The cost of traffic control devices is paid by the developer.
DESCRIPTION: The improvements on John Monego Court were constructed by both
the General Motors and Koll Development projects. At the present time, some of the work related to
these projects has not been completed, and the roadway has therefore not been accepted by the City for
maintenance.
Staff has received a complaint from Koll Development indicating that vehicles are parked in the No
Parking Zone along the east side of the street and also that delivery trucks are parking in the center of the
roadway, which is not legal under the CVC and creates a potential hazard for other drivers. At the present
time, Police Services is not able to enforce the No Parking Zone or any other CVC regulations because
the street has not been accepted.
The improvements within the General Motors project include John Monego Court, as well as landscaping
along Caltrans' 1-580 frontage. The developer had deferred the landscaping along the freeway as Crown
Chevrolet's purchase of the parcel next to 1-580 was pending and would tie the irrigation along the
freeway into the Chevrolet dealership. As the Chevrolet parcel sale has not proceeded, Staff has made a
demand on General Motors to finish the landscaping, which would complete the project improvements.
John Monego Court is open to the public. Although there are other development items remaining to be
completed, the streets are in satisfactory condition for use, and traffic control devices are in place. The
traffic controls will be officially adopted and included in the Traffic Code when the subdivisions are

accepted. Under the resolution proposed to be adopted, all traffic control devices and vehicle code
regulations will be enforceable.
Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolution
approving CVC enforcement on John Monego Court.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING ENFORCEMENT OF TRAFFIC REGULATIONS UNDER
CALIFORNIA VEHICLE CODE SECTION 21107.5
JOHN MONEGO COURT
WHEREAS, John Moncgo Court is a privately held street; and
WHEREAS, the aforementioned street is open for public use and so connects with public roads as to
bc indistinguishable from public roads; and
WHEREAS, public safety may require enforcement of regulations under thc California Vehicle Code
on the aforementioned street;
NOW, THEREFORE, BE IT RESOLVED that thc City Council of the City of Dublin approves
enforcement of thc CVC (California Vehicle Code) per CVC Section 21107.5 on John Monego Court.
