Budget Change Form in the amount of $6,720 Budget Change Form in the amount of $26,720 Staff recommends that the City Council: 1) Direct Staff to apply for membership in the National League of Cities (NLC); 2) Appoint a City Council delegate and an alternate to vote on the City's behalf at the NLC's annual conference; 3) Adopt the budget change in the amount of $6,720 (includes City membership dues, air fare, registration fees, hotel, flight, taxi to/from airport, and approximately $200 for special activity attendance - seminars, luncheons, etc.) for the delegate's attendance at the conference events, Q! adopt the budget change in the amount of $26,720 (above costs are included) if Council would like to leave the option open for all Councilmembers to attend; or 4) Provide Staff with other direction. FINANCIAL STATEMENT: The annual cost of membership is $1,720. The cost of attendance at the National League of Cities two annual conference events for one Councilmember is $5,000 (includes air fare, registration fees, hotel, flight, taxi to/from airport, and $200 for special activity attendance - seminars, luncheon, etc.) or $25,000 for all Councilmembers to attend, resulting in total costs of either $6,720 for one or $26,720 for all with annual membership dues included. DESCRIPTION: At the September 4, 2007 City Council Meeting, Council directed Staffto move forward with processing the City's membership in the National League of Cities (NLC) as well as to prepare information on the financial impact of membership and attendance at its Annual COPY TO: Page 1 of2 ITEMNO.~ F:\Council\Agenda Statements\2007-2008\as-National League of Cities. doc o Conference and other events. Membership dues for the NLC are apportioned on a population basis from the most recent U.S. Census (Dublin's population was 29,973 in 2000). Therefore, ifthe City were to join the NLC, annual dues would amount to $1,720, which would be in effect until the next census in 2010. Annual Conference Informauon The NLC has indicated that the City will need to appoint one delegate and an alternate to vote at the annual conference, which occurs November 13th through the 1 ih of 2007, on behalf of the City. The projected cost of attending the upcoming conference in New Orleans is $2,500 per Councilmember (includes air fare, registration fees, hotel, flight, taxi to/from airport, and approximately $200 for special activity attendance - seminars, luncheon, etc.). Therefore, the total cost to send all Councilmembers to the conference would be $12,500. There is one additional significant event: the Congressional City Conference. This is a federal legislative update, which is held for cities each March in Washington D.C. Next year's event will be from March 8th through March 1ih in 2008. Attendance at this event will also be in the range of $2,500 per Councilmember to attend, which would include the same expenses listed for the annual conference.
