Time period for the Task Force; b. Composition of the Task Force; c. Number of members to be appointed to the Task Force; and d. Method of selecting members of the Task Force. DESCRIPTION: At the City Council meeting of September 4, 2001, the Council discussed the formation of a Housing Task Force. The Housing Task Force would work on the update to the Housing Element of the General Plan as well as other housing-related issues that the City Council may wish to assign for their review. Time Period: Staff is recommending that the Task Force be appointed for a period of one year. During this one-year period, the Task Force will work on the Housing Element and be available to the City Council for any other project that Council assigned. Should the City Council wish to extend the time period after a year, Staff could bring the item back to the City Council for an extension based on specific taskS and time frames. Composition of the Task Force: Based on discussions with the City's Consultant on the Housing Element, Jeff Goldman of Parsons Harland Bartholomew Associates, Inc., the Task Force should include: · A member or representative of special needs populations · A member of the senior community COPIES TO: G:LAgendas~2001 \cc- 10-16-01-HousingTaskForce.doc ITEM NO. A resident from an existing affordable housing complex · An affordable housing builder · A member of the market rate building community · Interested members of the community · A member of the City Council · A member of the Planning Commission. Number of Members of the Task Force: Staff recommends that a minimum of 7 members and a maximum of 15 members be appointed to the Task Force. This number will cover all the targeted populations mentioned above as well as allow for interested members of the community to participate. Selection of Task Force: Staff is recommending that an advertisement listing the types of members who should apply be placed in the newspaper. The Mayor would then appoint from those who applied and the City Council would confirm the appointments. It is anticipated that the Task Force will meet three times on the Housing Element. The first meeting would take place shortly after the Task Force is appointed. RECOMMENDATION: Staff recommends that the City Council give staff direction on the following: 1. Time period for the Task Force; 2. Composition of the Task Force; 3. Number of members to be appointed to the Task Force; and 4. Method of selecting members of the Task Force.
