Item 8.1 Truncated Domes
CITY CLERK File # nlð1~[QJ-~~ . AGENDA STATEMENT CITY COUNCIL MEETING DATE: December 7,2004 SUBJECT: Approval of Color of Truncated Domes Report Prepared by: Melissa Morton, Public Works Director ATTACHMENTS: I) 2) Resolution approving Color of Truncated Domes Photograph of installed domes and standard plan drawings RECOMMENDATION: ~ FINANCIAL "'A~' Adopt resolution approving the color of Federal Yellow for Truncated Domesto be placed in handicap ramps. There is no Financial Impact to the City. DESCRIPTION: A number of questions have been raised by various agencies concerning the use of detectable warnings, specifically truncated domes, when constructing or altering curb ramps. Truncated domes are the standard design requirement for detectable warnings for determining the boundary between the sidewalk and street by people with visual disabilities. _Detectable warnings (truncated doinesr'~re required in 1991 by the Americans with Disabilities Act Accessible Guideline (ADAAG) (regulatory standards) for hazardous vehicular ways, transit platform edges, and curb ramps. A suspension was placed on requiring detectable warnings at curb ramps and hazardous vehicular ways, but not for transit platform edges, in order to conduct research on the performance of detectability. The DOJ (Department of Justice) continued the suspension through July 26, 200 I, allowing 10 years to conduct research. The research determined that other designs used in place of truncated domes such as grooves, striations, and exposed aggregate, were not detectable in the sidewalk and roadwayenvirorunent due to similarities to other surface textures and defects. Truncated domes are a unique design that can be detected underfoot and with a cane. Other surfaces are not considered ADA equivalent and, therefore, do not comply with ADA requirements. Both the FHW A (the Federal Highway Administration) and the U.S. Access Board are encouraging use of the new design over the original. Choosing which color of truncated domes to be used has been a challenge since the guideline only requires the color to contrast with the color of adjoining surfaces. However, CalTrans recently adopted the Federal Yellow color as its standard, as have many other cities. The choice of yellow has been used in the past per California Building Code, Title 24; at transit boarding platforms, and yellow is the last visible color to be seen by someone before completely losing their eyesight. Most of the City's standards refer to CalTrans Standards and Specifications for construction; and although manufacturers have other colors available, Staff recommends using the Federal Yellow color for the aforementioned reasons. Therefore, Staff recommends that the City Council adopt the Resolution approving the color of Federal . :~1~0~~ f~~ ~~~c~a~e~ ~~~~s_ t~ ~~ ~I~~~ ~n~ ~~~i~a~ :~~s~ _ ~ ~ _ " " " " ~ _ _ ~ _ _ _ . ~ . . ~ . ~ ~ . . .
