Report Prepared by: Mike Porto, Contract Planner 1) 2) 3) l) FINANCIAL STATEMENT: Resolution Approving Street Names for Tract 7148 Location Map Applicant's Letter of Request Review street name selections, and approve acceptable street names with alternates from the list provided. Adopt Resolution for Tract 7148, making any modifications necessary if any street names are deleted. No cost assOciated with naming of streets. The cost of Final Map processing, as well as the cost of installing street name signs, is paid by the developer. DESCRIPTION: Staff recommends that the City Council (1) review and approve the street names and alternate street names presented, and (2) adopt the resolution approving street names for Tract 7148, making any substitutions that are necessary. MacKay and Somps, on behalf of the property owner, Jennifer Lin, et al., has submitted a request for the approval of street names in the "Town Center" portion of the Dublin Ranch. This site has previously been referred to as Area G of Dublin Ranch. This portion of the Dublin Ranch project is scheduled for development of the Neighborhood Commercial land uses and the higher density housing developments. The City Council recently approved a General Plan Amendment/Specific Plan Amendment, and Stage 1 and 2 Planned Development (with design guidelines) for this area. The site is bounded by the extension of Central Parkway to the north, the extension of Dublin Boulevard to the south, Street A (adjacent to the easterly boundary of the DiManto property) on the west and Street B to the east. On March 14, 2000, the Planning Commission approved Vesting Tentative Tract Map 7148 which preliminarily subdivided the Town Center area and designated the majority of streets within Area G. Additional subdivision maps are anticipated to create physical building parcels. COPIES TO: Jennifer Lin et al. ITEM NO. g:\pa99044 \street names sr There is a need to establish seven (7) street names for the streets created as a part of the approval of Vesting Tentative Tract Map 7148. The applicant's representative has provided nine (9) secondary street names to allow for future streets or in the event that any of the seven primary names are rejected. The map attached to the request for approval demonstrates the streets on which the applicant proposes each primary street name (See Attachment No. 3). The following is the proposed list of primary and secondary street name s: Primary Street Names Secondary Street Names Grafton Street Ashling Brannigan Street Derry Keegan Street Pearse Chancery Lane Callanan Parnell Way Devlin Finnian Way Leeson Maguire Way Harcourt Flannery Brady The property owner is proposing the name "Grafton" for the street tentatively referred to as "Main Street" during the General Plan/Specific Plan and Zoning review. All of the Neighborhood Commercial land uses will front on this street and the design guidelines detail this area to be a pedestrian oriented shopping district which de-emphasises the automobile. As the applicant's representative has stated in their letter of request, Grafton Street is considered to be the main commercial street in Dublin, Ireland. In checking with "An Bord Failte," the Irish Tourist Board in San Francisco, Grafton is one of the largest pedestrian oriented shopping streets in Dublin, Ireland. As Dublin, California shares it's name with Dublin, Ireland and, as we attempt to find Irish names for streets within Dublin, California, this correlation would seem appropriate. "Grafton" is currently assigned to a Court in the Standard Pacific M-3 Neighborhood of Dublin Ranch Phase 1, which will ultimately contain five courtyard homes. The applicant needs approval of the Grafton Street name in order to initiate the necessary proceedings to change the Court in the Standard Pacific Neighborhood. Standard Pacific is in agreement with this request and as yet the homes have not been constructed. Changing the street name at this time would cause a minimum of issues and problems. The remaining six primary names and nine alternate names are all tied to Ireland in some The street names provided by the project applicant were circulated to Dublin Police Services, Alameda County Sheriff, Alameda County Fire Protection, The Building Department, Dublin Unified School District, The U. S. Postal Service, Alameda County Planning and the Cities of Livermore and Pleasanton to determine if there were conflicts in street names that could confuse rescue response times. Apparently, 911 calls are received by the local emergency response network (Dublin, Livermore, Pleasanton) which can easily determine the address and city that the call is coming from. A problem arises when the local 911 system is busy, the emergency call is immediately routed to the Central Dispatch facility in Hayward. The Central facility cannot distinguish between cities as only the street address prints out on their screen. To avoid a delay in responding to emergency calls, an attempt has been made to circulate the proposed street names for all subdivisions to all concerned agencies to avoid duplications and similar appearing names. Page 2 Attached for Council review and consideration as Attachment 1, is a resolution approving the proposed street names that were considered as acceptable by the concerned agencies. As there are approximately seven (7) streets requiring names, and the list of acceptable names totals 16, the Council has an opportunity to eliminate several of the names if they are found to be unacceptable. The street names for Tract 7148 must be formally adopted and are included in the Resolution as Attachment 1. The names, once approved will be submitted to the County for recordation with the final map, once it is submitted for review and approval. RECOMMENDATION: Staff recommends that the City Council (1) review and approve the acceptable street names and alternate street names provided (seven plus several alternates), and adopt the resolution approving street names for Tract 7148. G:pa99044/street names sr town center Page 3 RESOLUTION NO. - 00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVAL OF NEW STREET NAMES FOR STREETS IN TRACT 7148 WHEREAS, the public streets within Tract 7148 were identified with temporary letters which are proposed to be replaced with permanent street names; and WHEREAS, in accordance with the Dublin Municipal Code, surrounding cities, Alameda County, emergency services, and the U.S. Postal Service have been notified and have not objected to the proposed names; NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council approves the street name designations as follows and as shown on the map "Exhibit A". The following secohdary names are a backup list that could be used in the event that some of the primary names are rejected by the City or other public agencies. Our hope would be that we could get this list approved in advance of our final map approval by the City so that the names we show on our map(s) will all have been previously approved. This would hopefully minimize the need to go back and forth with the City to find acceptable street names in the future. Secondary Street Names: Ashling Leeson Derry Harcourt P earse Flannery Callanan Brady Devlin In addition we also wish to re-name the 'main street" within the Village Center to Grafton Street. Grafton Street is the main commercial street in the City of Dublin, Ireland and would fit with the Irish street name theme we have proposed for Area G. Unfortunately Grafton Court is already used for a street in the M3 Neighborhood in Phase I of Dublin Ranch and a final map has been recorded for that tract. We have discussed our desire to use Grafton Street for our 'main street' wi_th representatives of Standard Pacific who are developing M3. They are receptive to changing the street name within M3, however, they would like some assurance that this proposal w'.'!! be acceptable to the City staff and City Council before proceeding further.
