SUBJECT: Summary of Accomplishments and Future Housing Work Program

DESCRIPTION:
At the City Council meeting of July 2, 2002, the Mayor requested an update on the City's affordable
housing aCtivities. In summary, this past year:
1. The Housing Task Force was established and includes thirteen members, a wide cross section
of the community as well as respected members of the Affordable Housing profession. This
past year the Task Force has worked on crafting the Draft Housing Element, now in public
review, as well as details and implementation issues of the Affordable Housing programs.
2. An effective Inclusionary Ordinance was adopted requiring developers to build affordable
housing any time new residential development is constructed in the City of Dublin
3. A successful Request for Proposal (RFP) was developed to solicit proposals from interested
developers to produce affordable senior housing at 7606 Amador Valley Parkway.
4. An Affordable Housing Agreement was developed and executed with Toll Brothers for the
provisions of 105 below market rate condominium units
2002-2003 - Housing Work Plan Activities Timeframe
1. Senior Housing at 7606 Amador Valley Blvd.
· Interview of housing developers who responded to RFP and September 2002
selection of developer with whom to partner and enter into
an agreement for affordable senior housing.
2. Evaluation of new residential projects and Affordability Requirements
· Affordable rentals in Cor-o-van/Legacy Partners site June 2003
· Affordable rentals/ownership units in Greenbriar subdivision December 2002
· Affordable ownership in Silvera Property/Pinn Brothers
development March-April 2003
· Affordable rental units in East Dublin Transit Center Jan. - Dec. 2003

3. Tracking of first 16 affordable ownership condominiums that become
available in Toll Brothers "The Villages" in Eastern Dublin from
completion of construction through occupancy by eligible household. September 2003

· Long term plan for the use of In lieu fee affordable housing fund. February 2003
8. Development of First Time Homebuyer Assistance Program
· Develop product with City funding to assist the lower-income December 2002
(80% - 100% of median) homebuyers of Toll Bros. "The Villages"
· Work on developing a second mortgage or grant assistance February 2003
program for qualifying homebuyers citywide, leveraging City
of Dublin funding with outside sources.
RECOMMENDATION:
It is Staff's recommendation that the City Council receive this report.
