HomeMy WebLinkAboutItem 8.2 Freeway Underpass Art CITY CLERK File # 0900-50 AGENDA STATEMENT CITY COUNCIL MEETING DATE: May 2, 2000 SUBJECT: Freeway Underpass Art Project Report Prepared by Bonnie Leonard, Recreation Supervisor ATTACHMENTS: 1) Illustration of Solid Painted Surface 2) Illustration of Painted Design 3) Illustration of Ceramic Tile 4) Illustration of Painted Design and Molded Concrete RECOMMENDATION: 1) Conceptually approve project as proposed by the Heritage and Cultural Arts Commission or provide alternative direction 2) Direct Staff to prepare a CIP based on the preferred project FINANCIAL STATEMENT: The City Council will consider the proposed budget for this project as part of the 2001-2005 Capital Improvement Program DESCRIPTION: At the 2000-2001 Goals and Objectives Study Session, the City Council rated as a high priority goal: "Fund Freeway Underpass Art at Dublin Boulevard and Arnador Valley Boulevard." The Council referred the goal to the Heritage and Cultural Arts Commission to determine the scope of the project and provide input for the budgeting process. The Heritage and Cultural Arts Commission considered the proposed freeway underpass art project at the April 13, 2000 meeting. The Commission discussed possible media to be used in the project, considered whether the project should have community involvement, developed possible subjects for the artwork, and discussed the possibility of using one artist per underpass or a combination o£artists. In order to determine the scope of work, the Heritage and Cultural Arts Commission reviewed each of the sites taking into consideration the underpasses and the approaches or abutments to the underpasses. The Commission viewed a series of photographs of the two underpasses as well as visual aids depicting mural projects from other Bay Area cities. The Commission identified a variety of art media currently used in large-scale mural projects including paint, ceramic tile and molded concrete. Attachments 1 - 4 illustrate examples of the different medium. Based on the information received, the Commission recommends that artwork 'be applied to both the approaches and the underpass. The artwork should be a variety of mixed media to include paint, painted design, tile and molded concrete. The approximate proportions of media would be; ¼ of the total area in painted design, 1/8 of the area in tile, 1/8 of the area in molded concrete and the remaining surface area to be painted without design. Further, the Commission recommends: · Each underpass should be treated as a separate artwork · Each underpass project should be headed by a separate artist or artist team · The community should be actively involved in each of the projects · The artwork should reflect Dublin's history and its place as the crossrOads throughout history The preliminary budget for the project is as follows. Once a project is proposed it must be submitted to the Caltrans Transportation Art Review Committee for review and permitting. The Committee includes Caltrans department representatives from Maintenance, Landscape Architecture, Right of Way, Traffic, Project Development (Engineering), Public Affairs, and a local community artist. The permitting review process could take up to 6 months to complete.
