DESCRIPTION: The 2008-2013 Capital Improvement Program includes the Emerald
Glen Recreation and Aquatic Complex project. Completion of this project will accomplish the Council's
strategic goal to develop a state-of-the-art Recreation and Aquatic Complex. The Fiscal Year 2008-2009
Capital Improvement Program Budget includes funding to begin design of the Complex.
Phase I of the facility is 35,895 square feet (s.f.) and includes a gymnasium, fitness center, game
room/teen lounge, group exercise/dance studio, special events room, juice bar, locker rooms,
administrative offices and the spaces needed to support the swimming pools. The facility master plan
includes two swimming pools including a leisurelinstructional pool (6,675 s.f.), and a 25-meter by 25-yard
(6,150 s.f.) deep water competition pool.

Phase II of the Complex includes a 12,140 s.f. natatorium building to enclose the leisure/instructional pool
constructed in Phase I to make it a year-round aquatic facility. Funding for this will need to be identified
from a source other than Public Facility Impact Fees.
Following the adoption of the 2008-2013 CIP, Staff circulated a Request for Proposals to architectural
firms with a due date of August 15,2008.
As was done for the Shannon Community Center, Staff proposes a similar Architect Selection Committee
comprised of the following City representatives:
· City Council Representative
· Parks and Community Services Commission Representative
· City Manager
· Parks and Community Services Director
· Assistant Director of Parks and Community Services
· Parks & Facilities Development Manager
· Recreation Supervisor for Sports and Aquatics
It is anticipated interviews will be held the week of September 8, 2008 and the final selection will be
before the City Council on October 7, 2008.
NOTE ABOUT PROJECT FUNDING
Phase I of the project is funded entirely from Public Facility Fees, which are collected at the time building
permits are issued for residential and commercial development. Based on current development
projections it appears there will be enough funding to begin construction of the project during Fiscal Year
2010-2011. However, if the pace of development slows further during the next two years, the amount of
fees collected may be less than anticipated when the project is ready to bid, and construction would have
to be delayed. Additionally, as noted in the City Manager's budget message, it will be important for the
Council at that time to also determine if there is a sufficient tax base to provide the funds necessary to
operate and maintain the building when it is completed.
If construction were delayed, the work done on the plans and specifications would not be wasted. The
project could still be bid at a later date without having to update the construction documents, as updates to
the Building Code that might impact the design are not expected for several years.
RECOMMENDATION: Staff recommends the City Council determine the make-up of the
Architect Selection Committee for the Emerald Glen Recreation and Aquatic Complex and appoint a
Council Member to serve on the selection committee.
