Approve Budget Change FINANCIAL STATEMENT: The 2001-2002 Budget included $2,500 for creation of the new sculpture. An additional $1,200 would be required for the internal framework. DESCRIPTION: After the vandalism that severely damaged the sculpture "GAIL", on March 6, 2001, the City Council approved the restoration of "GAIL" and the creation a new sculpture by Oakland artist Katherine Keefer for the Civic Center Courtyard. The new sculpture would be a ceramic figure having the same life-like appearance as the original "GAIL" and would be located on a bench in the Courtyard. The figure would be reinforced with concrete and rebar and attached to the bench. Ms. Keefer completed the restoration of "GAIL" and installed the figure in the Civic Center Lobby. For the new piece, Ms. Keefer proposes a life size ceramic sculpture of a father and son. Attachment 1 is a photograph representing the artist's basic concept for the work. While completing the restoration of the "GAIL" figure, Ms. Keefer discovered that the cost of secure reinforcement of the new ceramic figure would be much higher than her original estimate. Prior to the restoration work, Ms. Keefer maintained that simple concrete and rebar would suffice. During the work on "GAIL", she discovered that in order to properly secure the new sculpture, a complete welded internal structure would be required. The internal structure would be constructed separately. The internal structure and the ceramic figure would be assembled on site in the Courtyard. Ms. Keefer is a ceramicist and would be required to engage a welder for the internal work, resulting in the additional cost. The 2001-2002 Budget included $2,500 for the new sculpture. In addition to the $2,500 sculpture cost, Ms. Keefer has obtained a quote of $1,200 for the creation of the internal framework including, rebar, welding, concrete and installation. Z2- G:\Hrtg Cult Art Comm\Council\124artcivic.doc On November 15, 2001, the Heritage and Cultural Arts Commission reviewed the design proposal and recommends approval of the proposed artwork design and the budget modification required to provide the needed infrastructure.
