Inspections are included in existing contract overhead charges. DESCRIPTION: The City Council, m its meeting of August 7, 2001, directed Staff to expand the existing MCE reporting system to include a Quality Assurance Program. The previous monthly reporting system detailed the quantity of work being done, but was missing the element of how well the work was being performed. In response to Council's direction, MCE has now developed a Quality Assurance Program that sets standards of maintenance and provides for a monthly inspection program to judge how well the work is being performed, together with the condition of the improvements. The condition assessment will direct the emphasis of the maintenance, as well as identify capital improvement needs. In addition, this Program causes maintenance workers to be more aware of the improvement conditions, as well as encourages the workers to identify, in writing, what improvements need to be made. MCE will make a presentation at the City Council Meeting that will provide the City Council with an overview of the changes that have been implemented. Staff recommends that Council receive this presentation and provide comments as deemed appropriate. COPIES TO: MCE ITEM NO. G:assessdi\Dougherty\agst quality assurance program.doc REPORT ON MEETING WITH INTERESTED PROPERTY OWNERS IN THE DOUGHERTY ASSESSMENT DISTRICT WednesdaY, October 24, 2001 As a result of the DOugherty Assessment District Public Hearing in August, Staff developed a program to improve selected prominent areas within the District and met with those property owners that had expressed an interest in participating in the planning of future improvements. The meeting was attended by homeowners from the single-family area of the Villages Development, as well as property managers from the Cottonwood and Parkwood apartment complexes. Staff presented possible improvements and selected maintenance frequencies that could be reduced in order to generate monies to pay for the new improvements. The property owners were able to come to a consensus on priorities for improvements, as well as types of plantings they would like to see installed. The priorities agreed upon were: 1) Park improvements along the Dougherty Road frontage: Replace ground cover with turf and improve the Wildwood Road and Willow Creek Drive corners similar to the northwest corner of Dougherty Road and Amador Valley Blvd. (City Park maintenance monies). 2) Concentrate on entry Corners before roadside and median landscaping. .3) The first entryway improvements to be installed would go in at the northwest corner of Amador Valley Blvd. and Wildwood Road and the northwest corner of Dougherty Road and Willow Creek Drive. 4) If funds are available, the next priority would be the northwest corner of Willow Creek Drive and Fall Creek Road. 5) The next priority would be the southwest corner of Dougherty Road and Fall Creek Road. Staff will be meeting with the multi-family project representatives over the next three or four months to receive input on establishing priorities for the landscaping along Wildwood Road and Fall Creek Road. In addition, Staff will meet again in March 2002 with the original group of interested property owners to review progress on the prioritized improvements and to plan out future improvements. g: assessdi\Dougherty\Meeting Report ATTACHMENT 1
