PROJECT DESCRIPTION
The City CouncIl held a Strategic Plannmg SessIOn on January 12, 2007 Dunng this Strategic Planmng
SessIOn the City Council discussed the eXlstmg General Plan and Specific Plan Residential Land Use
DesignatIOns wlthm the City of Dublm Concerns were raised dunng thIS diScussIon regardmg densItIes
and the need for a variety of housmg types (1 e detached umts, row homes, stacked flats, etc ) wIth pnvate
yards on undeveloped land wIthm the Eastern DublIn SpecIfic Plan (EDSP) area that has a MedIUm
DensIty land use deSignatIon
On Apnl 3, 2007, the City CouncIl directed Staff to study a General Plan and Eastern DublIn SpeCIfic Plan
Amendment (GPNSPA) to create new Medmm-Low DenSIty (6 1-10 du/acre) and MedIUm-MId DenSIty
(10 1-14 du/acre) resIdentIal land use designatIOns to replace the eXIstmg MedIUm DenSity (6 1-14
du/acre) designatIOn on the Croak and Jordan
The GP NSP A study was presented to the CIty CouncIl on October 16, 2007 The Staff Report Included a
deSCrIptIOn of the two new land use desIgnatIons, a descnptlOn of potential housmg types that could be
developed wlthm each of these designatIOns, an analysIs of the proposed denSItIes, and maps shOWIng the
proposed locatIon for these proposed designatIOns for review and consideratIOn by the CIty Council At
the October 16, 2007 City Council MeetIng, the CIty CouncIl expressed a concern over the polIcy to
calculate denSitIes based on gross rather than net acreage The CIty CouncIl also expressed a desIre to
Include mImmum yard reqUIrements for the proposed Medmm-Low DenSIty desIgnatIOn On a motIon,
the City CouncIl directed Staff to prepare a GP NSP A and Stage 1 Development Plan Amendment to

On November 27, 2007, the Planmng CommissIOn held a PublIc Heanng to review the proposed
GP NSP A and Stage 1 Development Plan Amendment and to make a recommendation to the City CounCil
regardIng the proposed amendments Dunng the PublIc Heanng the Planmng CommISSIOn expressed a
number of concerns with the proposed amendments Ultimately, the Plannmg CommissIOn voted
unanimously to recommend that the City CounCil not approve the proposed GPNSPA and Stage 1
Development Plan Amendment
BACKGROUND
Staff IS currently requestIng to contInue the PublIc Heanng for this Item In order to prOVide Staff WIth
additional time to address the Issues raised by the PlannIng Commission
RECOMMENDA TION
Staff recommends that the City CounCIl contInue the PublIc Heanng for thIS Item to a date to be
determIned In the future
