EXHIBIT A
SCOPE OF SERVICES
Project Description
Thc proposed project entails thc development of a comprehensive.master plan for the new
approximately 60-acre Fallon Sports Park which is located on Fallon Road between the
Gleason Road and Central parkway in Eastern Dublin.
The City Park Standards as contained in the Parks and Recreation Master Plan envision that thais
park should offer a park facility to accommodate thc majority of competition ball fields in the
City. Thc park activities will focus primarily on sports facilities such as baseball and soccer ·
however, other recreational opportunities that attract a wide range of local age groups and
interests should also bc explored. These features could include; informal open space areas,
unique natural and cultural areas as well as group picnic areas, bicycling and hiking trails.
An extensiVe community input process is anticipated for this project. The consultant will be
working closely with a communitY task force to identify the recreational needs of the residents
who reside in the proximity of the park as well as the recreational needs of thc overall Dub!in
community who will bc served by the park.
As part of the design process, it is anticipated that the consultant will be primarily assessing the
development potential of thc approximately 60-acre Fallon Sports Park. Currently, the City is
studying the possibility of relocating a master plauncd community center located at the Emerald
Glen Park. Through this evaluation, it may be determined that thc community center would be
better suited for the Fallon Sports Park, The consultant should consider this potential.
Work to be undertaken as part of this project includes, but is not limited to:
· Review of the Parks and Recreation Master Plan and other related planning documents.~
· Evaluation of existing inventory of park and recreational facilities.
· Assessment and prioritization of recreational needs of thc community.
· Site Survey and preliminary mass grading plan.
· Preparation of opportunities and constraints map of thc site.
· Preparation of preliminary design alternatives for thc site.
· Preparation of master plan identifying recreational amenities planned for the site
including the location and configuration of all site elements.
· Preparation of phasing plan for the park which identifies logical' phases for development
of the park and designates the park and recreational amenities which will be included in
each phase.
· Preparation of a preliminary cost estimate for the proposed project.
Consulting Services Agreement between February 2004
City of Dublin and Carducci & Associates, Inc.--Exhibit B Page 1 of 8
The City anticipates a high level of interest in this project. The consultant shall prepare: a
proposed public input process that incorporates meetings with the Task Force, stakeholders, a
minimum of two (2) Parks and Community Services Commission meetings and two (2) CounCil
meetings. '
In conjunction with the master planning process the City is requiring a mass grading plan for the
site. The Developers in the East Dublin area are currently grading for site infrastructure and the
City would benefit from excess fill from these operations being placed on the park site to rai:se
grades to adjacent property boundaries. The mass grading plan will provide a bench mark for the
developers to place fill as operations are underway. Note that this will be a priority and shall be
shown in the schedule as a separate item.

Dear Ms. Lichtenstein:
Dublin Little League received the enclosed application for the City of Dublin Fallon
Sports Park Task Force and is happy to submit two individuals to represent Dublin Little
League for this important Task Force.
Both are members of the Dublin Little League Board of Directors and both are well-
known and respected in the community. Mr. Jim North is past president of Dublin Little
League and Mrs. Ellen Silky lives in east Dublin and has been very active to help
improve education in her community.
Dublin Little League is honored to be asked to participate in this Task Force and know
we can offer insight into park planning, Specifically as it relates to baseball field
placement and construction. As reported in September 2003, to Mr. Rich Jochner and the
Dublin Youth Sports Liaison Committee, we have experienced problems with baseballs
being hit into the tennis courts at Emerald Glen and we would hope that these problems
can be eliminated in future Dublin parks.
I have completed the application with both Mr. North's and Mrs. Silky's contact
information. If you have any questions of me, you can reach me during the day at 236-
6371 or evening at 833-0646. Thank you and good luck with the Fallon Sports Park Task
Force. IfI, or Dublin Little League, can be of any further assistance, please do not
hesitate to call me.
