Receive Presentation from Staff Approve artwork or provide alternate direction FINANCIAL STATEMENT: None DESCRIPTION: In 2004, the City Council approved a General Plan Amendment, Rezone, Tentative Parcel Map and Site Development Review for the San Ramon Village Plaza commercial center. These approvals changed the General Plan land use designation for the commercial center from General Commercial to Mixed-Use, and changed the zoning designation from Neighborhood Commercial to Planned Development to allow for the demolition of 34,000 square feet of existing commercial buildings, the construction of 56 multi-family residential units known as the "Willows", and the remodeling of the remaining 14,377 square foot commercial building. Today, San Ramon Village Plaza consists of 14,377 square feet of commercial uses including a pizzeria, a nail salon, a convenience store and a Pilipino restaurant. South of the commercial center are 56 residential town homes which are in various stages of construction. Approximately 35 units have been completed and are in the process of being sold to individual home buyers; the remaining 21 units are still under construction. The remodeling of the commercial center includes an entirely new stucco facade with various roof forms, columns, tower elements and awnings. Two outdoor plazas will be constructed at either end of the commercial building to encourage pedestrian activity and outdoor dining. The existing parking lot will be completely resurfaced and new landscaping will be planted throughout to soften the parking areas. COpy TO: BancorDevelopment Page 1 of2 ITEMNO.~ G:\COUNCIL\Agenda Statements\2007\7-17 San Ramon Village Public Art.doc Although the development is not subject to the Public Art Ordinance since the application was submitted well before the Public Art Master Plan and Ordinance were adopted, as a condition of construction, two public art elements were included in the project. For the residential portion of the project, the developer selected Sunnyvale artist, Rachel Davis, who designed a sculpture entitled "Entwined". The artwork was fabricated and installed in 2006 and is situated on the southwest corner of the development. For the commercial portion ofthe project, the developer has chosen local artist/designer Gary Winter. Mr. Winter has been an artist and designer for over thirty years. His accomplishments include a metal and wood sculpture for President Regan which is now displayed at the Presidential Library, four metal and wood sculptures for Ripley's Museum, and an extensive collection of Miniature Reproductions of Historical Buildings of the Valley. His local artwork includes a 10' x 12' mural for Valley Community Bank in Livermore, two 4' x 6' murals for Pure Girls on Main St. in Pleasanton, and a 12' x 25' mural for the Country Club Shopping Center in San Ramon. He is also in the process of completing a 16' x 54' mural at the corner ofSt. Mary's and Main St. in Pleasanton. Mr. Winter has proposed a large 12 ft. wide x 16 ft. high mural entitled "Horne" (Attachment 1), that will be painted on the outside wall on the northeast corner of the development (Attachment 2). The mural is a depiction of a massive oak tree standing proudly, as they have for hundreds of years. Within the mural one can see that the tree provides shelter, shade, food and hiding places for all of the local animals big and small. The colorful mural will consist of exterior acrylic paint, combining ten different colors for contrast and style. The surface will also be coated with a clear coat sealant to protect it from graffiti and UV damage. The location of the artwork will enable it to be easily viewed by those driving west on A1costa Boulevard (Attachment 3) and it will be illuminated by overhead lighting in the evening. On June 14, 2007, the Heritage and Cultural Arts Commission reviewed the artwork and location and unanimously recommended approval by the City Council. RECOMMENDATION: It is the recommendation of Staff that the City Council receive the presentation.
