FINANCIAL STATEMENT: $104,785 is available for public art for the Shannon Community Center in the 2006-2011 Capital Improvement Program DESCRIPTION: The City's Public Art Master Plan was adopted in March 2006 and identified the Shannon Community Center as an opportunity for public art. In July 2006, the City Council determined that 1 % of the total capital project budget for the Shannon Community Center (or $104,785) should be allocated for public art. At the September 14, 2006 City Council meeting, the Council approved the following locations, types of artwork and funding amounts for the Shannon Community Center: . Murals (painted, mosaic, fabric, etc.) to be located in one to three potential locations including the Preschool courtyard, Lobby wall and Tower wall. Amount to be allocated is $35,000. . Furniture in the Lobby (up to 4 benches and 1 coffee table) to be fabricated from the original cedar wood from the old Shannon Center. Amount to be allocated is $15,000. . Outdoor Entry features such as sculptures or fixtures on the Bridge or Courtyard, or both. Amount to be allocated is $50,000. At the September 14th meeting, the Council also approved the formation of an Art Selection Committee to work with Staff on selection of the public art. In January 2007, a Request for Qualifications was sent to 650 California artists to submit their work (Attachment 1). Nineteen artist submittals were received. The Art Selection Committee met several times to review the works of the nineteen responding artists/artist teams and selected seven semi-finalists for personal interviews. Of these semi-finalists, there was not an acceptable candidate for furniture wood art for the Lobby. Based on the interviews, the Selection Committee chose five artists/artist teams to develop maquettes for the Shannon Community Center. The maquettes were displayed at the Civic Center in late August and September for public comment. The comment cards completed as a result of the display were provided to the Committee and after careful thought and consideration; the Committee has chosen three finalists for the project. The finalists include mosaic tile artwork at the outdoor fountain and bridge by Margarita Soyfertis, a monumental bas relief on the lobby wall by Colin Lambert and Peter Adams and two murals by Tricia George (formerly Tricia Sheridan) on the indoor tower wall and outdoor preschool courtyard wall. Mosaic Tile Artwork: Artist Margarita Soyfertis received a B.A. in Pine Arts/Arts Design from the College of Industrial Arts, Kiev, Ukraine in 1982. She has taught art at a number of educational institutions and has been a working artist for a number of years. She has worked as an individual artist as well as on artist teams, and has completed a number of art installations in California over the past four years including; a mosaic mural in San Jose, mosaic sculpture in Los Altos and a number of flat mosaics for private collections. She has also participated in a number of art exhibits over the years. For the outdoor fountain and bridge, the artist proposes to install decorative abstract mosaic elements (Attachment 2). The idea of the project is to make decorative mosaics on the bridge and the fountain as a symbolic connection between the community and nature. A mosaic design featuring two swans will be installed in the bottom of the fountain. The abstract design will be carried forward to the bridge, with a design shaped as spiral lines going in opposite directions approximately 2 ft. wide along the perimeter of each side of the bridge. All the mosaics will be cast into cement or stone surfaces at the fountain and bridge and remain flat for safety purposes. Monumental Bas Relief: Artists Colin Lambert & Peter Adams have worked as a team for the past 25 years on numerous projects and view themselves as "sculptor story tellers". The artists have their own studio (Mariposa Studio) and have recently completed two projects together; a bas relief "portrait" for the City of Sacramento and a public sculpture for Ocean View Park in the City of Albany. Some other installations by the team include a 25 foot bronze and limestone pool for Yuba County, a fiberglass and ceramic tile piece in Hertfordshire, UK, and a bronze sculpture for the Renaissance Vineyard and winery in Oregon House, California. For the lobby wall, the artists propose a monumental bas relief (low relief) entitled "Tree in the Center of the World" (Attachment 3). The art piece will seem to be carved from a single 7 ft. high x 9 ft. wide x 6 inch deep slab of limestone. In reality the piece will be cast in a white cement based "faux-limestone" weighing less than 700 lbs. The panel will be mounted on the wall near the front windows of the lobby to benefit from streaming daylight and supplemented by flood lights to dramatically reveal the visually rich and textured depiction of a grand Valley Oak. A statement concerning the native Californian's concept of community will be embedded within the deep grooves of the oak tree. :LD,{3 Murals-Preschool Area: Artist Tricia George has created and installed 17 murals over the past twelve years in several states, including California, Pennsylvania, Ohio, Massachusetts and New York. She holds a B.A. degree in Visual Art/Art Education from Dowling College, New York and has been an artist and arts professor at Indiana University in Pennsylvania. She recently collaborated with another artist on the wall murals for the Dublin Heritage Center's "The Journey" Exhibit in 2006. The artist's proposal includes two painted murals; one on the interior tower wall facing the preschool room entitled, "Community" and one on the exterior wall & wall panels enclosing the preschool play yard, entitled "In My World" (Attachment 4). "Community" holds simple building blocks which spell out the word community in a trompe l'oeil style (to deceive the eye). The blocks symbolically represent the different stages of development, each block building on our past to create our future, thus creating the stability that is found within a community. "In My World" works directly with the natural surroundings of the Shannon Center by taking a slice of the river/creek and depicting it in a realistic manner. Since our environment is home to so many animal species, the 16 ft. wide mural features many living creatures that live in and off the river banks. Complimenting the wall mural are several 3 ft. wide wall panels (separated by fencing) depicting fossilized creatures that dwelled by the rivers centuries ago, to remind us that although we are always evolving and growing, the aspects of the earth potentially remain the same. Since no furniture artist was identified, and given the scope of work required for the final artworks, Staff recommends that the allocated funds of $100,000 be re-distributed as follows, with $5,000 left as a contingency: . $40,000 for the outdoor mosaic tiles by Margarita Soyfertis. . $35,000 for the mural relief in the lobby by Colin Lambert & Peter Adams. . $20,000 for two murals on the tower wall & outdoor preschool wall by Tricia George. The Parks and Community Services Commission considered the artwork at its November 19, 2007 meeting and the Heritage and Cultural Arts Commission considered the artwork at its December 6, 2007 meeting; both Commissions unanimously recommended the artwork designs for approval by the City Council. RECOMMENDATION: It is the recommendation of Staffthat the City Council approve public art for Shannon Community Center or provide alternate direction to Staff. Following approval of the artwork, Staff will finalize an agreement with the artists. The City of Dublin is requesting experienced artists or artist teams to submit qualifications for the creation of designs unique to the community of Dublin for its new Shannon Community Center. Art- ists will be asked to design and implement works of art in several different areas of the new Center, scheduled for completion in Fall 2008. While the design for the facility has been completed, there are opportunities for artists to have significant visual impact. The selected artists or artist teams will . be responsible for providing tech- nical plans, specifications, fabrica- tion and installation of public art. The new Shannon Community Center will replace the existing structure at the same location in the western area of Dublin. The architects have designed the new building to reflect the pride and diverse heritage that is Dublin. The Center is estimated to include approximately 19,000 square feet of space and will provide for a banquet hall for 300 people, a catering kitchen, two preschool classrooms, flexible meeting rooms, staff area, and support spaces.
