The project includes parking for twelve vehicles, along with double-gated entry, 4' black chain link fence, water fountain, covered garbage cans, pooper- scooper stations, benches, wheelchair access, site landscaping and turf grass surfacing. As part of the bid package Staff included the two alternates primarily to achieve some flexibility in meeting the project intent and budget. The two alternates are 1) add dog agility course for large dogs; and 2) substitute seeded turf grass with sodded turf grass. Bid Results After a three-week bid period, on August 7, 2006 the City received bids from Robert A. Bothman and Jensen Corporation. As discussed above in the financial statement, the low bid from Robert A. Bothman exceeds the available budget by $18,531 (including both alternates and a 10% contingency). The City Council has four options in terms of including or not including alternates in the project. Originally, the project budget included costs for a potable water connection, since it has been determined that recycled water is available for irrigation the connection fees are significantly lower. This is what accounts for the availability of funds for construction. For the award of bid, it is recommended that the City Council award the base bid to Robert A. Bothman and determine whether any or all of the alternates should be included. Staffhas prepared two resolutions. The first resolution in Attachment 1 is for the base bid without alternates. The second resolution in Attachment 2 is for the base bid with both alternates. If both alternates are included, it is recommended that the City Council approve the budget change in Attachment 3. If City Council elects to include only one alternate, it will be necessary to revise the amounts in the resolution Attachment 2 and budget change Attachment 3. BOTHMAN, INCORPORATED. WHEREAS, the City of Dublin did, on August 7th, 2006, publicly open, examine and declare all sealed bids for doing the work described in the approved Plans and Specifications for Contract No. 06-07, which Plans and Specifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to determine the lowest bid which was responsive to the requirements of the bid documents; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award Contract No. 06-07 to the lowest responsible bidder therefor, to wit, Robert A. Bothman, Incorporated, at a base bid of four hundred twenty-four thousand four hundred and seventy-four dollars ($424,474) the particulars of which bid are on file in the office ofthe City Engineer.
