National League of Cities Voting Delegate Appointment

RECOMMENDATION:

Staff recommends that the City Council confirm the Mayor's
appointment of Councilmember Kate Ann Scholz as voting delegate
and Vice Mayor Kasie Hildenbrand as alternate for the National
League of Cities annual conference in November 2007 and direct
Staff to notify the organization of these appointments.
FINANCIAL STATEMENT:
None.
DESCRIPTION: At the City Council Meeting of September 18,2007, Council
directed Staffto prepare a report indicating the Mayor's recommendation for a Councilmember
appointment .as a delegate for the November 2007 National League of Cities (NLC) annual conference.
This is in response to the City's recent application for membership in the NLC. Specifically, the City
needs to have a voting delegate and an alternate, should the primary delegate not be able to attend,
appointed to vote on the City's behalf at the conference.
. To fill these vacancies, Mayor Lockhart has recommended the appointed of Council member Kate Ann
Scholz as the City's voting delegate and Vice Mayor Kasie Hildenbrand as her alternate. This is an ad-hoc
appointment, allowing the City to be an active participant at the November conference. Future delegate
appointments will occur as part of the Mayor's annual City Councilmember appointments and
assignments, which normally occurs each December. The appointment in December 2007 will be for the
NLC's annual Congress of Cities, scheduled for March 2008, and the annual conference in November
2008.
RECOMMENDATION: Staff recommends that the City Council confirm the Mayor's
appointment of Council member Kate Ann Scholz as voting delegate and Vice Mayor Kasie Hildenbrand
as alternate for the National League of Cities annual conference in November 2007 and direct Staff to
notify the organization of these appointments.
