St. Patrick's Day Parade Float

RECOMMENDATION: ~ Consider alternatives for Year 2001 City Council float entry and provide
direction to staff.
FINANCIAL STATEMENT: Sufficient funds are available in the Fiscal Year 2000/2001 budget to
cover the float expenses.
DESCRIPTION: During the 1999 St. Patrick's Day Parade, Staff coordinated a float entry
for the City Council. The City Council' s float consisted of a flat bed truck with straw for seats, signage, a
balloon arch and festive decorations· The City Manager drove the truck along the parade route.
The Year 2000 Parade entry included decorated golf carts for three City Councilmembers. Staff representatives
drove the golf carts. ' Councilmembers distributed small give-a-ways (from the Pride Week celebration) to the
crowds along the parade route. The golf carts had signage indicating the City Council person. (It was noted that
the cart should have more signage indicating th'e rider)
In preparing for the Year 2001 Parade, Staff would like to offer several alternatives for the Council to
considering when planning their Council float entry:
Antique Cars. Each Councilmember would ride in an antique car. Councilmembers could ride alone or
select their spouse or a child to ride with them. The selected Car Club would provide the driver of the
vehicle. There would be signage on each vehicle identifying the rider(s).
Golf Carts. Councilmembers would be able to drive alone or buddy-up in rented green golf carts that
would be decorated for the occasion. Councilmembers could drive or be driven along the parade route.
There would be front and back signage on each cart identifying the rider(s). This alternative is similar to
last year's entry.
City Council Float. Councilmembers would ride together in a flat bed truck that was theme decorated
with signage. This alternative is similar to the 1999 entry.
Walking. Councilmembers would walk the parade route together. Festive balloons and signage would
be developed for this alternative.
Other Alternatives. The City Council may have other alternatives that are feasible for the parade entry.
A modest budget is available for the float entry. In the past, the Council' s float has been prepared the morning
of the parade with Staff and Council volunteers.
At this time, Staff is requesting direction from the Council as to their selection for the Year 2001 St. Patrick' s
Day Parade Float.

Parade Facts, Policy and Regulations
In return for being invited to participate in the
Annual Dublin Lions Club St. Patrick's Day
Parade, to be presented on SatUrday March 17,
2001 all participants agree to the following:
In consideration of our inclusion as a participant in the 2001 St. Patrick'S Day Parade and other
good valuable consideration, receipt of which is hereby acknowledged, participant agrees to
indemnify and hold harmless the Dublin Lions Club and Lions International and their members,
agents, performers, and/or volunteers from. any claims, demands, costs or judgments arising
from participant's involvement in the 2001 St. Patrick's Day Parade.
All mechanical equipment must be in sound mechanical condition, equipped with a tow bar or
chain, mounted in the front of the vehicle; carry an emergency portable fire extinguisher; be at
assigned formation position and ready for inspection by the Dublin Fire Department and
Parade Committee.
3. Entry must be covered by adequate insurance.
4. No commercial advertising of any kind is allowed without prior written approval from the
Parade Committee.
5. All signs are to be approved in writing by the Parade Committee.
6. No objects of any kind are to be thrown at the parade spectators.
7. All sound-equipment entries must specify type of equipment and use of sound upon the
appropriate Parade Application.
8. No philosophical, political, or religious messages may be incorporated into the signs or used
on any entry in the parade without permission of the Parade Committee.
9. Placement in the line of march of the Parade is at the sole discretion of the Parade
Committee.
10. AI__tl vehicles to be entered must be decorated and distinctive and/or occupants in said
vehicle(s) in appropriate costume.
11. NOTE: This is and always has been a good time parade.

GREETINGS AGAIN!
It's hard to believe ST. PATRICK'S DAY is just around the corner. In just two short months,
the DUBLIN LIONS CLUB will be hosting its ANNUAL ST. PATRICK'S DAY PARADE. This
years parade will take place on SATURDAY MARCH 17, 2001 beginning at 9:30 a.m.
As the Chairperson for the 2001 DUBLIN LIONS CLUB ST. PATRICK'S DAY PARADE
committee, I would like to extend to you our cordial invitation to join with us in celebrating
OUR day by participating in'our parade. Our emphasis has always been on having a good
time and demonstrating to the adjoining communities our sincere community spirit.
Following the parade, the City of Dublin, plans to continue the celebration with entertainment,
games, and, of course, your choice of a wide variety of culinary delights. Dublin's' celebration
will be held on Amador Valley Blvd.
We sincerely look forward to seeing you and yours at the parade on Saturday March 17, 2001.
The deadline for filing your application for participation is February 28, 2001. Due to the
increased cost of insurance, advertising, mailing and permits, we can no longer wave our
entry fee to special groups. The entry- fee for participation in the parade is $30.00 (per
entry, not individual participant). The entry fee must be submitted with the completed
application. Your check or money order should be made out to:
"DUBLIN LIONS CLUB"
To avoid confusion, approximately two weeks before the parade you will receive a
letter as a parade participant. Along with that letter, you will receive an instruction sheet
relating to the parade and a map designating the point of origin and termination, and the
setup area.

made no representation, promises or guarantees regarding parade positions, media coverage
or preferential treatment of any kind.
