PROJECT DESCRIPTION: The City of Dublin has been invited by the Alameda County Waste Management Authority and Recycling Board (ACWMA) to participate in a Sustainability Inventory Pilot Program being conducted by a non- profit organization called the International Council for Local Environmental Initiatives (ICLEI). (Attachment 1) ICLEI is a membership organization of local governments and national and regional government associations and is partnering with the Recycling Board to recruit participation in their new program on sustainability. The Pilot Program as proposed will involve four of the Recycling Board's member organizations in Alameda County. The Sustainability Inventory is a list of questions that will establish a profile of a community's resources and how they are being utilized. The questions are on a wide range of topics from demographics to education, health and transportation to air and water quality. (Attachment 2) It was concluded by Staff that if the City were to participate in the Sustainability Inventory Pilot Program, it would have some, but limited, usefulness as part of the City's General Plan update process in the future. Bearing that in mind, Community Development Department Staff reviewed the attached list of questions proposed by ICLEI. So noted are those questions that would be relevant to the General Plan update process and those that are outside the realm of the General Plan. Of the 144 questions proposed, Staff estimated that 28 questions (19%) would provide information relevant to the General Plan update and 116 questions (81%) cover issues that are not typically included in the General Plan. As described in the Memorandum of Understanding, the 'Sustainability Inventory Program as proposed would have ICLEI doing the actual survey, but would require the designation of a City Staff person to serve as coordinator for the program, steering ICLEI in the right direction for retrieving most of the information from the appropriate City departments. This coordination function is estimated to be apProximately 80 hours of Staff time. However, the Memorandum of Understanding also refers to activities beyond the actual collection of survey data that involve a greater obligation on the City's part and a larger commitment of Staff time. In order to avoid over-extending Staff resources and jeopardizing the completion of programs and projects the City Council has already set as high-priority items, Staff has prepared a Limited Scope Memorandum of Understanding for the Sustainability Inventory Pilot Program for consideration. (Attachment 3) Attachment 4 outlines the ambitious Community Development Department Staff Work Plan for FY 2002/2003. Adding another item to this list will likely slow down the progress of completing the other tasks unless the City Council defers items until the proposed Sustainability Inventory Pilot Program has been completed. Practical Strategies for Resource Stewardship", we announced a unique' opportunity for four of our member agencies to receive technical support to complete a city-specific Sustainability Inventory. You or your staff have expressed interest in being one of the first jurisdictions to undertake this process. The purpose of this letter and informational packet is to: 1) clarify the opportunity offered and the commitments required; 2) to describe the assistance and deliverables expected in more detail; and 3) to identify the next steps to be taken to carry out this project in your community. What Is A Sustainability Inventory? The Sustainability Inventory establishes a factUal profile of a community's natural, social and economic resources. This profile can be used to set goals and targets to move toward a more sustainable community. Additional information on the benefits of a Sustainability Inventory is attached. Who Will Do The Work? The locally based International Council for Local Environmental Initiatives (ICLEI) is a non-profit organization that serves a worldwide movement of local governments who are committed to achieving tangible improvements in global environmental and sustainable development conditions through cumulative local actions. ICLEI will collect the bulk of the data required to complete a Sustainability Inventory and assist with developing targets for the project. We ask that you appoint a contact person in your municipality to assist us in our data collection process. ICLEI's previous experience with the Inventory has shown that some mid to senior level staff involvement is necessary for the success of this project. How Do We Proceed? In Order to accept our offer of assistance, we ask that you review the attached '~Offer of Technical · Assistance" and a couple of sample sections from the Inventory to determine if your jurisdiction can commit to completing a Sustainability Inventory at this time. The Sustainability Inventory assists a jurisdiction in developing strategies for moving their community toward economic, environmental and social sustainability. For municipalities committed to conducting a Sustainability Inventory, ACWMA will provide selected municipalities: 1. Orientation on the Sustainability Inventory at municipal staff meetings. 2. Data collection for the majority of the questions within the Sustainability Inventory. Research will focus on data that is available from the Intemet, but it will also include meetings with municipal staff in order to gather responses to Inventory questions. 3. Access to a listserv to voice questions/comments about the Sustainability Inventory amongst the four pilot municipalities. 4. 'Assistance in developing sustainability targets for the categories within the Sustainability Inventory. 5. Analysis of the results of the Sustainability Inventory. A list of potential implementation activities aimed at achieving the targets can also be provided. 6. Assistance with a presentation to the public and/or municipal staff on the findings of the Sustainability Inventory. To qualify for this assistance, your jurisdiction is being asked to commit to the following items: 1. Demonstrate commitment from your City Manager/Mayor or elected official board to participate in the development of a Sustainability Inventory by agreeing to the attached Memorandum of Understanding. 2. Assign a staff member to act as an internal point of contact for City staff in regard to the Inventory and as an external point of contact for ICLEI. 3. Assist ICLEI in tailoring the Inventory to your municipality and in identifying data sources for the questions within the Sustainability Inventory. Time commitment is estimated at 30 - 40 hours over a two-month period. 4. Assist ICLEI in conductlng outreach with municipal staff in order to review the findings of the Inventory. 5. Dublin's commitment to conducting a Sustainability Inventory is initiated by submitting this MOU to ACWMA by August 12, 2002. City's commitment Completing a Sustainability Inventory for the City of Dublin requires that the City assign a principal contact person within the municipality that will assist ICLEI in: 1. Coordinating meetings with municipal staff in order to introduce and tailor the Inventory; 2. Identifying data sources for the Inventory; 3. Conducting outreach to municipal staff to review thc report findings; 4. Reviewing thc final report of thc Inventory; and 5. Hosting a meeting to present the findings of the Inventory to municipal staff. ACWMA & ICLEI's responsibilities ICLEI will present a session describing the Sustainability Inventory, covering its utility, and tailor the Inventory to reflect the City's unique characteristics. ICLEI will perform data collection for several of the questions within the Sustainability Inventory for the City of Dublin. Research will focus on Intemet-accessible data, and it will also include meetings with municipal staff in order to gather responses to Inventory questions. ICLEI will assist thc City of Dublin in developing sustainability targets for thc categories within the Sustainability Inventory. ICLEI will provide an analysis of thc results of the Sustainability Inventory for the City of Dublin.
