None DESCRIPTION: The City of Dublin's 17th Annual St. Patrick' s Day Festival will be held the weekend of March 18-19, 2000. Staff has been working with the festival promoter and the local community groups to make preparations for this year's events. Following is information regarding each of the events. Green & White Gala Dinner The Dublin Sister City Association is planning their annual Green-n-White Gala for St. Patrick's Day, which is Friday, March 17. This event will be held at the Monarch Hotel in the main ballroom. Last year over 140 people attended the dinner and more are expected this year. An Irish Happy Hour will begin at 6:30 P.M. and dinner at 7:30 P.M. Entertainment and dancing will follow dinner. Pancake Breakfast The Alameda County Firefighters Local 55 will be hosting the 4th Annual Community Pancake Breakfast prior to the St. Patrick's Day Parade on Saturday, March 18, from 7:30 A.M. to 10:00 A.M. The event will be held at Fire Station No. 16 on Donohue Drive. Last year over 850 breakfasts were served and the firefighters are preparing for over 1,000 this year. The donation for adults is $3.00 and $2.00 for seniors and children. Proceeds from the breakfast will benefit the Alicia Ann Rouche Burn Foundation. Parade The Dublin Lions Club annual St. Patrick's Day Parade will begin at 9:30 A.M. on Saturday, March 18. The route will be the same as in previous years, except it has been shortened to accommodate the new Festival location. Award categories will include most creative float, best overall theme entry, best band, spirit award, and the best presentation of color. Staff has ordered several portable bathrooms for the parade route and staging area. Restrooms will be located on Village Parkway, Amador Plaza Road, and Amador Valley Blvd. Channel 30 will be taping the parade and is coordinating with the Lion's Club on the exact location of the reviewing stand. lllllllllllllllllllll I lllllllllll ll llllll lllllllllllll ll llllllll lllllllllllllllll I I I I I Illlllllllll I llllllllll COPIES TO: st. ITEM NO' ~ G:\COUNCILX215stpats.doc Festival The 17th Annual St. Patrick's Day Festival will be held March 18-19, 2000, on Amador Valley Boulevard between Regional Street and Starward Drive. The festival will include artists and crafters, food and beverage caf6s, a main stage of Celtic entertainment, a community stage for local performers and children's carnival games and rides. The festival producer has been recruiting artists and commercial vendors since January. A mailing was done to all vendors who participated in the festival last year. Five weeks prior to the event a road closure notification will be mailed to all of the businesses and residences affected by the Festival and Fun Run. The mailing to the downtown businesses will also include an applicatiOn to reserve a space at the festival. The deadline for artist and vendor applications is February 28, 2000. The Tri-Valley Herald is the official newspaper sponsor for the festival and will be producing a tab section for the event, which will be distributed to subscribers in Dublin, Pleasanton, Livermore, San Ramon and Danville, as well as mailed to all non-subscribers in Dublin. In addition to the tab section, there will also be large advertisements in all of the ANG Newspapers including the Tri-Valley Herald, San Ramon Valley Herald, Oakland Tribune, The Argus, The Daily Review, and the Alameda Times-Star. Advertising has also been placed in the Contra Costa Newspapers and the San Francisco Chronicle. KKIQ, Z95.7, KFRC and KYCY are the official radio sponsors for the festival. Bay Cable Network, which coordinates advertising on cable stations such as TBS, A&E, and MTV, is the official TV sponsor. A banner advertising St. Patrick's Day on one side, and Dublin Pride Week on the other, will be hung over San Ramon Road the week prior to the event. Fun Run The 2na Annual Shamrock 5K Fun Run & Walk will be held on Sunday, March 19, 2000, beginning at 8:30 a.m. The run will start and finish at the Shamrock Village Shopping Center. Check-in and race day registration will be held in the parking lot in front of World of Shoes. Activities and entertainment will be held in this area before and after the race. To enhance the festive spirit, participants who are wearing green will receive a small gift at the finish line. The City produced 7,500 registration forms that will be distributed at all of the elementary schools in Dublin and mailed to over 2,000 runners in the Tri-Valley area. Additionally the race will be advertised in the Th-Valley Herald and the Runners Schedule, which is Northern California's Largest Running Magazine and website. Major sponsors for the Fun Run include World of Shoes, BYOG, Pacific Care Secure Horizons, the Th-Valley Herald and Enea Properties. Festival and Fun Run Volunteers Volunteers are still needed to work at the Festival and Fun Run. Volunteers can earn an hourly stipend that will be donated to the non-profit organization of their choice. Positions available for the festival include beverage pourers, setup and cleanup crews, booth sitters, greeters and parking lot attendants. Positions available for the Fun Run include course monitors, registration workers, and finish line volunteers. In the past the City conducted volunteer training prior to the events. These trainings were not effective because only one or two representatives from each group usually attended them. Many times the information from the training was not disseminated accurately to the individual volunteers. Therefore this year, two weeks prior to the event, each individual volunteer will receive a confirmation in the mail. The confirmation will contain detailed instructions and a volunteer, job description. -2- City Councilmember Parade Float During the 1999 St. Patrick's Day Parade, Staff coordinated a float entry for the City Council. The City Council's float consisted of a flat bed truck with straw for seats, signage, a balloon arch and festive decorations. The City Manager drove the truck along the parade route. In preparing for the Year 2000 Parade, Staff would like to offer several altematives for the Council to considering when planning their Council float entry: o Antique Cars. Each Councilmember would ride in an antique car. Councilmembers could ride alone or select their spouse or a child to ride with them. The selected Car Club would provide the driver of the vehicle. There would be signage on each vehicle identifying the rider(s). . Golf Carts. Councilmembers would be able to drive alone or buddy-up in rented green golf carts that would be decorated for the occasion. Councilmembers could drive or be driven along the parade route. There would be signage on each cart identifying the rider(s). o City Council Float. Councilmembers would ride together in a flat bed track that was theme decorated with signage. This alternative is similar to last year's entry. . Walking. Councilmembers would walk the parade route together. Festive balloons and signage would be developed for this alternative. Other Alternatives. The City Council may have other alternatives that are fe'asible for the parade entry. A modest budget is available for the City Council's float entry. In the past, the Council's float has been prepared the morning of the parade with Staff and Council volunteers. At this time, Staff is requesting direction from the Council as to their selection for the Year 2000 St. Patrick's Day Parade Float.
