FINANCIAL STATEMENT:
Staff time is required to meet with LA VTA representatives to
finalize planning, design and implementation of the project. There
are no additional costs associated with the project unless the City
agrees to share future maintenance costs, which will be discussed at
a subsequent City Council meeting.
DESCRIPTION: On August 4, 2008, The Livermore Amador Valley Transit
Authority (LA VT A) Board, including Mayor Lockhart and Councilmember Hildenbrand, approved the
Draft Operations and Capital Plan Report for the Route 10 Rapid Bus Program Deployment (dated July
15, 2008). Planning efforts for a project began in 2005 based on the concept that such a service could
help mitigate the impacts of the 1-580 Widening Project.
With an initial plan to run the service between Lawrence Livermore National Laboratory, Downtown
Livermore, Downtown Pleasanton, and the East DublinlPleasanton BART station, the route was modified
earlier this year to exclude Downtown Pleasanton. The modified route would enter the City of Dublin via
Fallon Road, travel westerly via Dublin Boulevard to San Ramon Road with a diversion to the East
DublinlPleasanton BART station, and continue into Pleasanton via San Ramon Road to the Stoneridge

Mall and the West Dublin/Pleasanton BART station. The bus would then return to Livermore via the
same but reversed route.
The purpose of this presentation is to provide an overview of the project to help progress the project to
final design, and to introduce the City Council to decisions that will need to be made at a subsequent
Council meeting.
Proiect Overview
LA VTA's existing Route 10 travels between Lawrence Livermore National Laboratory, Downtown
Livermore and the Livermore Transit Center, Downtown Pleasanton, and the East Dublin/Pleasanton
BART station, and then continues via Dublin Boulevard to San Ramon Road and into Pleasanton to the
Stoneridge Mall. The existing headways within Dublin are 15 minutes during the peak periods and 30
minutes during the non-peak periods.
The project will split the existing route into two distinct services:
] Route 10 Rapid Bus Deployment, referred to as RAPID, will provide more direct and efficient
service between Livermore, the East Dublin/Pleasanton BART station and Stoneridge Mall; and
2. Pleasanton Route 10 Speed and Efficiency Improvements will be implemented as a means of
continuing service into downtown Pleasanton.
While the Operations and Capital Plan Report discusses the operations and costs associated with the
Pleasanton Route 10 Improvements, this presentation focuses on the first component, the deployment of
the RAPID service.
Elements of the RAPID service that improve efficiency over existing Route 10 service include:
Faster and more reliable service with a reduced route length, use of transit signal priority (TSP)
and queue jumping technology, and increased stop spacing, resulting in a 20% reduction in the
end-to-end travel time;
More frequent service with buses operating every 10 minutes during peak hours reducing
passenger waiting time. Off-peak headways would be limited to every 15 minutes;
More enjoyable service with new buses that are smoother, quieter and with more comfortable
seats; and
· Better information through the use of real-time information signs displaying the arrival time of
the next bus.
The total length of the RAPID route is 17 miles and includes 49 stops. The route within Dublin is
illustrated on the Route Map (Attachment 2). In total, there are 20 RAPID stops within Dublin (10
westbound and 10 eastbound), including the East Dublin/Pleasanton BART station. The Map also
illustrates the location of 5 non-RAPID bus stops for informational purposes.
Of the 20 RAPID stops, 15 are existing stops to remain in the same location, 2 are existing stops to be
relocated slightly, and 3 are new stops. Table 1 provides a summary ofthe 20 stops.

LA VT A has secured over $15 million for capital improvements from Alameda County Transportation
Improvement Authority's (ACTIA)'s Measure B funds and a federal earmark. This will cover the full cost
of the project.

Bus Stop Amenities
The RAPID service will include three tiers of bus stop types, which include:
Basic Stops (less than 100 boardings per day), which will provide minimal amenities such as a shelter,
trash and recycling receptacles, wayfinding signage, and a flag sign. Within Dublin, the stops on
westbound Dublin Boulevard at Village Parkway and at Golden Gate Drive, and the stops on eastbound
Dublin Boulevard at Regional Street and at Golden Gate Drive would be designed as basic stops.
Standard Stops (more than 100 boardings per day), which will provide the full range of amenities,
including those provided at a basic stop plus additional benches outside of the shelter, bike parking, and a

decorative lighting fixture outside the shelter. Aside from the basic stops listed above, all other stops
within Dublin will be designed as standard stops.
Signature Stops, which are reserved for the downtown areas and are intended to have a tailored style to
match the downtown environment. These locations would have the highest level of amenities. With
project deployment, there will only be one signature stop located in Downtown Livermore. At some point
in the future when Phase 2 of this project is implemented, it is LA VTA's intent to modify the Golden Gate
Drive stops in Dublin (eastbound and westbound) from basic stops to signature stops. The design of the
Dublin signature stops will be addressed upon the commencement of Phase 2.
While LA VTA has selected a bus shelter to install at each BRT stop within Livermore and Pleasanton,
LA VTA has agreed to install within Dublin the Tolar shelter that was approved in the Dublin Streetscape
Master Plan. While the two shelter types are reasonably similar in style, the primary difference is that the
Tolar shelter is about 13 feet long, whereas the BRT shelter that would be installed at the standard stops is
23 feet long. LA VTA's consultant is working with Tolar to determine whether a longer version of the
shelter is available so that consistency along the RAPID route can be maintained and to allow for
additional passenger capacity while waiting.
Two City CIP projects (96011 and 96012), the West Dublin BART Station and East Dublin BART Station
Corridor Enhancement Projects, are underway to construct streetscape enhancements, widen sections of
sidewalk and bikeways, and install bus shelters along Dublin Boulevard. Depending on the final design of
the bus stops, some or all of the shelters may not need to be purchased through the City CIP projects if
purchased by LA VT A for the RAPID project. Alternatively, a cost sharing plan may be established if the
total cost exceeds the RAPID budget.
There are three art-inspired shelters within downtown Dublin, located westbound near Village Parkway
and Golden Gate Drive and eastbound near Golden Gate Drive. These shelters do not include pedestrian-
level lighting and have limited seating capacity compared to the demand expected for a RAPID stop.
Also, each location presents ADA accessibility limitations. In reviewing the agreement between the City
and the artist who designed this shelter, it was determined that the City shall not substantially relocate the
shelter without first conferring with the artist and gaining written approval. If written approval of the
relocation cannot be obtained, then the City may at its sole discretion remove the shelter. The artist has
been initially contacted to assess support of the possible relocation of these shelters, and has indicated
general agreement to relocating the shelters and would like to review the new locations prior to providing
written approval.
The westbound stop at Village Parkway (adjacent to McDonalds) currently has ADA accessibility issues.
If these issues cannot be resolved, LA VT A may propose removing the stop.
Phase II of the City's Bus Shelters Project (CIP No. 94252) includes the design, fabrication and
installation of student art murals on seven shelters along Dublin Boulevard between Dougherty Road and
Regional Street. It will be necessary to prepare a maintenance agreement with LA VT A regarding the
upkeep of the murals. It is also important to note that if a longer version of the Tolar shelter is installed or
if two shelters are installed side-by-side as discussed above, then it will be necessary to assess the need for
additional or larger murals and the budget implications of such a change. Table 1 above indicates the
seven shelters on which murals are planned.

Next Steps
A significant amount of the design has been completed for the portion of the RAPID within the City of
Livermore. Because the route was modified only this year to pass through Dublin, the design stage is just
now commencing and will have an accelerated schedule. Design is slated to be complete in early 2009,
with construction to begin shortly thereafter. The goal is to deploy the RAPID project in Fall 2009 (or
January 2010 at the latest) following or commensurate with the opening of the improved Fallon Road
interchange and Dublin Boulevard extension, as well as the Western Dublin/Pleasanton BART Station.
Unless an interim alternate route is identified, the RAPID cannot begin service until after the completion
of the interchange improvements and the opening of Dublin Boulevard.
Unresolved Issues
In an effort to assist with the design of the project within Dublin, City Staff will review and comment on
the plans. The City Council will be addressed at a future meeting to resolve the following issues:

Finalize maintenance agreement: It will be determined which agency will pay for utility costs
associated with the decorative lights and which agency will maintain the art murals. LA VT A's
consultant is currently researching how Pacific Gas & Electric will bill for the power supply for
the lights and will provide a cost estimate to the City.
Finalize bus stop layouts: It will be decided whether one Tolar shelter, two Tolar shelters side-by-
side, or a modified, longer Tolar shelter, if available, will be installed at each stop. LA VT A's
consultant is researching the last option directly with Tolar. The scope of work and cost
implication of the shelter size on the proposed art murals to be installed under Phase II of the
City's Bus Shelters Project (CIP No. 94252) will be included in the discussion. The design will
also address the proposed relocation of two existing bus stops (westbound to be moved from east
of Sierra Court to west of Sierra Court and westbound west of Glynnis Rose to be moved easterly
150 feet).
IdentifY shelters to be relocated: It will be determined whether the three existing art-inspired bus
shelters on Dublin Boulevard within the downtown area will be relocated and replaced by Tolar
shelters to maintain consistency along Dublin Boulevard.
Public Outreach: Adjacent residents, property owners or business owners will be notified of any
relocated bus stops or new bus stops. A community meeting will be held to share information
about the RAPID project and to solicit feedback. Feedback from the residents and business
community will be shared with the Council.

Recommendation
No formal action is required at this time. Discussions will follow at a subsequent meeting regarding a
maintenance agreement, final design of the Dublin bus stops, the relocation of existing bus shelters, and
the relocation of existing bus stops.
Staff therefore recommends that the City Council receive the presentation and provide comments as
appropriate.

EXECUTIVE SUMMARY
1. INTRODUCTION
In 2005, the BART 1-580 project team identified a potential RAPID bus route connecting the
Lawrence Livermore National Laboratory with Downtown Livermore, Downtown Pleasanton,
and the East Dublin/Pleasanton BART station to mitigate the 1-580 widening project. After being
retained in November 2006, the Kimley-Hom team prepared an operating and cost plan for this
route and presented it to the LA VT A Board in July 2007, Under Board direction in early 2008,
the team established a new RAPID route to connect Downtown Livermore, Downtown Dublin,
the East Dublin/Pleasanton BART station and the Stoneridge Mall. The route map is illustrated
in Figure 1.1. This summary explains the operating and cost plan for the new RAPID service.
The Route 10 Rapid Bus Program Deployment project consists of two elements, which are as
follows:
. Route 10 Rapid Bus Deployment (RAPID)
. Pleasanton Route 10 Speed and Efficiency Improvements
The RAPID, which will provide a new service for LA VT A, is proposed to operate between the
Stoneridge Mall in the City of Pleasant on and the Lawrence Livermore and Sandia National
Laboratories in the City of Livermore. The Route 10 Speed and Efficiency element will install
traffic signal improvements along the existing Wheels Route 10 alignment between Downtown
Pleasanton and the East Dublin/Pleasanton BART station.
This project assesses cost-effective infrastructure and service solutions to implement the RAPID
and Route 10 Speed and Efficiency elements of service along portions of the existing Route 10
route alignment. The RAPID is expected to:
. Provide faster and more reliable service - The RAPID service, with its shorter alignment,
its use of transit signal priority treatments, and its longer stop spacing, will decrease end-
to-end travel times by at least 20 percent. In addition, the very nature of rapid transit
service will lead to more a reliable trip with enhanced on-time performance,
. Provide more frequent service - With buses operating every 10 minutes during peak
hours, passengers will have convenient travel options and will not need to use a schedule.
Experience has shown that services operating every 10 minutes translate into an average
passenger waiting time at the stop of just 5-6 minutes.
. Provide a more enjoyable ride - The new RAPID buses will have a smoother and quieter
ride than the existing LA VT A coaches. The RAPID buses also have larger windows and
more comfortable seats than the existing buses,
. Inform bus patrons of bus schedule adherence - Most, if not all of the stops, will be
equipped with real-time information signs displaying the projected arrival time of the
next bus.
With these benefits, ridership is forecast to increase substantially.

Operating Plan
The operating plan is as follows:
RAPID
Service every 10 minutes during the peak (5:30 AM to 9:30 AM; 4:00 PM to 8:00 PM) and
every 15 minutes during off-peak hours (9:30 AM to 4:00 PM and 8:00 PM to 10:30 PM)
between the Lawrence Livermore National Laboratory and the Stoneridge Mall; weekend
service every 15 minutes from 7:30 AM to 8:30 PM (Saturday/Sunday).
Route 10
Days and frequency remain the same as the existing Route 10, but operates only between the
Lawrence Livermore National Laboratory and the East Dublin/Pleasanton BART station,
except in the late evening when service will continue to the Stoneridge Mall after RAPID
stops operating. Route 810 operation to the Bay Fair BART station will remain unchanged.
Phasing
Implementation of RAPID service will be conducted in two phases in order to begin RAPID
service in August 2009 but no later than January 2010. The two phases of RAPID
implementation are as follows:
Interim Alignment-Phase 1
Until West Jack London Boulevard is extended to EI Charro Road, the RAPID will need to
operate along Isabel Avenue, Kitty Hawk Road, Airway Boulevard and a portion of 1-580.
Ultimate Alignment-Phase 2
Once West Jack London Boulevard is complete, the RAPID will travel via West Jack London
Boulevard, EI Charro Road, and Fallon Road, which should have faster travel times and more
reliable traffic conditions to the often congested 1-580 freeway. (Expected by mid-20lO)
3. CORRIDOR IMPROVEMENT CONCEPT
One of the objectives of the RAPID corridor improvements is to provide convenient and
passenger-friendly bus services by improved bus stop facilities and preferential bus treatment on
corridor travel ways. The RAPID will reduce overall travel time in order to attract increased
patronage and more efficiently utilize LA VTA resources. This is done using transit signal
priority (TSP) and queue jumping to institute preferential treatment of buses at traffic signals, and
additionally with traffic signal coordination and enhancements to the fare collection system.
Transit Signal Priority
TSP technology provides transit vehicles preferential treatment when passing through signalized
intersections while minimizing impacts to other vehicles. Transit vehicles are given priority
enabling them to use an early green phase or an extended green phase from the traffic signal. The
Cities of Dublin, Pleasanton, and Livermore already have part of the equipment deployed;
therefore, the project will complete the deployment so that travel time savings result.

Bus Queue Jumping
Bus queue jumping is a concept that can assist in bus schedule adherence for both the RAPID and
Route 10 Speed and Efficiency services. It is a method to minimize bus delay at intersections by
giving buses exclusive lanes and signal phases at intersections.
Signa/Coordination
Coordination of all signalized intersections along the RAPID corridor is recommended to
improve vehicle travel times. This will help vehicle mobility as well as bus schedule adherence.
Signal coordination will operate in conjunction with implemented TSP technology. Many of the
corridors along the RAPID alignment are already operating with coordinated signal timings.
Once RAPID service has been initiated, additional effort will be completed to review and
evaluate existing timing plans to further enhance transit operations throughout the corridor.
Fare Collection
A traditional on-board fare collection system will meet all the requirements for rider payment and
boarding speed. Existing bus fare boxes, included in the bus acquisition, as well as TransLink@
elements already in development, represent the required on-board collection systems and will be
maintained on all buses. Additionally, LA VT A may deploy ticket vending machines at certain
highly visible stops, primarily as a branding mechanism and as part of the enhanced rider
experIence.
4. BUS STOP ENHANCEMENTS
The Operations and Capital Plan describes the typical existing conditions in which the new bus
stops will be located, the typology of bus stop improvements, the range of amenities at each stop
classification, the phasing strategy for the implementation of stop improvements, and the
prototypical bus stop layouts for each bus stop classification.
Convenient, well-functioning, and uniquely designed RAPID bus stops are key components in
creating a positive and memorable image with current and new passengers, as well as the
communities that are served by the new service. Furthermore, the well designed bus stops will
not only help LA VT A market its new RAPID service but also strengthen the image of its existing
high quality local transit services.
In order to use available funds for bus stop improvements most efficiently and to account for
different levels in ridership at each of the stops, a three-tiered typology of bus stop improvements
is proposed. This typology distinguishes among Basic-reduced, Basic, Standard, and Signature
stops according to the number of boardings. The varying types of bus stops also determine the
range of amenities at each stop. For details on the exact amenities at each type of bus stop, the
reader is referred to the Operations and Capital Plan Report.
Basic-reduced Stops (less than 100 boardings per day) where existing shelters are to remain or
there is insufficient space to install a new shelter.
Basic Stops (less than 100 boardings per day) provide the minimum range of amenities.

Standard Stops (more than 100 boardings per day) provide a broader range of amenities and stop
elements.
Signature Stops (Downtown Livermore, Downtown Dublin (Future Stops)) provide the highest
level of amenities and include design elements specifically targeted to coordinate the stop
amenities with the downtown environments. Creation of Signature stops in Downtown Dublin is
currently being evaluated by City staff and will coincide with planned redevelopment of the area.
It is recommended that full bus stop improvements at Basic, Standard, and Signature stops be
implemented during Phase 1 of RAPID implementation. Figures 4.1 through 4.5 indentify the
proposed bus stop locations and corresponding bus stop types. The stops indicated at the east
DublinIPleasanton BART station are estimated to receive the Basic level of stop improvements
due to the proximity of existing lighting, benches, bike locker facilities and the overhead canopy
structure. Solar power is planned to provide a 'green' environment at certain bus stops where
standard power connections would be more costly or adjacent development timelines necessitates
temporary development of RAPID stops.
5. ESTIMATES OF PROBABLE COSTS FOR PROPOSED
CONCEPT

Based on LA VT A's current budget for capital improvements, the preferred method for
implementing bus stop improvements for the RAPID project is to complete full bus stop
improvements for all stops before the RAPID service begins. Table 5.1 provides estimates of
probable costs for the capital costs for Phases 1 and 2. The estimated capital costs provided in
Table 5,1 include all items as described in the previous sections (corridor enhancements, bus stop
improvements, etc) are recommended to achieve the estimated ridership increases and travel time
savings associated with the proposed RAPID system.
The cost for each typical Signature, Standard, Basic, and Basic-reduced stop is approximately
$387,000, $188,000, $128,000 and $15,500, respectively. For details on these costs, the reader is
referred to the attached tables located in the Appendix. Table 5.2 identifies the quantity of each
type of bus stop according to bus stop classification.
Table 5.3 provides a summary of anticipated annual operating and maintenance costs for the
overall system based on the ultimate alignment (Phase 2) conditions assuming RAPID operation
headways of 10 minutes during peak hours/15 minutes during off-peak hours for weekdays and
15 minute headways all day on weekends, LA VT A will seek additional regional transit funding
to provide the project budget necessary to provide RAPID service on the weekend.

The Federal Transit Agency (FTA) requires certain project features in order to qualify for and
receive FT A funds for project implementation, including the following:
· Substantial transit stations
· Traffic signal priority (TSP) to the extent there are traffic signals
· Low-floor vehicles OR level boarding
· Branding of the proposed service (distinguished through marketing and physical
characteristics)
· lO-minute peak and 15-minute off-peak headways or better while operating at least 14
hours each weekday
By making bus stops distinctive and including the recommended amenities, LA VT A should be in
compliance with FT A requirements for the funds currently committed to the project.
Future Opportunities and Improvements
Table 5.4 identifies potential additional improvement opportunities and added benefits to the
RAPID service that may be constructed ifthere are remaining funds available from those
currently committed to the project or additional funding is obtained from another source. The
future improvement opportunities would provide additional benefit to RAPID travel times and
subsequent increases in ridership over and above the levels estimated for the Phase I and Phase 2
Operations and Capital Plan. Potential additional improvements under consideration at this time
include the following:
. Installation of Ticket Vending Machines (TVMs) at additional bus stops
. Upgrading three downtown stops in Livermore and Dublin to Signature Stops

· Constructing queue jump lanes at additional intersections
· Construction of a park and ride lot on Stanley Boulevard in Livermore
· Purchasing new buses to replace the current buses selected for RAPID service
Construction of the park and ride lot and queue jump lanes that would require right-of-way
acquisition will not be considered as part of the Phase 1 project implementation in 2009. The
time necessary to prepare environmental documentation and to acquire right-of-way would be
beyond the current project goals for implementation. Construction of additional Signature stops
in Livermore and Dublin is tied to the time lines for redevelopment ofthe adjacent property.
There is currently no available schedule for the completion of redevelopment activities on the
adjacent properties. LA VT A has been approved for $5,000,000 in STlP funds for 2012 that will

6. NEXT STEPS
The Kimley-Horn team has been working with the Technical Advisory Committee (T AC) to
resolve issues and develop guidelines for project implementation. The Draft Operations and
Capital Plan Report was submitted to LA VTA staff and the TAC on July 15,2008. Comments
have been incorporated from LA VT A staff, T AC members, public outreach meetings and
meetings with City staff in Livermore, Dublin, and Pleasanton. LA VT A plans to finalize the
Operation and Capital Plan by August 2008 and proceed with the design and implementation
of the project. Comments on the Operations and Capital Plan from LA VTA's Board Meeting
will be incorporated to finalize the Report.
Updated environmental documents are being completed to address the change in route alignments
to satisfy both the Califomia Environmental Quality Act (CEQA) as well as the Federal
Environmental documentation (NEP A). This will allow LA VT A to access currently committed
Federal Transit Administration (FT A) funds for the project.

For design, construction, and maintenance of the improvements, it is recommended that LA VT A
enter into a Cooperative Agreement with the Cities of Dublin, Pleasanton, and Livermore. The
project will be designed by the Kirnley-Horn team, currently under contract with LA VT A. The
construction oversight will be also provided by the designer in cooperation with the Cities of
Dublin, Pleasanton, and Livermore. Encroachment permits will be required from BART and
Caltrans for work within these agencies' respective right-of-way.
LA VT A has also initiated an independent branding and marketing plan to develop a branding
identity for the proposed RAPID project. Branding and image development will be key to the
successful launch of the new service. The LA VTA Board accepted a preliminary project
branding concept as prepared by VBN Architects, including system logo and color scheme, in
May 2008.
To adhere to LA VTA's goal to start RAPID operation by August 2009, the following tentative
project schedule is provided.

What is the Rapid Bus Concept?
· Provide distinct branding to differentiate a new
service for the City of Dublin and Tri-Valley area
· Install Transit Signal Priority or Queue Jump Lane to
bypass congestion
· Create enhanced bus stops to attract new riders

· RAPID will build transit usage market for future
