FINANCIAL STATEMENT: The City of Dublin has entered into a contract with Godbe Research in Fiscal Year 2004-2005 not to exceed $30,000. DESCRIPTION: . On February 15, 2005 the City Council authorized entering into an agreement with GOd. be Research to conduct a housing needs survey for the City of Dublin. The intent of the survey was to provide justification in producing future housing programs, crafting programs listed on the City Council's Goals and Objectives and eliminating programs not viewed as needed by the residents and businesses surveyed. On May 17, 2005 Godbe Research presented the questionnaires to be used for a resident survey and for a business survey to the City Council for comments or suggestions. Based on these comments the survey instrument was finalized and the survey of 100 Dublin businesses and the survey of 400 Dublin residences were conducted. Both of these surveys have been completed and Godbe Research staff will present the results to the City Council. Attached to this Staff Report is the report resulting from the survey conducted. Although the survey demonstrated that housing was not the most pressing concern of residents, both in the residential and business surveys the answers displayed a high degree of interest in housing issues in the community. Both businesses and residences indicate.that affordable ownership housing is housing that is sold well below the current median price in Dublin (May 2005 Bay East Assoc of Realtors statistics is $773,650 for single family homes and $565,000 for condominiums). ITEM NO. 7#2., The resident survey listed various housing programs or neighborhood related services to obtain information from residents on the perceived importance of various programs. The programs listed,inthe survey included 1) affordable housing for low-income families, 2) financial assistance for first-time homebuyers, 3) assistance in finding potential shared living partners, 4) senior housing, 5) community services such as medical facilities and day care in neighborhood, 6) home repair loans for lowcincome . homeowners, 7) access to legal resources for victims of housing discrimination, 8) emergency shelters and transitional housing for homeless, and, 9) assistance with development of second units. All of these programs ate listed in the current Dublin Housing Element as programs the City may be able to provide. Of the housing programs listed in the survey" fmancial assistance for first-time homebuyers" "senior housing" and "affordable housing for low-income families" were rated as most important. In this sense the First Time Homebuyer Program, and the affordable rental developments (Wicklow Square, Fairway Ranch, E.A.H. Transit Center affordable apartments) all high priorities of the City Council, are right on target. Of the housing programs listed as least important were "assistance with the development of second units" and, "assistance in finding potential shared living partners." Detailed analysis and cross tabulations of fmdings are provided in the report attached to this Staff Report. This report, along with the presentation tonight will provide much more detail on the findings of the Housing Needs Survey. RECOMMENDATION: Staff recommends that the City Council receive the Staff Report and attached Survey Report; receive the presentation by Godbe Research and direct Staff to utilize the survey results in the development of the Five Year Housing Plan, the future Housing Element, and in the development of housing programs. ...".¡:.... This report is organized into the following sections: · The Conclusions and Racommendations section highlights the major findings of the research and provides recommendations to the City of Dublin concarning housing programs and services. · The Key Findings sections (Resident and Business) offer a question-by-question anaiysis of the surveys. · Appendix A explains the methods and procedures used to conduct this research. This section also axplains how to interpret the detailed crosstabulation tables in Appendix C. · Appendix B provides the questionnaire with overall topline results. · Appendix C presents the complete crosstabulation tables. Just under 17 percent indicated that they owned a condominium or townhouse. For those respondents that indicated a desira to purchase a home within the next year, 35 parcent stated an intention to look at purchasing a townhouse or condominium. Although this analysis does not show a direct need to build or promote condos and townhouses, it does Indicate a need for less expensive housing options in the City of Dublin. The afford ability aspect of condos and townhouses will be explored further within the report. The first clue is the follow up question to those respondents that reported a desire to move outside the City. Twelve percent stated DUblin was "Too expensive:' It can be Inferred that a large portion of these individuals cannot afford to purchase a home in Dublin and hence their response. Another key finding points at what respondents feel is affordable versus what median homes prices are in actuality. In the survey of residents, when asked what price range of housing do you feel is affordable in Dublin, the median response was $500.000. Within the business survey, employers felt their employees could afford a $300,000 home. The California Association of Realtors have calculated the median home price of a Dublin residence at $650,000 for April of 2005. Until household income catches up with home prices or home prices stagnate or decline. this gap will continue to grow. · One final piece of information that points to this conclusion is the result to the question of "For the employees that live outside Dublin. what would motivate them to move within Dublin?" Nearly three in four responses revolved around the need for lower housing çosts. As previously mentioned. employers feel, on average, their employees can only afford homes around the $300,000 price range. These empioyees tend to be young es 60 percent of businesses report the average age of their employees is below 40, The majority of employees (49%) commute between 10 and 25 miles to get to their Dublin place of employment and 88 percent use a car as their primary mode of trensportation. There are two primary tactics that can be used to help address the needs of employees within Dubiin. For one, affordable housing - not only an increase in the availability of affordable housing, but programs and services that are geared to low- income individuals and firs! time home buying. The second tactic is the promotion of local transit agencies such as BART and the ACE Train. SUMM.,A,RY Introduction In June 2005, the City of Dublin hired Godbe Research to conduct a survey of residents and businesses within Dublin. The primary objectives of the research were to: identify the most important issue facing the City, determine future demand for several different types of housing, gauge the need for housing services and programs. determine an affordable price range of housing in the City of Dublin, and segment results by key demographic variables to uncover any differences. 8urnmmv of Survey MethodoloQ~ A representative sample of 400 residents and 101 businesses in the City of Dublin completed an interview In English. The random digit dial (ROD) sample was drawn from a total universe of 23,691 adult residents in the City of Dublin. The City of Dublin provided Godbe with a list of businesses through the business license on record wnh the City. In total. Godbe had 1,000 business contacts of which to call. Interviews were conducted from May 23 to June 16, 2005 and each interview typically lasted between 10 and 12 minutes. The maximum margin of error for questions answered by all 400 respondents is +/-4.86 percent. Res'aeril SI)rv0'{ KEY FINDINGS - RESIDENT SURVEY Issues of Importanœ The first substantive question of the survey presented a series of community issues and esked respondents how important eech issue was to them personally. Answers were coded using a scale of "Extremely important' " +3. "Very important" " +2, "Somewhat important" ~ +1. and "Not at all important" ~ 0, The aggregate responses to each Item are presented below in the form of a mean, which is simply a summary statistic obtained by taking the overall average of the response codes for the entire sample. A mean of +2 for example, indicates that. overall, respondents felt that the issue was "Very important." Viewed broadly, the City was interested in using survey research to: · Determine future demand for different types of housing: · Gauge the need for selected housing services and programs: · Determine an affordable price range of housing In the City of Dublin; · Assess the number of home owners looking to sell their home in the future; and · Profile the demographic, attitudinal, and behavioral characteristics of adult residents in the City of Dublin. Survey Methodology Table 5 briefly outlines the methodology utilized in the survey. A representative sample of 400 adult residents in the City of Dublin and 101 businesses completed an interview in English. Based on 2000 censUs data, the sample was drawn from a total universe of 23,691 adult residents from the City of Dublin. Interviews were conducted from May 23 through June 16, 2005. Interviewers first asked potential respondents a series of questions, referred to as "Screeners: which were used to ensure that the person lived within the City and was at least 18 years old. The first screener was used to correct one of the inherent tendencies of the ROD method to over-sample older residents and women. ROD samples typically over-represent women and older residents because they are often more likely to be home in the early evening or on the weekend and are also more likely to answer the telephone. In order to correct this bias, interviewers asked to speak to the youngest adult male currently available in the household. If en adult male was not available at the time of the call, the interviewer asked to speak to the youngest adult female currently available. Once collected, the data were compared with 2003 population projection data to examine possible differences between the sample and the population of residents 18 years and older within the City on major demographic variables.
