FINANCIAL STATEMENT: None
BACKGROUND: In 1998 the City retained Group 4 Architecture and Research
Planning to evaluate the present Library building and site for conversion to a Senior Center. The Study
included an analysis of the program and activity needs of Dublin's seniors. The Study found that 13,170
square feet of building space was necessary to accommodate the program goals identified by the seniors.
It was also determined that the existing Library building could be renovated for a new Senior Center.
As a cost benefit analysis was not included as part of the Group 4 Study, in August 2001 the City retained
the services of Noll and Tam Architects to determine the cost effectiveness of renovating the existing
Library Building for a Senior Center, or demolishing it and constructing a new Senior Center. Further,
Noll and Tam were asked to evaluate how senior housing could be accommodated on the site along with a
Senior Center. The Study found that the costs associated with converting the building for use as a senior
center would be 24% less than the cost of new construction. It was also determined that the site could
accommodate up to 50 units of senior housing in addition to a new Senior Center. The City Council
approved construction of a new Senior Center and determined that further study should be done to provide
senior housing on the site.
In April 2002 the City Council directed Staff to distribute two Request for Proposals (RFP) to obtain
proposals from architects interested in providing design services for the new Senior Center and proposals
from developers interested in providing senior housing at the site of the new Senior Center. In August the
City Council selected Dahlin Group, Inc. of San Ramon to design the new Senior Center. In September
2002 the City Council interviewed the four developers and selected Eden Housing to develop senior
housing at the site of the new Senior Center. Eden Housing has proposed developing 48-54 units.
Depending on the type of funding secured for the project the housing could be completed as early as
March 2005.

DESCRIPTION: On October 10, 2002, the Dahlin Group met with the Senior Center
Advisory Committee to confirm the program requirements established by the previous Senior Center
feasibility studies and to finalize the main program elements for the new Senior Center. After meeting
with the Advisory Committee the architect also met with the developer and architect selected to build the
Senior Housing on the site to set the parameters for the site plan and the housing component. Based on
these meetings, Dahlin Group has prepared three alternative conceptual plans for the Senior Center
building footprint and site plan (Attachments 1-3). Each of the alternatives includes approximately
14,500 square feet of building space and 63 parking spaces. Each plan also includes a Main Hall with
Stage, Kitchen and Nutrition Office, Staff and Volunteer Offices, Restrooms, Conference Room, Art
Room, Classroom, Computer Room, Game Room and Lounge. The Architect will review the alternatives
in detail at the City Council meeting. These alternatives meet the requirements of the prior Senior Center
studies and the proposed Senior Housing project.
The conceptual plans were on display for a week at the Senior Center with comment cards to solicit
feedback. On November 15, 2002 the architect presented the three conceptual plans to the Senior Center
Advisory Committee. Over 45 people attended the meeting to provide input on the plans. These
comments along with the comment cards received will be used to help guide the design development of
the conceptual plan selected by the City Council.
The Senior Center Advisory Committee unanimously preferred Conceptual Plan C with the following
recommendations:
1. Move the kitchen to the west side of the building so there is access to both sides of the main hall if
it is divided. The serving window should be on the side closest to the stage.
2. Consider utilizing the patio area on the southeast side of the building in another way. The
Committee agreed that the patio may be aesthetically pleasing but would be under utilized because
it is an outdoor space exposed to the elements.
3. Expand the staff offices and reception area.
4. Plan for ample storage space in all rooms of the building.
5. Use a folding wall between the Art and Craft room and the Classroom to accommodate space
needed for popular art classes.
6. Consider ways to maximize number of parking spaces and provide safe and easy crossing from the
parking area adjacent to the Senior Center.
The conceptual plans were presented to the Parks and Community Services Commission on November 18,
2002. The Commission unanimously preferred Conceptual Plan C and concurred with the Advisory
Committee's recommendations.
RECOMMENDATION: Staff recommends the COuncil receive the report, receive public
comments and select the preferred conceptual plan.
