Gilbert, Deputy Fire Chief ATTACHMENTS: 1) Memorial Plaque 2) Proposed Brick Pedestal 3) Digital Photos of the Proposed Location of Memorial Display RECOMMENDATION: 1) Approve Sekou Turner memorial display to be installed by ~//~~ the flagpole at Fire Station 16; and 2) Authorize the formation of a Public Safety Memorial  Committee, consisting of representation from the City Manager's Office, Dublin Police Services and Alameda County Fire Department. At the February 18, 2003, City Council meeting, the Committee will present a proposed Line of Duty Deatl/ Protocol and Public Safety Memorial Standard. FINANCIAL STATEMENT: The Alameda County Firefighters have provided the Sekou Turner memorial brass plaque for mounting on the brick pedestal (drawing attached). The proposed brick pedestal will be funded by the Alameda County Fire Department. There will be no General Fund impact to the City of Dublin for this memorial. DESCRIPTION: On May 21, 2002, Firefighter Sekou Turner suffered a fatal cardiac arrest while performing CPR and preparing a Dublin resident for transport to the hospital. This has been a tragic loss for the Alameda County Fire Department and the City of Dublin. In an effort to recognize the service and sacrifice Sekou provided, a memorial plaque was ordered by fellow Alameda County Firefighters. It has been requested that this plaque be installed by the flagpole at Fire Station 16, located at 7494 Donohue Drive, where Sekou responded from on the night of his death. The plaque would be displayed on a low profile pedestal, with brick to match the station. A display of the proposed brick memorial and plaque is attached for Council review. It is felt this is an appropriate tribute to Sekou's life and service. COPIES TO: Chief McCammon, ACFD Deputy Chief Gilbert, ACFD ITEM NO. However, when this type of tragedy occurs, it is important these public servants be honored and memorialized in a timely and appropriate manner. In an effort to ensure that future incidents of this type are handled in a consistent and timely manner, it would be beneficial to develop a line of duty death protocol and memorial recognition standard. In closing, the Staff recommendation is as follows: 1) Approve the Sekou Turner memorial display to be installed by the flagpole at Fire Station 16; and 2) Authorize the formation of a Public Safety Memorial Committee, consisting of representation from the City Manager's Office, Dublin police Services and Alameda County Fire Department.
