicycle Officer's enforcement efforts will be focused
in these areas.
STAFF RECOMMENDATION:
Staff recommends that the City Council conduct the public hearing; accept the recommendation of the
Advisory Board; adopt the attached resolution approving appropriation of the 2002 Block Grant funding
to partially offset the salary of the Crime Trends/Bicycle Office; and approve the attached budget change
form. These funds will be expended in Fiscal Year 2002-2003.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVAL OF APPROPRIATION FOR 2002 BLOCK GRANT FUNDS
WHEREAS, the City Council authorized Staff to apply for the Federal Local Law Enforcement
Block Grant Program; and
WHEREAS, the United States Department of Justice, through the Bureau of Justice Assistance,
awarded a 2002 grant in the amount of $19,652 to the City of Dublin; and
WHEREAS, Dublin Police Services, in accordance with the Block Grant application instructions,
convened an advisory Board to review the application and make non-binding recommendations for the
use of the funds; and
WHEREAS, the Advisory Board unanimously recommended that 100% of the proceeds from the
Law Enforcement Block Grant be used to partially offset the salary of the Crime Trends/Bicycle Officer;
and
WHEREAS, the City Council held a public hearing on August 6, 2002; and
WHEREAS, a Staff Report was submitted recommending that the City Council approve the
expenditure of the Block Grant funds for the Crime Trends/Bicycle Officer; and
WHEREAS, the City Council did hear and exercise their independent judgment and considered all
reports, recommendations, and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED that the Block Grant funds in the amount of $19,652
are hereby appropriated to fund a portion of the salary of the Dublin Police Services Crime
Trends/Bicycle Officer for Fiscal Year 2002-2003.

SUBJECT: LAW ENFORCEMENT BLOCK GRANT ADVISORY BOARD MEETING
The meeting was held on July 29, 2002 at 1100 hours. The grant application process was discussed and
I informed the board members that a grant was provided by the U.S. Department of Justice, Local Law
Enforcement Block Grants Program (L.L.E.B.G.) to the City of D~ublin. I told them the L.L.E.B.G. had
awarded the sum of $19,652.00. The board members present were Bob Aloe, Christine Schengel and
Christine Slofkosky.
I advised the board that the grant provided funds that may be used in a variety of activities, ranging from
additional equipment, Crime Prevention Programs and increasing personnel. I told the board that the
additional position would continue to staff our "Crime Trends" Bicycle Officer position.
After discussing the different options, the Board unanimously voted to support the recommendation that
the grant funding be applied toward the cost of the Crime Trends Bicycle Officer position.
Anne Stevens with the Dublin Unified School District was unable t° attend the meeting. I met with her
at the Dublin Unified School District Offices and discussed the grant from L.L.E.B.G. She understood
what the grant was abOut and agreed with the recommendation from the rest of the board.
