FINANCIAL STATEMENT: None
DESCRIPTION: The City Council approved the design for the Ulferts Development
to be located at the northwest comer of the overall Koll office complex. The original Koll approval
envisioned either a retail development on this site or a small boutique hotel. The project consists of up to
25,000 square feet of restaurant use with the anchor tenant being the Ulferts Furniture store. Unique
features of the development include contemporary architecture utilizing many of the same components of
the Koll office buildings. Several additional materials are used to give the site unique and distinctive
architecture while blending with the surrounding buildings. Although the project fronts Dublin Boulevard
and the existing Bank of America structure, the rear of the building facing the Koll offices and the OM
Auto Mall also give the appearance of a "front", so that no one is looking at the back of a structure.
As a condition of construction, the City Council has required the developer, Ulferts Center Dublin, Inc., to
include a public art element in the project. The developer has selected Hong Kong artist, Aries Lee, to
create the artwork for the project. Mr. Lee, Staff and representatives for the developer met on several
occasions to refine the design for the artwork.
Mr. Lee received both a B.F.A. and M.F.A. from Tokyo National University, graduating in 1971. He
specializes in metal, as well as wood and clay. Mr. Aries has completed over twenty pieces of outdoor
sculpture for the public in Hong Kong. He established a studio in Japan in 1987 and a second studio in
San Francisco in 1993. Mr. Aries has received numerous awards throughout his impressive career, some
of which include; Tokyo International Prize of Art & Crafts (1969), Hong Kong Arts Center Mural

Competition First Prize Award (1974), Hong Kong Urban Council Sculpture Art Award (1977),
Commission Award of three sculptures for Hong Kong Convention Center unveiled by the Prince &
Princess of Wales (1990) and Hong Kong Sculptor of the Year (1991). He has also conducted several
group shows in Tokyo, Hong Kong, Taipei and San Francisco.
Mr. Lee has proposed a sculpture that will compliment the many restaurants incorporated into the Ulferts
Center. The art piece, entitled "Festivity", (pronounced "Hei") means double happiness and has a
reference to the joy and exhilaration that a gathering place elicits. The sculpture uses the symbols of
Chopsticks and Dim Sum, often regarded as the iconic symbols of Chinese culture and cuisine, in an
abstract manner to express a sense of joyous emotion brought about by festivity. Like the kind of variety
that the Ulferts Center offers, "Festivity" is a fusion of Asian and international flavors that is stylized by a
mix of Pop Art and Minimal Art. In Chinese ancient philosophy, the circle shape signifies the unlimited
sky, and the square shape signifies the abundant earth. The color red symbolizes happiness and prosperity.
The sculpture brings these elements together by using basic forms of cubes, spheres and cylinders.
Together they complete the idea of plentitude and perpetuity. When surrounded by a circular water
feature, it becomes the focus and source of energy.
The location of the artwork will be at the front of the outdoor courtyard (Attachment 1). The sculpture will
be made of stainless steel and/or fiber reinforced plastic, with a red powder coated paint on the top half
and a mirror finish on the bottom half. The base is made of concrete and decorated with stone. Including
the base, the sculpture stands approximately fifteen feet high and is thirteen and one half feet long by
twelve feet wide. The sculpture will be situated within a fountain. The fountain will be enclosed by a
circular cement wall eighteen inches in height by twenty one feet in diameter. The depth of the fountain
will be approximately one foot. The water will have bubbling features at a modest level.
On July 27, 2006, the Heritage and Cultural Arts Commission reviewed the artwork and unanimously
recommended approval by the City Council, with the following suggestion; add a plaque which describes
the nature of the artwork.
RECOMMENDATION: It is the recommendation of Staff that the City Council receive the
presentation from Staff and representatives of Ulferts. Following the presentation, it is recommended that
the City Council approve the artwork or provide alternate direction.

The title of the sculpture - Festivity. Ii (pronounce "Heilt) means double happiness and has a reference to the joy and exhilaration that a gathering-
