FINANCIAL STATEM T: The City of Dublin is eligible to receive an award of $186,700 from the federal government's Energy Efficiency and Conservation Block Grant (EECBG) program. DESCRIPTION: As a part of the American Recovery and Reinvestment Act of 2009, the federal government announced its plans to invest $3.2 billion in energy efficiency and conservation projects in U.S. cities, counties, states, territories, and Native American tribes. As a part of this funding, the Energy Efficiency and Conservation Block Grant (EECBG) program will provide formula grants for projects that reduce total energy usage and fossil fuel emissions, and improve energy efficiency nationwide. The City of Dublin is eligible to apply for a grant amount of $186,700 through the EECBG program, and City Staff from Public Works, Parks and Community Services and the City Manager's Office have researched the best options and analyzed potentiaLprojects that would be eligible for EECBG funding. Upon reviewing projects that would provide the most benefit to the City, Staff has recommended conversion of park lights to more efficient lighting technologies at one or more of the following five parks: Alamo Creek, Dolan, Kolb, Mape and Shannon. Final number of parks and lights within those parks will depend upon final costs of installation. Installing more efficient lighting in parks can have immense energy savings over the course of its useful life. In addition, the cost of energy with more efficient lighting is often lower than with current technology being utilized in other City park lights due to incentives from PG&E. Staff estimates that this project could potentially reduce energy use in the affected lights by up to 50% a year. Also, more efficient lighting utilizes low-maintenance fixtures that last longer than current fixtures, thereby, saving the City more money. Sustainability Impact Another desired outcome of the EECBG is "Improved air quality and related environmental and health indicators associated with the reduction of fossil fuel emissions." Since more efficient lighting will save COPY TO: Page 1 of 2 ITEM NO. ` C:\Documents and Settings\jordanflMy Documents\Green Practices\Energy\EECBG\061609 meeting\application agenda statement 061609.doc up to 50% in energy use per year, the reduction of fossil fuel emissions from this savings will be quite significant. Therefore, implementation of this project will help achieve future greenhouse gas reductions. Next Steps Upon approval from the City Council, Staff will prepare the EECBG application which is due June 25, 2009. When awarded the grant, all funds must be obligated/committed within 18 months of the effective date of the award, and expended within 36 months of the effective date of the award. Within 120 days of the award, the City must also prepare and submit an Energy Efficiency and Conservation Strategy (EECS). The EECS would describe the City's strategy (including measurable goals and objectives) for promoting energy efficiency, as well as outline the grant project in terms of its support of the strategy. RECOMMENDATION: Staff recommends the City Council adopt the resolution authorizing the filing of a grant application for the Energy Efficiency and Conservation Block Grant program. C:\Documents and Settings\jordanflMy Documents\Green Practices\Energy\EECBG\061609 meeting\application agenda statement 061609.doc l~l RESOLUTION NO. - 09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING THE FILING OF A GRANT APPLICATION FOR THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT PROGRAM. WHEREAS, the City of Dublin seeks to reduce energy usage, utility costs, maintenance expenditures, and greenhouse gas emissions through the conversion of City park lighting to more a more efficient lighting technology; and WHEREAS, the City of Dublin is eligible to receive $1$6,700 in formula-based Energy Efficiency and Conservation Block Grant funding as a part of the American Recovery and Reinvestment Act of 2009. WHEREAS, the "Energy Efficiency and Conservation. Block Grant Program (EECBG)" would significantly aid energy infrastructure needs for the City of Dublin; and WHEREAS, the EECBG program will assist the City in creating and implementing strategies to: • Reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the extent practicable, maximize benefits for energy use in the area; and • Reduce the total energy use of City facilities; and improve energy efficiency in the utility sector, and other appropriate sectors. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby authorize and direct Staff to file a grant application for the Energy Efficiency and Conservation Block Grant Formula Program Funds of $186,700 as part of the American Recovery and Reinvestment Act of 2009.
